McWilliams House, 323 West Oak Street 4 EL DORADO HISTORIC PRESERVATION PLAN SECTION ONE 1 INTRODUCTION STATE OF THE CITY REPORT 5 Introduction Since the 1973 listing of the Matthew Rainey House (John Newton House) in the National Register of Historic Places — El Dorado’s first historic property designation — the El Dorado historic preservation program continues to enjoy broad-based stakeholder support, not only amongst a dedicated group of preservationists but also with elected officials, civic leaders, property and business owners, institutions and local residents. Over the years, significant preservation achievements stand as testaments to that support: four neighborhoods and 20 individual properties listed in the National Register, a revitalized downtown made possible through El Dorado’s highly successful Main Street program, and the recently-established and thriving Murphy Arts District, transforming a once underutilized collection of historic downtown commercial buildings into a premier destination for performing arts in southern Arkansas. Today, the El Dorado community views historic preservation as essential to promoting local quality of life and livability, enhancing local design character, maintaining connections to El Dorado’s rich heritage and achieving long- term community sustainability in the face of constant economic change. In El Dorado, historic buildings provide windows into the community’s past. For instance, the Union County Courthouse, the El Dorado Municipal Building and the residential development found in the Mahony and the Murphy-Hill historic districts are representative resources of El Dorado’s 1920s oil industry boom period. Other El Dorado neighborhoods — even those constructed after World War II and distinguished by the ever-present Ranch home — retain significant character and integrity, contributing to the city’s established authenticity and sense of place. These places, built with quality design and durable materials, may well constitute El Dorado’s future historic districts. Above all, El Dorado’s historic resources tell the stories of the diverse peoples that settled and developed El Dorado, started its businesses, attended its churches, served as the city’s elected leaders, and participated in its cultural and civic life. As noted, many El Dorado historic buildings are contributing resources to National Register Historic Districts; others, such as the Griffin Auto Company Building and the Masonic Temple, for instance, are listed individually in the National Register. In addition to the National Register properties, Downtown El Dorado is the community’s only locally designated historic district, adopted by the El Dorado City Council in 2004. Other buildings and neighborhoods may also retain architectural and historical value and merit future evaluation and designation. El Dorado stakeholders believe the recognition and designation of El Dorado’s historic resources is key to the long-term stewardship of El Dorado’s heritage. Beyond El Dorado’s past preservation successes, there are ongoing challenges as well as new frontiers for preserving the past. While most El Dorado citizens value their historic landmarks and districts, with the exception of downtown, El Dorado’s neighborhood historic districts lack protection and are vulnerable to property alterations and demolitions, potentially diminishing their integrity and value as significant places over time. Other citizens may lack awareness of the significance of their properties or the sufficient means to maintain them. Initiatives that inform building owners on preservation’s benefits, with new public-private partnerships that support rehabilitation and revitalization activity in the downtown and neighborhoods, could comprise the basis for a more far-reaching and effective local historic preservation program. 6 EL DORADO HISTORIC PRESERVATION

    You Can Be Anything! As many of you know, each year I have a President and CEO patch designed to give to the girls I meet. My patches are based on stories from my sons. Each son, who are now grown men, decided what they felt was one of the most important life lessons I have taught them. They said if the lesson was good enough for them, they would also be good for the girls. My first patch, from my oldest son, Benjamin, who now has a daughter of his own, is “Make Wise Choices.” Spencer, my second son, remembers me always telling him “It is important to look in the mirror and like who he sees looking back,” so this message became my second patch. My third son, Brooks, suffered with a physical disability as a young boy. He learned it was best to “Be Kind” even if others were not kind to him. He was very clear that his patch would be the “Be Kind” patch. That brings me to my newest patch. Christian, my stepson, was excited to get his own patch. When I first met him, he was very shy. He was always encouraged to try and experience everything life had to offer to help him get over his shyness and find his passion. Due to this encouragement he is now pursuing his dream of being a rock star – because he can be anything! This program book provides countless opportunities for girls to make choices, like the girl they are becoming, be kind in their service to others and realize they can be anything.

Landmark Site: Borough of Manhattan Tax Map Block 1127, Lot 29. On September 11, 1984, the Landmarks Preservation Commission held a pub 1 i c hearing on the proposed designation as a Landmark of the San Remo Apartments and the proposed designation of the related Landmark Site (Item No. 13). The hearing had been duly advertised in accordance with the prov1s1ons of law. Eleven witnesses spoke in favor of designation, and one letter was received in support of designation. DESCRIPTION AND ANALYSIS Summary Soaring over Central Park, the profile of the San Remo is among the most important components of the magnificent skyline of Central Park West. The first of the twin-towered buildings which give Central Park West its distinctive silhouette, and one of the New York's last grand apartment houses built in the pre-Depression era, it was designed by Emery Roth, then at the pinnacle of his career as a specialist in apartment house architecture. A residential skyscraper in cl ass i cal garb, the San Remo epitomizes Roth's abi 1 i ty to combine the traditional with the modern, an urbane amalgam of luxury and convenience, decorum and drama. It lights up the limestone-coated steel staircase, which was the most challenging renovation feat. “I made it more sweeping than the original, to go with the drama of the apartment,” says Carol E. Levy. “They had to bring it in pieces and weld it here, and the railing was handmade in Brooklyn. We saw the whole staircase being made…. We have the staircase of our dreams. Levy designed the custom limestone moldings and corbels on all the archways—three in the upper hallway and two in the foyer—to accentuate the architectural design. The living room walls are custom-painted honey beige to look like limestone. Levy even designed the hardwood floors, which display a subtle herringbone pattern in oak, with mahogany and maple trim on the edges. She joined the living room with a sunroom to create a larger, more welcoming space with “a wall of seven windows out to the terrace, with extraordinary light.” OPPOSITE PAGE, TOP: The eat-in kitchen includes European-made stainless steel and glass cabinetry, including a large pantry with pull- out stainless steel drawers and a pop-up stainless steel step-stool.

Here artist John Koch presents a moment in his studio when both artist and model re- lax, the nude model to enjoy a cup of tea while the artist gazes at his partially completed work on the easel. The African American model dominates the foreground as Koch sets her dark velvety back against the white bed sheet and the vibrant red robe of the third person in the painting, a white woman who offers a cup of tea. As Koch draws the viewer deeper into the room, the curved lines of the model’s body are repeated in the Queen Anne chair, glass pitcher, teapot and doorway arch. Contrast these curving lines with the diagonal lines on the painting’s right side.
