Whereas it is necessary for preventing danger, obstruction or inconvenience to the public in connection with the AIRTEL 2ND CRICKET TEST MATCH BETWEEN INDIA AND WEST INDIES AT EDEN GARDENS, KOLKATA from 14.11.2011 to 18.11.2011, I, Ranjit Kumar Pachnanda, Commissioner of Police, Kolkata, in exercise of powers vested in me under Section 115, 117, 122 and 126 M V Act, 1988 and Section 62, 62(1b) of Calcutta Police Act./ 39, 39(1b) of Calcutta Suburban Police Act read with Rule No. 85, 86, 87, 88 and 93 of Rules for the Regulations of Traffic in Kolkata and its suburbs and under sub-section(1) of Section 4 of the West Bengal Traffic Regulations Act, 1965 (W B Act XV of 1965) read with Govt. of West Bengal Home (Transport) Department Order No. 7605-WT, dated the 20th July, 1965 and Govt. of West Bengal Transport Department Notification No. 3363-WT/3M- 34/99, dated the 29th April, 1999, do hereby order that all classes of vehicles and all kinds of traffic including pedestrian traffic to the following areas and all the following thoroughfares or portions thereof shall be regulated in the manner prescribed below, notwithstanding any other orders in force from 14.11.2011 to 18.11.2011.
1) Movement of Heavy goods vehicles, medium goods vehicles and light motor vehicles, carrying goods, shall be temporarily restricted / suspended and / or diverted from roads or road stretches at and around Eden Gardens and Maidan between 06.00 hours and 20.00 hours on 14.11.2011, 15.11.2011, 16.11.2011, 17.11.2011 and 18.11.2011, in addition to normal restrictions, except those bound for Posta Market from Howrah via Vidya Sagar Setu along Munshi Prem Chand Sarani (St. Georges Gate Road), Strand Road from 13.00 hours to 16.00 hours on those days. However, those vehicles will not be allowed to park, load / unload and/or embark/disembark on those stretches of roads during the aforesaid time and dates.
Movements of all types of Goods Vehicle shall be restricted to ply in and around Victoria Memorial Hall, i.e. portion of AJC Bose Road between D L Khan Road to Cathedral Road, Hospital Road, Queensway, Cathedral Road, Casuarina Avenue, Lovers Lane, etc.
2) Kshudiram Bose Road (Auckland Road) will be closed or ‘One Way’ from East to West as and when considered necessary by the Traffic Police on duty.
3) Gosthapal Sarani will be closed to all types of vehicles as and when considered necessary by the Traffic Police on duty.
4) Parking of vehicles will be prohibited on both sides of the following roads as and when considered necessary by the Traffic Police on duty: -
a) Gostha Pal Sarani (Kingsway). b) Kshudiram Bose Road (Auckland Road). c) Govt. Place East. d) Rani Rashmoni Avenue. e) Hemanta Basu Sarani (Old Court House Street) f) Indira Gandhi Sarani (Red Road). g) Guru Nanak Sarani (Mayo Road). h) Dufferin Road.
5) Parking arrangements have been provided at the following five locations. Parking at these locations will be against Car Park Stickers, which shall be as follows: -
ROUTES TO PARKING AREAS -
A) GREEN STICKERS (Opposite Club House)
i) From Howrah - Brabourne Road, BBD Bag East, Old Court House Street, R R Avenue, Plassey Gate Road to parking lot. ii) From North, Central - C R Avenue/S N Banerjee Road, J L Nehru Road, R R Avenue, and East Kolkata Plassey Gate Road to parking lot. iii) From South Kolkata - Guru Nanak Sarani(Mayo Road)/Indira Gandhi Sarani (Red Road), R R Avenue, Plassey Gate Road to parking lot.
