Report Armenia Elections 2008 IDEA
International IDEA Office in Armenia Update on Presidential Elections in Armenia Date: 21.02.08 The views expressed in this document are those of independent researcher- analysts, and do not represent the official position of International IDEA. The information, analyses and conclusions are based on the articles of Armenian and international media (printed and broadcast), announcements of the political forces, consultations with various experts and analysts. On 19 February 2007, the Presidential Elections were held in Armenia. The polls were open from 8AM until 8PM. Turnout: According to the Central Electoral Commission (CEC) 1.642.057 voters, or 69.26% of the eligible voters participated in the elections. The highest turnout - 74.81% - was in the region of Gegharkunik. The lowest turnout was in the region of Shirak - 63.70%. Preliminary Results: According to the Election Code, the CEC should publish preliminary results no later than 24 hours after elections, i.e. 20.02.08 8PM. However, CEC summed up the results much earlier and published them on 20.02.08, at 12 PM. 1. Serge Sargssyan (Prime Minister): 52.8% 2. Levon Ter-Petrossyan (First President): 21.5% 3. Arthur Baghdasaryan (Country of Law, ex-parliamentary Chairman): 11.6% 4. Vahan Hovanessyan (ARF, Parliament Deputy-Chairman): 6.12% 5. Vazgen Manukyan (National Democratic Union): 1.28% 6. Parliamentary Assembly Assemblée parlementaire Doc. 11579 15 April 2008 The Functioning of Democratic Institutions in Armenia Report Committee on the Honouring of Obligations and Commitments by member states of the Council of Europe (Monitoring Committee) Co-rapporteurs: Mr Georges COLOMBIER, France, Group of the European People’s Party and Mr John PRESCOTT, United Kingdom, Socialist Group Summary While the outbreak of public resentment in Armenia, following the Presidential election of 19 February 2008 and culminating in the tragic events of 1 March 2008, may have been unexpected, the Monitoring Committee considers that the underlying causes of the crisis are deeply rooted in the failure of the key institutions of the state, including the parliament and courts, to perform their functions in full compliance with democratic standards and the principles of the rule of law and the protection of human rights. The Monitoring Committee condemns the arrest and continuing detention, without adequate judicial control, of scores of persons, including more than one hundred opposition supporters and three members of parliament, on what appear to be politically motivated charges. For Armenia to put an end to the current crisis and move forward with urgently needed reforms mentioned in the report, an open and constructive dialogue between all the political forces in Armenian society should be initiated. For such a dialogue to start, a number of pre-conditions should be met: - an independent, transparent and credible inquiry into the events of 1 March and the circumstances that led to them, including the alleged excessive use of force by the police, should be carried out immediately. -

Because of many factors, the South Caucasus is an important region for Iran, including its geographical proximity and historical ties. The region is located between Iran, Russia and Turkey and Iran is the only country that has official political relations with all these states, but this does not mean that relations between Iran and the above-mentioned countries are in a favorable position. Considering the capacities for using science diplomacy in relations between Iran and the South Caucasus States, understanding an assessment of Iran's performance in this field is essential. This paper mainly seeks to examine the opportunities and challenges of applying science diplomacy as a tool in Iran’s relations with South Caucasus countries and also tries to examine the roles of other foreign players in the field of science diplomacy in the region. The United States has fostered these states’ ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The United States has pursued close ties with Armenia to encourage its democratization and because of concerns by Armenian-Americans and others over its fate. Close ties with Georgia have evolved from U.S. contacts with its pro-Western leadership. The Bush Administration supports U.S. private investment in Azerbaijan’s energy sector as a means of increasing the diversity of world energy suppliers and to encourage building multiple energy pipelines to world markets. The United States has been active in diplomatic efforts to end conflicts in the region, several of which remain unresolved. The FREEDOM Support Act of 1992 (P.L. 102-511) authorizes assistance to the Eurasian states for humanitarian needs, democratization, creation of market economies, trade and investment, and other purposes. Section 907 of the act prohibits most U.S. government-to-government aid to Azerbaijan until its ceases blockades and other offensive use of force against Armenia. In the aftermath of the September 11, 2001, terrorist attacks on the United States, the Administration appealed for a national security waiver for Section 907, in consideration of Azerbaijan’s support to the international coalition to combat terrorism. -
