Further information about the International Transport Forum is available at www.internationaltransportforum.org FOREWORD – 5 FOREWORD This report Moving Freight with Better Trucks: Improving Safety, Productivity and Sustainability is the result of a three-year co-operative effort by an international group of experts representing 15 countries as well as the European Commission, under the aegis of the Joint Transport Research Centre of the Organisation for Economic Co-operation and Development (OECD) and the International Transport Forum. The purpose of this report is to identify potential improvements in terms of more effective safety and environmental regulation for trucks, backed by better systems of enforcement, and to identify opportunities for greater efficiency and higher productivity. The report is based on review of literature, consultation among stakeholders, research and analysis from working group members. It also presents the results of a comprehensive benchmarking study of 39 truck configuration – from typical workhorse vehicles to very high capacity vehicles -- in operation in OECD/ITF countries; to assess their performance in terms of dynamic stability, productivity and impact on the infrastructure. This report presents state of the art research findings, literature survey and benchmarking studies. Key messages are not designed to represent a political consensus on the issues examined and do not necessarily reflect the policy of any individual Government in the Membership of the ITF or OECD. MOVING FREIGHT WITH BETTER TRUCKS © OECD/ITF 2011 ABSTRACT – 7 ABSTRACT ITRD1 NUMBER: E157054 The purpose of this report is to provide insights into the development of the heavy road freight transport system to facilitate development of policies to improve its productivity and its social and environmental sustainability. It presents a comprehensive review of current trucks performance. The report first documents the recent trends in road freight transport in OECD and ITF countries and the logistics challenges in the road transport market, highlighting the need for a more efficient transport system. It reviews the regulations in place in OECD/ITF countries concerning weights and dimensions, technical standards, environmental standards, truck operations and transport operators. The report then presents the summary results of the performance benchmarking of 39 truck configurations across 10 countries, focusing on the safety and productivity impacts of changes in the configuration of heavy vehicles including weights and dimensions and articulation. It reviews the environmental challenges − in terms of local air pollutants and greenhouse gases – the safety challenges and the infrastructure challenges – for roads and bridges –of road freight transport, including technologies to mitigate their impacts. In this context, the report reviews the current use of higher capacity vehicles. The last part of the report focuses on options for an improved regulatory framework, including opportunities offered by performance based standards improved regulations, and the approached used to achieve compliance as well as the role of enforcement.     View metadata, citation and similar papers at core.ac.uk brought to you by CORE provided by Diposit Digital de la Universitat de Barcelona The stagflation crisis and the European automotive industry, 1973-85 Jordi Catalan (Universitat de Barcelona) The dissemination of Fordist techniques in Western Europe during the golden age of capitalism led to terrific rates of auto production growth and massive motorization. However, since the late 1960s this process showed signs of exhaustion because demand from the lowest segments began to stagnate. Moreover, during the seventies, the intensification of labour conflicts, the multiplication of oil prices and the strengthened competitiveness of Japanese rivals in the world market significantly squeezed profits of European car assemblers. Key companies from the main producer countries, such as British Leyland, FIAT, Renault and SEAT, recorded huge losses and were forced to restructure. The degree of success in coping with the stagflation crisis depended on two groups of factors. On the one hand, successful survival depended on strategies followed by the firms to promote economies of scale and scope, process and product innovation, related diversification, internationalization and, sometimes, changes of ownership. On the other hand, firms benefited from long-term path-dependent growth in their countries of origin’s industrial systems. Indeed, two of the main winners of the period, Toyota and Volkswagen, can rightly be seen as outstanding examples of Confucian and Rhine capitalism. Both types of coordinated capitalism contributed to the success of their main car assemblers during the stagflation slump. However, since then, global convergence with Anglo-Saxon capitalism may have eroded some of the institutional bases of their strength.

    Iveco History Founded in 1899 in Turin, Italy, by a group of engineers and investors including Giovanni Agnelli, the first vehicle built by Fiat (Fabbrica Italiana di Automobili Torino) was a car. The firm soon branched out, though, into trucks and buses. In 1903, Fiat produced its first commercial vehicle, and in 1929 a specialist industrial vehicle division, Fiat Veicoli Industriali, was created. In 1933, Fiat acquired OM, a truck, car and farm machinery maker. The company continued developing its passenger and goods vehicle businesses, and in 1966 made a further purchase, that of UNIC, a French manufacturer of trucks. Three years later the automobile, truck, bus and defence vehicle maker Lancia was acquired by Fiat. In 1974, Fiat became the majority shareholder of Magirus Deutz, a German bus, truck and fire equipment manufacturer. The following year marked the birth of Iveco, when Fiat Veicoli Industriali brought together its own and acquired brands under a single entity, taking its name from the initials of the International Vehicles Corporation it created. In 1978, the Iveco Daily, the first light goods vehicle to be produced under the Iveco name, was launched, while two years later the company unveiled the first turbo diesel engine for heavy goods vehicles. In 1986, Iveco acquired the Italian company Astra di Piacenza, a specialist in trucks for heavy quarrying and mining operations. In the same year, it entered into a joint venture with Ford’s truck operations, creating Iveco Ford Truck, a business of which it ultimately took full control, whereupon the Ford name was removed. Trucks sold under the partnership included the TurboDaily tractor unit and the light-duty Cargo, which under full Iveco ownership was later developed into the EuroCargo.

The development and testing process was long, incloved, and troubled, and deliveries did not begin until 2005. The Bushmaster is based on a design originally conceived by the Irish company of Timoney; considerable portions of the Bushmaster are therefore manufactured under a licensing agreement with Timoney, though production is undertaken wholly in Australia.
