1.1 This report considers objections and a petition received to a recently advertised Traffic Regulation Order for various parking restrictions in the Bradford South constituency.

2.0 BACKGROUND

2.1 At the meeting on 28 June 2018 the Bradford South Area Committee approved, as part of its Safer Roads Schemes programme, the promotion of a Traffic Regulation Order for parking restrictions on Beckside Road, Beckside Lane, Cumberland Road, Great Horton Road, Hollingwood Lane, Halton Lane, Haycliffe Road, Northside Road, A647 Halifax Road, A647 Scarlet Heights, A647 West End, Cuthbert Close, A6036 Halifax Road, Angerton Way, Braine Croft, Cemetery Road, Eaglesfield Drive, Farfield Avenue, Fenwick Drive, Lingdale Road, Reevy Avenue, Studley Avenue, Shaw Street, Moor Top Road, Cooper Lane, Reevy Road West, Reevy Avenue, Woodside Road, Arkwright Street, Broughton Avenue, Bierley Lane, Denbrook Avenue, Denbrook Way, Road, Moorside Mews, Newall Park Drive, Newall Road, Rook Lane, Law Street, Melford Street, Toftshaw Lane, Beacon Road, Bank, St Enochs Road, 2A641 Huddersfield Road, Belmont Avenue, Carr Lane, Cleckheaton Road, New Works Road, Sal Royd Road, Storr Hill, Wesley Avenue and Lane.

2.2 The Traffic Regulation Order was advertised between 11 July 2019 and 01 August 2019. A number of residential properties and businesses have been consulted. As a result, letters of objections (including a petition) in respect of 2 of the locations have been received.

2.3 Objections and petition have been received for the following elements of the scheme: i) Beckside Road proposed no waiting 7am to 7pm restrictions as shown on drawing No. HS/TRSS/BS/104084/GTHOR/2/CON-1A in appendix 1. ii) Cemetery Road proposed no waiting at any time restrictions as shown on drawing No. HS/TRSS/BS/104084/ROYDS/2/CON-1A in appendix 2.

2.4 A summary of the valid points from the objection letters and corresponding officer comments is tabulated below:

Concerns of parking at this site were brought to the attention of the Royds Ward Forum by the Club; Bradford Park Avenue FC.

The site was visited twice at home games one was the highest home gate of the season so access problems were seen at their worst.

The proposals would maintain access for road users and access to residential areas.

The club was offered a site visit to look what their concerns were, but didn’t take up the offer. As a result the proposals have been advertised as per the original consultation.

2.5 It is recommended that the proposals be implemented as advertised.

3.0 OTHER CONSIDERATIONS

3.1 Local ward members and the emergency services have been consulted. The comments received have been considered in the development of the proposals. 4.0 FINANCIAL AND RESOURCE APPRAISAL

4.1 A budget of £20,000 has been allocated from the Bradford South Area Committee Safer Roads programme for this project. The works could be implemented within that budget.

5.0 RISK MANAGEMENT AND GOVERNANCE ISSUES

5.1 A failure to implement the proposed restrictions will result in ongoing safety and/or access issues.

6.0 LEGAL APPRAISAL

6.1 The options contained in this report are within the Council’s powers as Highway Authority and Traffic Regulation Authority under the relevant legislation.

7.0 OTHER IMPLICATIONS

7.1 EQUALITY & DIVERSITY

Due regard has been given to Section 149 of the Equality Act when determining the proposals in this report.

7.2 SUSTAINABILITY IMPLICATIONS

None

7.3 GREENHOUSE GAS EMISSIONS IMPACTS

There is no impact on the Council's own and the wider District's carbon footprint and emissions from other greenhouse gasses arising from this report.

7.4 COMMUNITY SAFETY IMPLICATIONS

The proposed measures would improve road safety.

7.5 HUMAN RIGHTS ACT

There are no implications on the Human Rights Act

7.7 WARD IMPLICATIONS

All ward members have been consulted on the proposals.
