CHAPTER 1
EXECUTIVE SUMMARY
1.1 Project and public purpose
The proposed project aims to the construction of Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal.
Vadakara-Mahe canal is the 1st phase of bridging of the gap of the West coast canal from Vadakara to Valapattanm. At present Kollam- Kottappuram portion of the West coast canal has declared as National Waterway No. NW3. With the development of Vadakara- Mahe canal the West coast canal from Kottappuram to Vadakara will be extend to Mahe in the north. The Vadakara- Mahe canal links Moorat (Kuttiadi) river in the south to Mahe river in the north. Both these rivers are West flowing and navigate from the foot of Western Ghats in the east of Arabian sea. These two Rivers can be developed as feeder routes to the canal from the hinterlands. The hinterlands are highly fertile and agricultural belt the crops being Paddy, Coconut, Cashew, Pepper, Rubber, Coffee, Tea, etc. The coastal belt is active fishing centers with fish landing centers on the mouth of two Rivers thus the canal and feeder route can serve the cargo movement comprising of the above agricultural products, fertilizers, agro- based industrial raw material of Thalassery, Mananthavady, Vadakara, Kalpetta and Quilandi Taluk of three districts viz. Kannur, kozhikkod, and Wayanad. The fishing industry also will be benefited for the transport of the fish to the hinterlands and fishing boats can use these inland navigation routes for their safe travel between different landing centers during the monsoon when sea is rough.
1.2 Location
The location for the construction of Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the

operational efficiency of Vadakara- Mahi canal is situated in Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district.
1.3. Size and attributes of land acquisition
An extent of 680 cents of land from 54 survey numbers from Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district is required to be acquired for the proposed project.
The land identified for the implementation of the proposed project belongs to 40 families. The owners of the land rely on their properties for agriculture related activities, and they are getting their income from those activities.
1.4 Alternatives considered
The As a part of bridging the existing gap of the West coast canal between Vadakara and Valapattanam, studies were undertaken in 1957 and the Government of India had included this item in the master plan prepared in 1959 administrative sanction for the Vadakara -Mahe portion was issued by the Government of India vide order No.3/IWT/60/56 Dt 12/0165 for 68 lacks. The entire land acquisition for the 17.61 km portion was completed in 1965 itself and excavation was started in different structures. The technical specification prescribed for the canal was 32M bed width and 2.2m draft. The Vadakara- Mahe canal stretching from Moorad (Kuttiadi) river in the south, up to Mahe river in the north is 17.61 Km in length. The alignment of the canal was finalised after detailed investigation in 1959 to 1961.
1.5 Social impacts
The land identified for the implementation of the proposed project belongs to 40 families. The majority of the families who are affected by the proposed land acquisition are relying on the particular area for their livelihood. Agriculture including coconut and banana plantations are present in the project area and the families are getting income from these sources. So, there will be a significant impact on the livelihood of the families who will be affected by the proposed land acquisition.

1.6 Mitigation measures
An extent of 680 cents of land from 54 survey numbers from Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district is required to be acquired for the proposed project. The land identified for the project of constructing Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal belongs to 40 families. Some of these families are finding their income through agricultural activities performed in the area considered for the proposed acquisition. So, the acquisition of land for the proposed project will affect the owners of the land and their dependents in terms of reducing their income and resources. However, by considering the following measures the authorities can mitigate and compensate the possible negative impacts of the land acquisition.
Compensation for the land owners as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013. Resettlement and Rehabilitation procedure as per the Policy issued by Revenue(B) Department, Government of Kerala vide G.O.(Ms)No.448/2017/RD dated 29/12/2017 for the rehabilitation and resettlement package for land acquisition in the state in lieu of RFCTLAR&R Act 2013. The majority of the directly affected families are relying on the project area for their livelihood as their main occupation is agriculture. So, the loss of these assets will cause a significant impact on their livelihood. However, through adequate compensation, these issues can be solved.

