D'vision, Army Corps of Engineers, Phoenix, Arizona From: Acting Field Supervisor~ Subject: Biological and Conference Opinion on the Pima County Multi-Species Conservation Plan, Arizona This biological and conference opinion (BCO) responds to the Fish and Wildlife Service (FWS) requirement for intra-Service consultation on the proposed issuance of a section lO(a)(l)(B) incidental take permit (TE-84356A-O) to Pima County and Pima County Regional Flood Control District (both herein referenced as Pima County), pursuant to section 7 of the Endangered Species Act of 1973 (U.S.C. 1531-1544), as amended (ESA), authorizing the incidental take of 44 species (4 plants, 7 mammals, 8 birds, 5 fishes, 2 amphibians, 6 reptiles, and 12 invertebrates). Along with the permit application, Pima County submitted a draft Pima County Multi-Species Conservation Plan (MSCP). On June 10, 2015, the U.S. Army Corps of Engineers (ACOE) requested programmatic section 7 consultation for actions under section 404 of the Clean Water Act (CW A), including two Regional General Permits and 16 Nationwide Permits, that are also covered activities in the MSCP. This is an action under section 7 of the ESA that is separate from the section 10 permit issuance to Pima Couny. -

______________________________________________________________________________ A Vegetation Map of Carlsbad Caverns National Park, New Mexico ______________________________________________________________________________ 2003 A Vegetation Map of Carlsbad Caverns National Park, New Mexico 1 Esteban Muldavin, Paul Neville, Paul Arbetan, Yvonne Chauvin, Amanda Browder, and Teri Neville2 ABSTRACT A vegetation classification and high resolution vegetation map was developed for Carlsbad Caverns National Park, New Mexico to support natural resources management, particularly fire management and rare species habitat analysis. The classification and map were based on 400 field plots collected between 1999 and 2002. The vegetation communities of Carlsbad Caverns NP are diverse. They range from desert shrublands and semi-grasslands of the lowland basins and foothills up through montane grasslands, shrublands, and woodlands of the highest elevations. Using various multivariate statistical tools, we identified 85 plant associations for the park, many of them unique in the Southwest. The vegetation map was developed using a combination of automated digital processing (supervised classifications) and direct image interpretation of high-resolution satellite imagery (Landsat Thematic Mapper and IKONOS). The map is composed of 34 map units derived from the vegetation classification, and is designed to facilitate ecologically based natural resources management at a 1:24,000 scale with 0.5 ha minimum map unit size (NPS national standard). Along with an overview of the vegetation ecology of the park in the context of the classification, descriptions of the composition and distribution of each map unit are provided. The map was delivered both in hard copy and in digital form as part of a geographic information system (GIS) compatible with that used in the park. -

This is the second largest family in the flora area after Asteraceae. A total of 97 taxa in 46 genera of grasses are included in this publication, which includes ones established and reproducing in the modern flora (86 taxa in 43 genera), some occurring at the margins of the flora area or no long known from the area, and ice age fossils. At least 28 taxa are known by fossils recovered from packrat middens, five of which have not been found in the modern flora: little barley ( Hordeum pusillum ), cliff muhly ( Muhlenbergia polycaulis ), Paspalum sp., mutton bluegrass ( Poa fendleriana ), and bulb panic grass ( Zuloagaea bulbosa ). Non-native grasses are represented by 27 species, or 28% of the modern grass flora. -

Responsible Official: Mr. Russ D’Hondt INS Headquarters Facilities and Engineering Division 425 I Street, Northwest, Room 2030 Washington, D.C. 20536 ABSTRACT PROPOSED ACTION: The proposed action would include the temporary placement of two trailers within an area of high undocumented alien (UDA) and drug trafficking crossings along the US/Mexico border. During the operation five agents would be stationed at the trailers 24-hours, seven days. PURPOSE AND NEED The primary purpose of the proposed action is to assist in FOR THE PROPOSED identifying and rescuing UDAs and illegal drug traffickers ACTION: who may be at risk of dying due to overexposure along the U.S./Mexico border within the U.S. Border Patrol (USBP) Tucson and Yuma Sectors’ Area of Operations (AO). A secondary purpose of the operation is to reduce illegal immigration and drug trafficking along the border by increasing the USBP’s presence in these remote areas. ALTERNATIVES TO THE Alternatives addressed in the EA include the no action and PROPOSED ACTION: proposed action described above. The no action alternative would not enhance the USBP mission to deter the UDAs from entering the U.S. and would thus, indirectly place more migrants and/or USBP agents at risk. Of the alternatives considered, the proposed action would be the most cost- efficient and strategically effective approach to ensuring the USBP agents’ and illegal entrants’ health and safety. -

Make sure that you have your Cabeza Prieta range permit from https://luke.isportsman.net and that you check in by phone with Goldwater-West to give them your permit number or use the website http://www.rangeaccess.com/RangeAccess.aspx. The Goldwater number is on the back of your permit, but Darby Well Road may be your last reliable phone connection. Black Mountain (3,008 feet), standing to left of the road ahead, is an eroded remnant of a basaltic volcano that once covered a much larger area. The horizontal banding is due to differences in hardness between the basalt flows and softer tuffs that have been tilted and faulted. The brown- black color tinged with red is typical oxidation and weathering for such rocks. -

As described below, these goals address several of the major themes on which you have focused your administration. I!l Quality of Hfe. In areas with potential for population grmvth it is important to knm\', at an early stage in the planning process, what geologic materials and processes might impact land and resource development. With this knowledge, land and resource managers can make informed decisions ~lI1d more prudently manage Arizona's land, water, mineral, and energy resources. Staff completed many geologic mapping and characterization projects in the Phoenix-Tucson corridor during tl1L' Yl'ar. I!l ECOl101Uic prosperity. Agency staff compiled data and released several maps and reports that could point to areas, especially rural areas, with potential for discovelY and development of energy and other resources. I!l Education. Many citizens have a strong curiosity about their geologic surroundings, but ha\'e had little, if any, education in geology. The AZGS published a non-technical guide to the geology of a national monument and made progress on similar gUides in other parks and monuments. -