B) YELLOW STICKERS (West and South of Mohun Bagan Ground)
i) From Howrah - Brabourne Road, BBD Bag East/South, Hare Street, Strand Road, Gosthapal Sarani(Kingsway) to parking lot. ii) From North, Central - C R Avenue, G C Avenue, Mangoe Lane, BBD Bag South, Hare and East Kolkata Street, Strand Road, Gosthapal Sarani(Kingsway) to parking lot. iii) From South Kolkata - J K Island, Indira Gandhi Sarani(Red Road), entry beside Vijoy Smarak to parking lot.
1 C) PINK STICKERS (North of Md. Sporting Ground behind Cenotaph)
i) From Howrah - Brabourne Road, BBD Bag East, Old Court House Street, R R Avenue, Guru Nanak Sarani(Mayo Road), Dufferin Road, J K Island, Indira Gandhi Sarani (Red Road) entry beside Cenotaph to parking lot. ii) From North, Central - C R Avenue/S N Banerjee Road, J L Nehru Road, R R Avenue, and East Kolkata Dufferin Road, J K Island, Indira Gandhi Sarani (Red Road) entry beside Cenotaph to parking lot. iii) From South Kolkata - Guru Nanak Sarani(Mayo Road)/ Indira Gandhi Sarani(Red Road) entry beside Cenotaph to parking lot.
D) BLUE STICKERS (South of Basket Ball Ground)
i) From Howrah - Brabourne Road, BBD Bag East, Old Court House Street, R R Avenue, Guru Nanak Sarani (Mayo Road), Dufferin Road, J K Island, Indira Gandhi Sarani (Red Road) entry beside Basketball Ground to parking lot. ii) From North, Central - C R Avenue/S N Banerjee Road, J L Nehru Road, R R Avenue, and East Kolkata Dufferin Road, J K Island, Indira Gandhi Sarani (Red Road) entry beside Basketball Ground to parking lot. iii) From South Kolkata - Indira Gandhi Sarani(Red Road) entry beside Basketball Ground to parking lot.
E) RED STICKERS (On Strand Road / Band Stand)
i) From Howrah - Brabourne Road, BBD Bag East, BBD Bag South, Hare Street, Strand Road to parking lot. ii) From North, Central - C R Avenue, G C Avenue, Mangoe Lane, BBD Bag South, Hare and East Kolkata Street, Strand Road to parking lot. iii) From South Kolkata - A J C Bose Road, V Setu Ramp, St. Georges Gate Road, Strand Road to parking lot.
6) THE CAR PARK STICKERS TO BE DISPLAYED ON THE WINDSCREEN OF THE CAR
7) Parking for TWO WHEELERS will be provided at the following locations by the police on duty subject to availability of space :
a) South of Md. Sporting Ground. b) Strand Road near Band Stand.
8) CARS WITHOUT STICKERS will be accommodated on a `first come first served' basis at the following locations :
a) Sahid Minar Maidan. b) Rangers Club ground.
9) NO PARKING SPACE WILL BE ALLOWED FOR TAXIES, PRIVATE BUSES ETC.
10) Bus stand at Band Stand will be shifted to Munshi Prem Chand Sarani (St. Georges Gate Road) between Princep Ghat and Gwalior Ghat during all the days of the match. Similarly the Bus stand of Auckland Road and Babu Ghat will be shifted to Kiran Shankar Roy Road and Esplanade Row East respectively during all the days of the match.
11) In order to ensure uninterrupted flow of traffic, Tram Services, in the BBD Bag, Esplanade, Old Court House Street and B B Ganguly Street areas will be regulated as and when considered necessary by the traffic police on duty.
12) VEHICULAR TRAFFIC MAY ALSO BE DIVERTED FROM ANY OF THE ARTERIAL AND FEEDER ROADS BY TRAFFIC POLICE ON DUTY AS AND WHEN CONSIDERED NECESSARY IN THE INTEREST OF THE PUBLIC ON ALL THE DAYS.
13) THESE REGULATIONS WILL REMAIN IN FORCE IN ADDITION TO THE NORMAL RESTRICTIONS ON ALL THE DAYS OF THE MATCH, WHICH ARE NOT REPUGNANT TO ABOVE.