CHAPTER 2
DETAILED PROJECT DESCRIPTION
2.1 Background of the Project including Developer’s Background and Governance/Management structure
The proposed Vadakara- Mahe canal forms the part of West coast canal towards north from Kottappuram (Thrissur) to Kasaragod extending to 361kms. The portion of the West coast canal towards south from Kottappuram (Thrissur) and Kollam for length 168 km has been already declared as National Waterway NW-3
The stretch of waterway from Kottappuram (Thrissur) to Kasaragod is continuous except for the portion between Vadakara and Valapattanam a series of natural waterways along with some artificial links forms this waterway. The artificial link between Kottappuram to Vadakara known as Canoly canal was mainly constructed during the British rule of Malabar area. The only artificial link existing to the north of Vadakara is Sulthan canal constructed in 1762 by Arakkal Dynasty of North Malabar.
As a part of bridging the existing gap of the West coast canal between Vadakara and Valapattanam, studies were undertaken in 1957 and the Government of India had included this item in the master plan prepared in 1959 administrative sanction for the Vadakara -Mahe portion was issued by the Government of India vide order No.3/IWT/60/56 Dt 12/0165 for 68 lacks. The entire land acquisition for the 17.61 km portion was completed in 1965 itself and excavation was started in different structures. The IWT movement projection of the route have been dealt in the feasibility study by NATPAC
The alignment of the canal was finalized in 1960 itself based on detailed field studies. The land required for formation of the canal for the entire 17.61km was also acquired.
2.2 Rationale for Project, including how the project fits the public purpose criteria listed in the Act.
The proposed project aims at the construction of Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal. 680 cents of land from Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district are required to be acquired for the implementation of the proposed project.
As per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 Section 2(vi), the project can be considered as a public purpose.

2.3 Details of Project size, location, capacity outputs, production targets, costs and risks
The affected area belongs to Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district. According to the Government order (P) No. 93/2019/RD dated 21/12/2019, 640 cents of land from 54 survey numbers are required to be acquired for the proposed project.
The area is mainly used for agricultural purposes, where coconut trees are the main cultivation. In addition to that, banana cultivation is also observed in the project area. Other trees including mango trees are also included in the proposed site.

2.4 Examination of alternatives

2.7 Need for Ancillary Infrastructural Facilities
The proposed project aims at the construction of Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal. The implementation of the proposed projected will be integrated with the existing infrastructure facilities in the district.
2.8 Workforce Requirements (temporary and permanent)
Both temporary and permanent workforce will be employed with modern machineries and equipment at appropriate stages of the project implementation.

2.10 Applicable legislations and policies
The land acquisition for the proposed project is governed by the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013.

CHAPTER 3
TEAM COMPOSITION, APPROACH, METHODOLOGY AND SCHEDULE OF THE SOCIAL IMPACT ASSESSMENT
Background As part of the decision to construct Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal, Government of Kerala (GoK) had accorded administrative sanction vide G.O.(Rt) No. 3079/2019/RD dated 29/10/2019 to acquire
a total area of 680 cents of land spread over Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district. The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act 2013, enacted by the Government of India, has mandated the conduct of Social Impact Assessment study prior to the land acquisition. Government of Kerala had accorded G.O.(P) No. 93/2019/RD dated 21/12/2019 to Centre for Management Development, Thiruvananthapuram to conduct SIA in this regard and to prepare a Social Impact Management Plan for the same.
3.1 List of all Team Members with Qualifications
The details of the team members involved in the SIA are given in Annexure III.
3.2 Description and Rationale for the Methodology and Tools Used to collect Information for the Social Impact Assessment
An inclusive and participatory approach through involvement of multiple stakeholders such as elected representatives and project affected people including vulnerable sections such as Scheduled Castes, Scheduled Tribes, women, and those among below poverty line, at appropriate stages of the project.

