Planned Works 2020/2021 Financial Year Programme to be confirmed once 2020/2021 budget known. Should be clearer by April 2019 RAUC Meeting. Road Closures Kingsmill’s Road, Inverness closed to through traffic on Wednesday 23rd January 2019 to allow Scottish Water connection to local property. Croy Village closure – currently in place – sewer connection to housing scheme. Post Office Avenue, Inverness, closed to through traffic on Tuesday 12th February 2019 – work to Scottish Water manhole covers. B851 closure – Wester Leanach –Scottish and Southern Energy Pylon works 25th February to 8th March 2019. Tomatin Hub Project – 11th March to 7th May 2019 closure of Raigbeg Road leading to water treatment works. Closure of U1778 Canalside Road South, Fort Augustus at various intervals between 21st January and 5th April 2019. Closure is required in the interest of safety during crane lifting works – canal locks refurbishment programme. Events Snowman Rally – Saturday 9th February 2019. Closure of Inglis Street, Eastgate and High Street, Inverness for ceremonial start. Inverness Half Marathon – Sunday 10th March 2019. Temporary raod closure or traffic restrictions affecting Bught Avenue, Bught Road, Ness Walk Upper, Bishops Road, Ardross Terrace, Ness Walk, Ness Bridge, Castle Road, Ness Bank, Cavell Gardens, Island Bank Road, Dores Road and Torbreck Road. Lochaber & Badenoch and Strathspey No attendance and no works submitted. Ross & Cromarty Finished works programme for last year. New programme of works for next financial year being put in place. Caithness & Sutherland No surfacing to take place until next financial year. A lot of projects, such as repairs and patching pulled. Surfacing project was due to take place in March 2019, but pulled. 4.0 Street Lighting Inverness Nairn Road, Ardersier and Fettes Column and cable replacement this financial year. Bruce Avenue – works ongoing, but behind schedule. Ardconnel Street, Ardconnel Terrace, Crown Street and Denny Street – possible works in the future. Ross & Cromarty Replace Pedestrian Crossing, Tulloch Street, Dingwall week commencing 28th January 2019. A list of planned works is can be found in Appendix 1. Replacing various damaged columns, week commencing week commencing 28th January 2019 and week commencing 4th February 2019. Lochaber No known work. Caithness and Sutherland No known work. 5.0 Project Design Unit A list of PDU Schemes will be sent by Andrew Maciver so they can be attached to minutes at a later date. 6.0 Trunk Road Issues - Bear (Scotland) Ltd Will be back in touch with any proposed works. 7.0 Planned Works – Utilities: Openreach (British Telecom) Duncan MacLennan provided a copy of Openreach’s programme of works in Appendix 1. Duncan advised that if anyone had issues/concerns to contact him. Alistair Macleod asked about work at Drumossie Hotel on page 3 of Appendix 1. Duncan advised he will look into this and get back to Alistair. Alistair thought it might be something that could be looked up on Symology. Duncan advised to contact him if Alistair still had some questions. Alison Macleod asked if ditch had been reinstated by BT – Duncan will find out this information and get back to Alison. Scottish Water . Darren Pointer provided a list of works which can be found in Appendix 2. Great Glen Way, work started last Tuesday 10th January 2019, they have been advised works should be done by Easter. However they are currently 2 months behind. Ardersier works are ongoing. Darren, also advised that Brora is ongoing and he hopes to visit in the near future. Alison said that Yvonne Low had raised an issue concerning two defects in the B9006 between Gollanfield and Ardersier. Works to address a burst pipe had damaged the road. This had been failed on Symology (on approximately 40 occasions over a 3 year period), but no action had been taken. Alison also advised that they had arranged a meeting with Scottish Water’s Contractor (MA Ventures), but no one had turned up. Alison advised that they are finding it difficult in getting responses to queries/issues. Darren advised that they should be getting responses and if they are not, they should contact him directly. Alison said that she would do that in the future. Brian Fraser also advised he is having similar issues with A949 Castle Street, Dornoch. There was a burst at the side of road and water flow under the road resulting in washed out founds and Scottish Water won’t attend meetings. Alison suggested they might have to escalate through RAUC System to NOS RAUC meeting. Darren has reassured that he will make sure that this is escalated to Clare, Fiona, Kevin and Craig at Scottish water. Overall, it was agreed by both Alison and Darren it was frustrating if nobody is turning up to meetings and that if it is logged on Symology System that it should be sufficient for conversations to take place and to try and get issues resolved. Scottish and Southern Energy (SSE) Upcoming overlays in Inverness City Centre are imminent – does not know if they are on the register yet. Customer Driven Alistair also mentioned the SSE track reinstatement on Island Bank Road close to Hegarty Lodge / Riverside Court - there needs to be a discussion with the contractor . Fiona Geddes did not know if taking it up and then back down will make it turn out any better? It was agreed that a decision need to be reached about the track’s condition and Alistair advised that that he will speak to the Area Manager and Fiona will discuss it with SSE’s managers. Scotland Gas Networks (SGN) Have a few projects approved for 2019/20, however waiting for the project packs. Also, there should be a Symology through for Benula Road (LA2496991) this is due to start on 18th February 2019. This might be pushed back due the amount of emergency work they have this month. There is also a large project for the Mackay Road area, Inverness. When they receive the drawings they will know the full extent. Also, due to a poor conditioned main found in Nairn they will be replacing a section of main Lodgehill Road, again the extent is not yet known. There have also been numerous severe escapes on the gas main in Culduthel Road between Green Drive and Slackbuie. They advise in the interest of safety this main is also been targeted for replacement 2020/21. However, if they have resources it may be undertaken sooner. Also advised that the main in the Crown Road, Inverness that was not undertaken during the Crown Project is on for this year. Replacing from Eastgate to the mini roundabout at the top of the hill on Crown Drive. When projects are finalised Alex Torrance will sit down with the Highland Council. 8.0 Scottish Road Works Register (SRWR) Alison Macleod advised that there were no specific issues – just ongoing grumbles in some areas. 9.0 Public Transport Issue in Academy Street, Inverness. Bus shelters have been put up, but there are no notices being raised advising of this. HI-Trans are responsible for programming such works – it was felt that Symology should be checked for bus shelters. Suggested that an invitation to RAUC should be extended to HI-Trans. Alistair Macleod will e-mail HI-Trans Team to extend invitation to RAUC. 10.0 Health and Safety Issues Alistair Macleod raised issue of when road closures are applied/planned for and work is done by a third party. Alistair asked who responsibility/liability would lie with? The general consensus was that the responsibility should be with the main contractor. Traffic Management was also raised. It was advised that risk assessments should be done for traffic management and if risk assessments are not produced, they are not approved. A lot of problems stem from people being office based and not actually being on site – so even though the road is correct, it might be a different section other than specified. General consensus was that if information not correct it should be put back to the contractor. Alistair Macleod asked if it was worth considering changing the Highland Council Forms – currently forms advise 2 months’ notice for such requests as applying for road closures. If applying a week before work is due to take place it is likely the road closure will be refused as it is such short notice.
