PREMACHANDRAN laid a statement regarding increase in pension under EPS-95. ______ THE UNION BUDGET - 2020-2021-Contd. SHRI PASHUPATI NATH SINGH: It is a visionary budget which will assist in providing solution to the economic conditions. Agriculture related schemes have been announced to double the income of the farmers by the year 2024 and several reform measures have been taken in making provision of sufficient funds for this purpose. Several provisions have been made for simplifying the tax system. Six slabs have been given in the proposed budget in which income upto five lakh rupees has been kept taxfree. This will benefit the middle class and the incometax payers. Sixty lakh new taxpayers have been added in the country with implementation of G.S.T. Inflation rate has been brought down from 9 percent to 4 percent. A target of 15 lakh crore agricultural loan for the farmers has been fixed. Agricultural market has been made liberal through budget which will provide opportunity for the farmers to sell their produce in an easy manner and at higher rates. Under the Pradhan Mantri Awas Bima Yojna, 6.11 crore farmers have been insured. Kisan Rail Sewa has been launched for providing proper transport system for the agricultural produce. A provision has been made in the budget for constructing godowns in the rural areas for keeping the produce of the farmers safe. The government is providing concession to the farmers for purchasing energy equipments. Fisheries development has been given special focus in view of 7 percent average annual rise in fish production. This will give rise to creation of new jobs and also increase foreing exchange reserves. We rank first in terms of milk production in the world and the government in this budget has fixed a target of doubling the milk production by the year 2024. Animal husbandry sector is increasing at a pace of 7.9 percent. The government has launched special schemes for containing the diseases among animals and providing assistance to the animal rearers for treatment of their animals. Our government is committed to the development of women. Rupees 28,600 crores have been provided for women related schemes and simultaneously Dhanya Lakshmi yojna has been formulated for increasing the participation of women. Rupees 35,600 crores have been allocated for girls, pregnant women and breastfeeding related nutrition programmes. This allocation will particularly benefit rural women. SHRI NIHAL CHAND CHOUHAN: The entire world including India is bearing the brunt of economic slowdown but in spite of that the Hon. Finance Minister has presented a strong and bold budget to the country. Our Government is making efforts to make a new India. This Budget focuses specially on rural development, sanitation, cleanliness of water, making the environment pollution free, all-round development of poor and backward classes and improving healthcare facilities. The Government has worked to link the people living in the rural areas of the country, poor people and backward and deprived sections to the mainstream of development. The targets of the next five years have been fixed through the said Budget and they will also be achieved in a planned manner. SHRIMATI ANUPRIYA PATEL: The budget contains the schemes of the government for farmers, youth, women, middle class, education, health, defence and railways. The aim of the government behind new income tax structure is to increase the spending habits among the people so as to benefit the economy. The new system can prove advantageous for the youth because it will give them financial freedom. A 16-point action plan has been mentioned for increasing the income of the farmers. The most important among these are the “kisan Rail” and Krishi Udaan” Yojnas under which the most perishable fruits and vegetables and other food products will be supplied in every nook and corner of the country through trains and aircrafts. For the purpose of converting the food producer into energy producer also, assistance will be provided to 20 lakh farmers in installing solar pumps under PM-KUSUM Yojna.The farmers will be able to supply the additional electricity getting generated through these pumps to the grid also and be able to earn money by generating solar power. There is a need to increase the MGNREGA budget so that the migration from the rural areas can be checked. The Finance Minister has tried to live up to the expectations of the youth. Economic survey has mentioned about providing four crore jobs in the next five years. The proposal of setting up a National Recruitment Agency is praiseworthy. Defence budget allocation is approximately 1.5 percent of the GDP. In view of the prevailing defence challenges at present, 2.5 percent of our GDP should be spent. One more significant announcement in the budget is the electrification of 25000 kilometre long rail lines. Electrification will reduce the fuel bill of the Indian railways by at least 3300 crore rupees. Promoting the production and use of non- renewable energy is also appreciable. The experiment of installing solar panels over the roof of railway stations and on the railway land will also prove excellent. SHRI RAJENDRA DHEDYA GAVIT: The Government is taking important steps for doubling the income of farmers. Hon'ble Minister of Finance has tried to include various schemes of agriculture and welfare in this Budget. The youth are not getting employment, many of the industrial institutions are on verge of collapse. Air India, BSNL, MTNL like various undertakings are going through rough patches. The Government has also tried to sale some of them. Indian Railway is starting Kisan Rail with Private Public Partnership (PPP). It would be further effective in making 'One India One Market' more capable. But the cost of agriculture is likely to increase due to lower fertilizer subsidy. There is a need to improve and rationalize MNREGA. There is a need to increase employment and migration from villages - Schemes like Pradhan Mantri Gram Sadak Yojna Pradhan Mantri Awas Yojna and Pradhan Mantri Kisan Schemes are being implemented which is a commendable step. Hon'ble Minister of Finance has announced to open hospitals alongwith Medical College in each district. All the poor, the labourers, dalits, the exploited and the deprived should be provided free medical treatment by including them in Ayushman Bharat Scheme. It was proposed to provide confirm tickets in trains by the year 2020 but it is still far- fetched dream. The number of general bogies should be increased in trains and basic facilities should be provided in them. The second good thing about this Rail Budget is to utilize the conventional energy sources by setting up solar energy stations at vacant land of Railways.