3.3 Sampling Methodology Used
Qualitative information was gathered along with the field survey through public consultation/Focus Group Discussions (FGDs) with all relevant stakeholders. The public consultation encompassed the project components as well as its socio- economic impacts. The SIA team had preliminary discussions with the key officials of the district administration and gathered information regarding the status of the government procedures, the project area and intensity of the acquisition. The team also made a preliminary site visit with the officials for physical inspection and information dissemination purposes. The existing conditions of land, status of infrastructure/structures, land use pattern and the facilities available to people residing in the project area were analysed.
The quantitative information regarding the families affected by the project was collected through household surveys, in the form of structured questionnaires. The survey was conducted in all the households of the persons affected by the project. The results of the survey provided information pertaining to the demography, socio- economic status and livelihood status of the target community, and formed the basis for development of Social Impact Management Plan.
3.4 Overview of Information/Data Sources Used
The primary data was collected directly from the representatives all affected families through face to face interview. Structured questionnaires were used for collecting the details of the affected people. The results of the survey provided information pertaining to the demography, socio-economic status and livelihood status of the target community
The secondary data was collected from the Requiring Body and the Revenue department. The SIA team had preliminary discussions with the key officials of the district administration and gathered information regarding the status of the government procedures, the project area and intensity of the acquisition.

3.6 Public Hearing
In accordance with the Section 5 of Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, a Public Hearing was conducted on 20.02.2020 at Community Hall, Orkattery to collect the views and opinions of the people affected by the project. Prior intimation was given to all the stakeholders regarding the date and venue of the public hearing through advertisements in leading newspapers, individual letters and/or over telephone. Details of the public hearing are mentioned in annexure IX.

LAND ASSESSMENT
4.1 Description of Land with the help of Maps, Information from Land Inventories and Primary Sources
In order to construct Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal, a total area of 680 cents of land spread over Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district is to be acquired.
4.2 Entire area of impact under the influence of the project
An extent of 680 cents of land from 54 survey numbers from Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district is required to be acquired for the proposed project. Table 4.1 comprising the list of projects and details of land to be acquired is given below.

4.3 Total Land Requirement for the Project
For the implementation of the proposed project, 680 cents of land from Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district is required to be acquired.
4.4 Present Use of any Public, Utilized land in the Vicinity of the Project Area
No public properties are tent to be affected by the implementation of the proposed project.

The alignment of the canal was finalized in 1960 itself based on detailed field studies. The land required for formation of the canal for the entire 17.61km was also acquired. However, the present acquisition of 680 cents is for the construction of Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal.
4.6 Quantity and Location of Land Proposed to be Acquired for the Project
233 cents from Eramala and Edacheri villages are require for the construction of karingalimukkil lock cum bridge. Construction of Vengoliyil bridge across Vatakara- Mahi canal requires 120 cents of land from Eramal, Edachery and Purameri villages. For the construction of Thayyil bridge across Vatakara- Mahe canal, 212 cents of land from Eramala and Edacheri villages is required to be acquired. In addition to that, 20 cents from Kottappally village is needed for the construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahe canal.
4.7 Nature, Present use and classification of Land and if Agricultural Land, Irrigation Coverage and Cropping Patterns
Majority of the families who are affected by the proposed land acquisition are relying on the particular area for their livelihood. Agriculture including coconut and banana plantations are present in the project area and the families are getting income from these sources. In addition to that, other kinds of trees are also included in the project area.

During the implementation stage of the project, the families and shops close to the project area are prone to be affected with different types of pollutions. The business of the nearby shops may get affected by the traffic congestions that may occur due to the temporary road blocks during the construction stages of the project.

Agriculture including coconut and banana plantations are present in the project area and the families are getting income from these sources. So, there will be a significant impact on these productive assets by the proposed land acquisition.

CHAPTER 6
SOCIO-ECONOMIC AND CULTURAL PROFILE
Introduction
An extent of 680 cents of land from 54 survey numbers from Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district is required for the implementation the proposed project. The land identified for the project of constructing Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal belongs to 40 families. Acquisition of this land for the implementation of the proposed project will affect them in terms of loss of land and deduction in their source of income. This chapter discusses about the socio-economic and cultural aspects of the families affected by the proposed land acquisition.
6.1 Demographic Details of the Population in the Project Area
A total of 40 families are directly affected by the proposed land acquisition. This chapter discusses the demographic details of the owners of the properties and their dependents.

Table 6.1.1 reveals the age distribution of the affected individuals by the land acquisition for the proposed project. Among them, 5 individuals are children below 18 years, 7 were between the age of 19-40, 22 people come under the age group 41- 45, and 32 individuals fall under the category of 46-59. Most of all, a notable 38 individuals are in old age, that is aged 60 and above.

