NY':T-1 advised on December 16, 1959, 'that Dr. Rafael Guas Inclan, the former Vice President of Cuba under the Batista regime, had recently arrived in Miami, Florida, from Mexico. NY T~l advised that the December 8, 1959 issue of "Cub~ Libra," an ant:t-Castro paper publ:l.shed in Miami, ,carried an item welcoming Dr. Guas Inclan to .Miami. NY T-1 stated that Dr. 'Guas Inclan is very ill and he dou,bt s whether -. . . he _is involved in. any counter-revolution~ry plans.
