Is the International Role of the Dollar Changing? Linda S. Goldberg Recently the U.S. dollar’s preeminence as an international currency has been questioned. The emergence of the euro, changes www.newyorkfed.org/research/current_issues ✦ in the dollar’s value, and the fi nancial market crisis have, in the view of many commentators, posed a signifi cant challenge to the currency’s long-standing position in world markets. However, a study of the dollar across critical areas of international trade January 2010 ✦ and fi nance suggests that the dollar has retained its standing in key roles. While changes in the global status of the dollar are possible, factors such as inertia in currency use, the large size and relative stability of the U.S. economy, and the dollar pricing of oil and other commodities will help perpetuate the dollar’s role as the dominant medium for international transactions. THE STRATEGIC ASSET ALLOCATION FOR FOREIGN EXCHANGE RESERVES MANAGEMENT IN NATIONAL BANK OF RWANDA Dr. Satya K. Murty and Mr. Jotham Majyalibu School of Finance and Banking, Kigali - Rwanda 1. Background One of the complex businesses dedicated to the Central Banks is the management of foreign exchange reserves because of its requirements in terms of tight follow up of the global economy and financial markets trend and the challenges involved in its strategic asset allocation. “Formulating Strategic Asset Allocations (SAA) is of fundamental importance to investors, as numerous studies show that SAA is the primary determinant of performance in diversified portfolios”1 . Strategic asset allocation is well defined as the long-term allocation of capital to different asset classes such as bonds, equity, real estate and other investment opportunities with an aim of increasing the capital and making an appreciable and optimum return. The National Bank of Rwanda (BNR) herein referred as a case study, is the Central Bank of the Republic of Rwanda with the missions that include among others holding and managing the foreign exchange reserves2. To fulfill that, Central banks use to choose an appropriate strategic asset allocation of the foreign exchange reserves in agreement with the overall policy and corporate objectives. The chosen SAA impacts the overall performance and risk management over time. Quising December 2002 ecently, there has been growing concern about deflation in some Rcountries and the possibility of deflation at the global level. Aggregate demand, output, and employment could stagnate or decline, particularly where debt levels are already high. Standard economic policy stimuli could become less effective, while few policymakers have experience in preventing or halting deflation with alternative means. Causes and Consequences of Deflation Deflation refers to a fall in prices, leading to a negative change in the price index over a sustained period. The fall in prices can result from improvements in productivity, advances in technology, changes in the policy environment (e.g., deregulation), a drop in prices of major inputs (e.g., oil), excess capacity, or weak demand. -

MONEY MARKET FUND GLOSSARY 1-day SEC yield: The calculation is similar to the 7-day Yield, only covering a one day time frame. To calculate the 1-day yield, take the net interest income earned by the fund over the prior day and subtract the daily management fee, then divide that amount by the average size of the fund's investments over the prior day, and then multiply by 365. Many market participates can use the 30-day Yield to benchmark money market fund performance over monthly time periods. 7-Day Net Yield: Based on the average net income per share for the seven days ended on the date of calculation, Daily Dividend Factor and the offering price on that date. Also known as the, “SEC Yield.” The 7-day Yield is an industry standard performance benchmark, measuring the performance of money market mutual funds regulated under the SEC’s Rule 2a-7. The calculation is performed as follows: take the net interest income earned by the fund over the last 7 days and subtract 7 days of management fees, then divide that amount by the average size of the fund's investments over the same 7 days, and then multiply by 365/7. Many market participates can use the 7-day Yield to calculate an approximation of interest likely to be earned in a money market fund—take the 7-day Yield, multiply by the amount invested, divide by the number of days in the year, and then multiply by the number of days in question. For example, if an investor has $1,000,000 invested for 30 days at a 7-day Yield of 2%, then: (0.02 x $1,000,000 ) / 365 = $54.79 per day. -

14 Quarterly Bulletin 2014 Q1 Money creation in the modern economy By Michael McLeay, Amar Radia and Ryland Thomas of the Bank’s Monetary Analysis Directorate.(1) This article explains how the majority of money in the modern economy is created by commercial banks making loans. Money creation in practice differs from some popular misconceptions — banks do not act simply as intermediaries, lending out deposits that savers place with them, and nor do they ‘multiply up’ central bank money to create new loans and deposits. The amount of money created in the economy ultimately depends on the monetary policy of the central bank. In normal times, this is carried out by setting interest rates. The central bank can also affect the amount of money directly through purchasing assets or ‘quantitative easing’. Monetary policy in Iceland during the nineties Már Gu∂⁄ mundsson and Yngvi Örn Kristinsson* Introduction Iceland is a small open economy with a natural resource based export sector. It has a population of 270,000 people and a GDP of around 1 US$ 7.3 billion (1996) or around 40% of that of Luxembourg and 2 ⁄2 times that of Malta,1 both small countries but with somewhat bigger populations than Iceland.2 Living standards are relatively high. GDP per capita in 1996 was US$ 25,400 at current PPPs, which was the fifth seat among OECD 1 countries. Exports of goods and services amount to just over ⁄3 of GDP. 3 More than ⁄4 of merchandise exports are fish products and an additional 15% are the products of two metal smelters using Iceland’s ample energy sources. More than 90% of merchandise exports and 65% of total exports are natural resource based, if agricultural products are included. External shocks and economic fluctuations have been bigger than in most OECD countries, with a relatively large asymmetric component. Inflation was, until recent years, much higher than in other OECD countries but unem- ployment lower. Exchange rate policy did play an important role in adjusting the economy to external shocks, with relatively good success on the real side of the economy but at the cost of high and variable inflation. A stability oriented policy has been pursued in recent years, with the important result that inflation has been below or at the level of that among trading partners since 1994. Federal Reserve Bank of Richmond Richmond, Virginia 1998 Chapter 2 FEDERAL FUNDS Marvin Goodfriend and William Whelpley Federal funds are the heart of the money market in the sense that they are the core of the overnight market for credit in the United States. Moreover, current and expected interest rates on federal funds are the basic rates to which all other money market rates are anchored. Understanding the federal funds market requires, above all, recognizing that its general character has been shaped by Federal Reserve policy. From the beginning, Federal Reserve regulatory rulings have encouraged the market's growth. Equally important, the federal funds rate has been a key monetary policy instrument. This chapter explains federal funds as a credit instrument, the funds rate as an instrument of monetary policy, and the funds market itself as an instrument of regulatory policy. CHARACTERISTICS OF FEDERAL FUNDS Three features taken together distinguish federal funds from other money market instruments. First, they are short-term borrowings of immediately available money—funds which can be transferred between depository institutions within a single business day. In 1991, nearly three-quarters of federal funds were overnight borrowings. The remainder were longer maturity borrowings known as term federal funds. Second, federal funds can be borrowed by only those depository institutions that are required by the Monetary Control Act of 1980 to hold reserves with Federal Reserve Banks.