SOCIAL IMPACT MANAGEMENT
7.1 Approach to Mitigation
The CMD team made use of a combination of two research approaches i.e., quantitative and qualitative, for the identification of various social impact and the mitigation measures. Adoption of a combination of both qualitative and quantitative methodology was indented to obtain a more comprehensive data and more holistic result without excluding any important area of assessment.
7.2 Measures to avoid, mitigate and compensate impact
An extent of 680 cents of land from 54 survey numbers from Eramala, Edacheri, Purameri and Kottappally villages in Vatakara taluk of Kozhikkod district is required to be acquired for the proposed project. The land identified for the project of constructing Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal belongs to 40 families. Some of these families are finding their income through agricultural activities performed in the area considered for the proposed acquisition. So, the acquisition of land for the proposed project will affect the owners of the land and their dependents in terms of reducing their income and resources. However, by considering the following measures the authorities can mitigate and compensate the possible negative impacts of the land acquisition.
Compensation for the land owners as per the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act 2013. Resettlement and Rehabilitation procedure as per the Policy issued by Revenue(B) Department, Government of Kerala vide G.O.(Ms)No.448/2017/RD dated 29/12/2017 for the rehabilitation and resettlement package for land acquisition in the state in lieu of RFCTLAR&R Act 2013.

The majority of the directly affected families are relying on the project area for their livelihood as their main occupation is agriculture. So, the loss of these assets will cause a significant impact on their livelihood. However, through adequate compensation, these issues can be solved. 7.3 Measures that are included in terms of Rehabilitation and Resettlement and Compensation as outlined in the Act
The Rehabilitation and Resettlement package as per the Policy issued by Revenue(B) Department, Government of Kerala vide G.O.(Ms)No.448/2017/RD dated 29/12/2017 for the rehabilitation and resettlement package for land acquisition in the state in lieu of RFCTLAR&R Act 2013 shall be provided to the affected people.
7.4 Measures that the Requiring Body has stated it will introduce in the project proposal
The requiring body has stated that sufficient fund has been reserved as compensation.
7.5 Alterations to project design and additional measures that may be required to address the extend and intensity of impacts across various groups as identified during SIA
The proposed project aims at the construction of Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal. The design of these projects is prepared by considering the measures that will reduce the adverse effects of land acquisition to the owners.
7.6 Detailed Mitigation Plan including detailed activities to be carried out for each mitigation strategy, timelines for each mitigation strategy
To mitigate the social impact of the proposed land acquisition, R&R package should be provided to the families as per the Policies issued by Revenue(B) Department, Government of Kerala vide G.O.(MS)No.485/2015/RD dated 23/09/2015 and G.O.(Ms)No.448/2017/RD dated 29/12/2017 for the rehabilitation and resettlement package for land acquisition in the state in lieu of RFCT in LAR&R Act 2013.

SOCIAL IMPACT MANAGEMENT PLAN INSTITUTIONAL FRAMEWORK
8.1 Description of institutional structures and key person responsible for each mitigation measures
The Government of Kerala vide G. O. (P) No. 649/2015/RD dated 04/12/2015 had appointed Special Tehsildar, LA General, Koyilandi, Kozhikode to perform one or more functions of the collector under in the Right to Fair Compensation and Transparency in Land Acquisition, Resettlement and Rehabilitation Act (RFCTLARR), 2013 within their area of jurisdiction.
Also vide G. O. (P) M. No. 590/2015/RD dated 11 November 2015, Government of Kerala, in line with the sub-section (1) of section 43 of the Right to Fair Compensation and Transparency in Land Acquisition, Resettlement and Rehabilitation Act (RFCTLARR) 2013 and sub-rule (1) of rule 21 of Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Kerala) Rules, 2015, the Deputy Collector (Land Acquisition) in each district has been appointed as the Administrator for Rehabilitation and Resettlement, for performing the functions under the said act and Rules in respect of involuntary displacement of persons due to requisition of land. The Administrator shall be responsible for the formulation, execution and monitoring of the Rehabilitation and Resettlement scheme in respect of land acquisition.
Vide G. O. (P) M. No. 589/2015/RD dated 11 November 2015, in exercise of the powers conferred by sub-section (1) of section 44 of the Right to Fair Compensation and Transparency in Land Acquisition, Resettlement and Rehabilitation Act (RFCTLARR), 2013, the commissioner for Rehabilitation and Resettlement supervising the formulation of Rehabilitation and Resettlement scheme or plans, proper implementation of the same and post implementation of social audit.

