    HISTORICAL SETTLEMENT CHAPTER 3 The period of historical settlement in the Highland Creek watershed began in about 1650 when aboriginal populations first made contact with European explorers and settlers. A major landmark on the north shore of Lake Ontario, the Scarborough Highlands lent their name to the creek immediately below them from the beginning. Its Mississauga name of “Yat.qui.I.be.no.nick”, recorded in 1796, and all subsequent names reflect its geographical position as the first creek below the high land. Travellers going westward on the lake would often camp at the mouth of the Highland Creek rather than attempt a passage along the base of the Bluffs in darkness or bad weather. The following sections provide an overview of the historical period including contact between aboriginal and Euro-Canadian peoples, key characteristics of the successive periods of settlement, the impact of this settlement on the environment, and a summary of heritage resources found in the watershed. 3.1 CONTACT 1650 TO 1800 Following the decimation and ultimate dispersal of the Petun and Huron by the Iroquois in 1650, southern Ontario was uninhabited for a few years before the Iroquois moved into the area to establish a number of large villages along the north shore of Lake Ontario for the exploitation of the local fur resources. One such village was Ganatsekiagon, located on the Rouge River. No villages of this size and importance have been found in the Highland Creek watershed, but evidence shows that the resources of Highland Creek were used by the native peoples of these villages.

What is the Library Access - Fine Forgiveness program? Library Access - Fine Forgiveness is a program to reinstate full library services and borrowing for children and youth at library branches in poverty areas by forgiving outstanding fines starting second quarter 2015, making summer reading programs, collections and after school programs fully accessible to the target audience. Children and youth registered at the 31 library branches and bookmobile stops delivering services to the Toronto Strong Neighbourhood Stratey (TSNS) 2020 neighbourhood improvement areas, whose library privileges are suspended, will be contacted and offered a forgiveness coupon so that full privileges are restored upon presentation of the coupon at the TSNS branch (Attachments 1 and 2). The program will be implemented in two phases. First, in spring 2015 the library will reach out to these children and teens to reinstate their privileges and invite them to join the summer reading club and participate in summer programs at their local branch. Second, in the fall as the school year gets underway, the Library will reach out again to children and teens registered at the TSNS branches with suspended cards, to reinstate their privileges and invite them back to the library. After school programs, reading support programs, collections, computer access and study spaces will be promoted. This campaign can be readily implemented and the outcomes will be tracked by branch.

    SAFETY AUDIT REPORT CARD SUMMARY AUDIT DATE: October 10, 2013 AUDIT GROUP: Community members living in Dorset Park AUDIT AREA: Dorset Park, Kennedy Rd. and Ellesmere Rd. Ward 40 – Scarborough - Agincourt Neighbourhood 119 – Wexford/Maryvale EXECUTIVE SUMMARY METRAC’s Safety Audit looks at how social and physical environments can make an area safe or unsafe. METRAC defines safety as ‘freedom from the threat, fear, and experience of all forms of violence, oppression, and discrimination.’ The Community Safety Audit was organized by the Dorset Park Community Hub, Tenants Involved Educated and Ready to Respond (TIERR) program. Two audits were conducted on October 10, 2013 at 1:30pm in the afternoon. One audit was carried out on Kennedy Rd. north of Ellesmere Rd. and the other audit was conducted in the area south-west of Kennedy Rd and Ellesmere Rd. The audit aimed to particularly address some of the traffic concerns raised by residents in the neighbourhood. Thirteen individuals participated in the two audits. Ward 40 has a higher population of people whose ages are: less than 5 (5.7%), 5-9 (5.1%), 15-19 (5.9%), 45-49 (8.2%), 65-69 (4.3%), 70-74 (4.1%), 75-79 (3.8%), 80-84 (3.1%), and 85+ (2.8%) compared to the City’s averages of 5.4%, 4.9%, 5.7%, 7.9%, 3.9%, 3.3%, 2.8%, 2.3%, and 2.1%, respectively.1 The Ward has a higher population of visible minorities (69.3%) compared with the City at 46.9%.2 The Ward has a higher population of people living in apartment buildings of 5 or more storeys (48.7%) compared to the City at 41%.3 The top safety priorities identified by participants were as follows: Street lighting on Delbert Dr.

    HEALTH SURVEILLANCE INDICATORS: DIABETES Public Health Relevance Diabetes is a disease characterized by high blood sugar, either because the body does not produce enough insulin or because the cells do not respond to the insulin that is produced. Insulin allows sugar to be moved out of the blood and into storage in the muscles, liver, and fat. Diabetes can lead to serious complications such as blindness, kidney failure, stroke and heart disease. It can also cause premature death. Among adults aged 20 years and older, mortality rates of individuals with diabetes are twice as high as those for individuals without diabetes. There are two types of diabetes. Type 2 diabetes, previously known as adult-onset diabetes, has many modifiable risk factors, including carrying excess fat, particularly around the waist, and physical inactivity. Diets high in sugar and fat or low in vegetables and fruit also increase the risk of Type 2 diabetes. Type 1 diabetes, also known as juvenile diabetes or insulin dependent diabetes, is generally developed in childhood and is not caused by the same risk factors as Type 2. The data reported here include Type 1 and Type 2 diabetes. The International Diabetes Federation states that over 90% of all diabetes cases are Type 2. Highlights. 1. Diabetes prevalence in Toronto increased from 2003 to 2014. The incidence remained stable over this same time period. 2. Diabetes prevalence and incidence in Toronto were lower than in the rest of the Greater Toronto Area but higher than the rest of Ontario. 3. York South Humber, Toronto Centre, Danforth East York, and Willowdale Don Mills had lower diabetes prevalence and incidence than Toronto as a whole.

The report concludes that the existing land use designations and zoning standards for both City- owned and privately-owned lands within the Corridor are appropriate to regulate land use. RECOMMENDATIONS The City Planning Division recommends that: 1. City Council confirm that the existing Official Plan designations and Zoning By-law regulations for the Phase 4: Scarborough Transportation Corridor lands are appropriate. ISSUE BACKGROUND History of the Scarborough Transportation Corridor (STC) Land Use Study The former Scarborough Transportation Corridor (referred to as the 'STC') consists of lands south of the Metrolinx railway (formerly CN railway) through Scarborough that were intended to provide an extension of the Gardiner Expressway to connect to Highway 401 in the east. The lands were formerly designated a 'Special Study Area' in the Scarborough Official Plan in the mid 1980's after Council, for the former City of Scarborough, determined they were not needed for transportation purposes. The STC lands (see Attachment 1: STC Phases) have been studied in segments since 1996. Phase 1, Phase 2, Phase 3 and the Centre Street study have all been completed.

This Environmental Assessment (EA) is being conducted by Toronto and Region Conservation Authority (TRCA) and is aimed at creating a new waterfront park along the Lake Ontario shoreline from Bluffers Park to East Point Park in the City of Toronto. The goal is to create a destination park featuring a system of linked scenic landscapes both along the top of the bluffs and at the water’s edge integrating shoreline regeneration, public access and safety, and natural heritage. The study area is located on Lots 18 to 27 Concession B, Lots 11 to 23 Concession C, and Lots 3 to 17 Concession D in historic Scarborough Township, York County. The objectives of this study are to provide information about the property’s geography, history, previous archaeological fieldwork and current land conditions in order to evaluate the property’s potential to contain cultural heritage resources that might be impacted by the modifications proposed in the EA.
