00i-xvi_Mohl-East-00-FM 2/18/06 8:25 AM Page xv INTRODUCTION During the rapid development of the United States after the American Rev- olution, and during most of the 1900s, many forests in the United States were logged, with the logging often followed by devastating fires; ranchers converted the prairies and the plains into vast pastures for livestock; sheep were allowed to venture onto heretofore undisturbed alpine areas; and great amounts of land were turned over in an attempt to find gold, silver, and other minerals. In 1875, the American Forestry Association was born. This organization was asked by Secretary of the Interior Carl Schurz to try to change the con- cept that most people had about the wasting of our natural resources. One year later, the Division of Forestry was created within the Department of Agriculture. However, land fraud continued, with homesteaders asked by large lumber companies to buy land and then transfer the title of the land to the companies. In 1891, the American Forestry Association lobbied Con- gress to pass legislation that would allow forest reserves to be set aside and administered by the Department of the Interior, thus stopping wanton de- struction of forest lands. President Benjamin Harrison established forest re- serves totaling 13 million acres, the first being the Yellowstone Timberland Reserve, which later became the Shoshone and Teton national forests. Gifford Pinchot was the founder of scientific forestry in the United States, and President Theodore Roosevelt named him chief of the Forest Ser- vice in 1898 because of his wide-ranging policy on the conservation of nat- ural resources. -

The George Washington National Forest and Ramsey’s Draft Wilderness Area WEST VIRGINIA I-81 Rt. 33 HARRISONBURG Rt. 33 Ramsey’s Draft Wild Virginia is a grassroots, nonprofit organization dedicated to RAMSEY’S DRAFT I-81 Ramsey’s Draft Wilderness was created in 1984 and is one of six wilderness areas in the George preserving wild forest ecosystems in Virginia’s national forests. Since 1995 we Rt. 250 Washington National Forest (GW). Roadless Areas. The amount of roadless areas, wilderness areas, and other special places in the LEXINGTON Ramsey’s Draft Wilderness Area GW make it a rare occurrence in eastern North America. -

The lake and picnic area including a shelter were built in 1938-1939. The original shelter was found inadequate and a modified model B-3500 shelter was constructed probably by the CCC from camp F-6 in 1941. The name of the recreation area was changed in 1956 to Molly’s Rock Picnic Area, which was the local unofficial name. The name originates from a sheltered place between and under two huge boulders once inhabited by an African- American woman named Molly. The U.S. Department of Agriculture (USDA) prohibits discrimination in all its programs and activities on the basis of race, color, national origin, sex, religion, age, disability, political beliefs, sexual orientation, or marital or family status. GRAHAM Department of Biological Sciences, Marshall University Huntington, West Virginia 25755-2510, USA email: [email protected] Summary Being lungless, plethodontid salamanders respire through their skin and are especially sensitive to environmental disturbances. Habitat fragmentation, low abundance, extreme habitat requirements, and a narrow distribution of less than 70 miles in length, makes one such salamander, Plethodon punctatus, a species of concern (S1) in West Virginia. To better understand this sensitive species, day and night survey hikes were conducted through ideal habitat and coordinate data as well as tail tips (10 to 20 mm in length) were collected. DNA was extracted from the tail tips and polymerase chain reaction (PCR) was used to amplify mitochondrial 16S rRNA gene fragments. Maximum parsimony, neighbor-joining, and UPGMA algorithms were used to produce phylogenetic haplotype trees, rooted with P. wehrlei. Based on our DNA sequence data, four disparate management units are designated. Surveys revealed new records on Jack Mountain, a disjunct population that expands the known distribution of the species 10 miles west. In addition, surveys by Flint verified a population on Nathaniel Mountain, WV and revealed new records on Elliot Knob, extending the known range several miles south. -

Endangered Forests Endangered Freedoms America’s 10 Endangered National Forests Foreword Dr. Edward O. Wilson The past two years have witnessed a renewed clash of two opposing views on the best use of America’s national forests. The Bush administration, seeing the forests as a resource for economic growth, has proposed a dramatic increase in resource extraction. Operating on the premise that logging is important to the national economy and to jobs in the national forests, it evidently feels justified in muting or outright overriding the provision of the 1976 National Forest Management Act (NFMA) that explains forest plans "provide for diversity of plant and animal communities." In contrast, and in defense of NFMA, environmental scientists continue to argue that America’s national forests are a priceless reservoir of biological diversity and an aesthetic and historic treasure. In this view, they represent a public trust too valuable to be managed as tree farms for the production of pulp, paper and lumber. Scientists have reached a deeper understanding of the value of the National Forest System that needs to be kept front and center. Each forest is a unique combination of thousands of kinds of plants, animals and microorganisms locked together in seemingly endless webs and competitive and cooperative relationships. It is this biological diversity that creates a healthy ecosystem, a self-assembled powerhouse that generates clean water and fresh air without human intervention and free of charge. Each species of a forest, or any other natural ecosystem, is a masterpiece of evolution, exquisitely well adapted to the environment it inhabits.