SOCIAL IMPACT MANAGEMENT PLAN MONITORING AND EVALUATION
9.1 Key monitoring and evaluative indicators
Monitoring is a long-term process, which should begin from the starting of the project and should continue throughout the life of the project. Its purpose is to establish benchmarks so that the nature and magnitude of anticipated social impacts can be continually assessed. Monitoring involves the continuous or periodic review to determine the effectiveness of recommended mitigation measures. The types of parameters that can be monitored may include mitigation measures or design features, or actual impacts. All the mitigation measures stated in Chapter 7 should be considered as the indicators for evaluation.
9.2 Reporting mechanisms and monitoring roles
Rehabilitation and Resettlement procedures as stated in the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement act, 2013 will be applicable.

CHAPTER 10
ANALYSIS OF COSTS AND BENEFITS AND RECOMMENDATION ON ACQUISITION
10.1 Final conclusions on: Assessment of public purpose, less displacing alternatives, minimum requirements of land, the nature and intensity of social impacts, and viable mitigation measures and the extent to which mitigation measures will address costs
Vadakara-Mahe canal is the 1st phase of bridging of the gap of the West coast canal from Vadakara to Valapattanm. At present Kollam- Kottappuram portion of the West coast canal has declared as National Waterway No. NW3. With the development of Vadakara- Mahe canal the West coast canal from Kottappuram to Vadakara will be extend to Mahe in the north. The Vadakara- Mahe canal links Moorat (Kuttiadi) river in the south to Mahe river in the north. Both these rivers are West flowing and navigate from the foot of Western Ghats in the east of Arabian sea. These two Rivers can be developed as feeder routes to the canal from the hinterlands. The hinterlands are highly fertile and agricultural belt the crops being Paddy, Coconut, Cashew, Pepper, Rubber, Coffee, Tea, etc. The coastal belt is active fishing centers with fish landing centers on the mouth of two Rivers thus the canal and feeder route can serve the cargo movement comprising of the above agricultural products, fertilizers, agro- based industrial raw material of Thalassery, Mananthavady, Vadakara, Kalpetta and Quilandi Taluk of three districts viz. Kannur, kozhikkod, and Wayanad. The fishing industry also will be benefited for the transport of the fish to the hinterlands and fishing boats can use these inland navigation routes for their safe travel between different landing centers during the monsoon when sea is rough.

So, there will be a significant impact on the livelihood of the families who will be affected by the proposed land acquisition.
The alignment of the proposed project was designed with an effort to reduce the number of people who will be affected with the land acquisition.
However, through the proper measures as per RFCTLAR&R Act 2013 the negative impacts of land acquisition should be mitigated.
10.2 The above analysis will use the equity principle as a framework of analysis for presenting a final recommendation on whether the acquisition should go through or not.
Comparing/weighing the positive against the negative impacts, it can be observed that the implementation of the project will result in improving the overall development of the district. The owners of the land are supporting the project and they stated that they have no issues in hand overring the land if they get proper compensation and rehabilitation.
Thus, it can be concluded that the former outweighs the latter reaffirming the identified site as the most suitable and apt one for the project of construction of Karingalimukkil lock cum bridge, Vengoliyil bridge across Vatakara- Mahi canal, Kaliyamvalliyil bridge across Vatakara- Mahi canal, Thayyil bridge across Vatakara- Mahi canal and construction of Kottappalliyil bridge and approach road bridge across Vatakara- Mahi canal in order to improve the operational efficiency of Vadakara- Mahi canal. The families that are affected would require adequate and fair compensation and proper rehabilitation. The area which is considered for acquisition is mainly used for agricultural purposes. So, the authorities should make proper action plan to the reduce the impact on people who solely relied on the project area for agricultural activities. It is observed that many of the negative impacts highlighted can be minimized or reduced with effective and relevant mitigation measures and strategies mentioned.
