Summary of Dr. Seth Berkley’s biography and contribution to public health and development at the global level, to Africa and Uganda. Dr. Seth Berkley is a Medical doctor specialized in infectious diseases. He is currently the Chief Executive Officer (CEO) of Gavi, the Vaccine Alliance, a position he has held since 2011. Prior to joining GAVI, Dr. Seth Berkley was the founder of the International AIDS Vaccine Initiative (IAVI) and was the IAVI CEO for 15 years. Prior to this, he worked with the United States Centers for Disease Control and Prevention (CDC) and the Task Force for Child Survival of the Carter Presidential Center. During his work at the Task Force, he was assigned to work under the Ministry of Health in Uganda in 1987 and was appointed Honorary Lecturer at Makerere University during this period. Dr. Seth Berkley is a widely published scientist with over 250 scientific publications and has done several TED talks. He has been a recipient of many prestigious awards for his work particularly in GAVI and IAVI, and was last week named among the Fortune World’s 50 Greatest Leaders. Global contribution 1. As a founder member of IAVI and its CEO, Dr. Seth Berkley led the efforts for the establishment of the global structures and systems as well as advocacy to expand HIV vaccine initiatives. 2. While he was in the Rockefeller foundation, he managed public health programs in 30 countries in Africa, Asia, and Latin America. He was instrumental in initiating the International Clinical Epidemiology Network that established Clinical Epidemiology training programs across 35 Medical Schools in 20 countries, including Uganda 3. As the CEO of GAVI, Dr. Seth Berkley significantly expanded the reach of the GAVI services globally especially to the low and middle-income countries (LMIC) and reduced vaccine preventable diseases by 70%, with resultant reduction in mortality and morbidity. 4. More recently, GAVI has partnered with the WHO and other Global entities to form the COVAX facility to make COVID-19 vaccines available to 92 LMICs, the majority of these in Africa. This facility has taken the center stage in ensuring equitable access to COVID-19 vaccines globally. As Dr. Berkley says, “We are only safe if we are all safe,”. 5. Dr. Seth Berkley has served on Boards of many global agencies Contribution to Uganda 1. Dr. Seth Berkley worked and lived in Uganda, and during this period he helped in starting of many projects in Uganda. a. Supported the start-up of the HIV sero-surveillance project—the first on the continent. He was also instrumental in starting and setting up the AIDS Surveillance System and re- establishing routine disease reporting. b. Supported the planning for and strengthening of the vaccine program at the ministry of health during his stay in Uganda c. As CEO at GAVI Dr. Seth Berkley has continued to make a significant impact in Uganda in the immunization program 2. Whilst at IAVI, he worked to strengthen the Uganda Virus Research Center to become a core immunology laboratory for HIV and other vaccine trials. 3. Through the recent COVAX COVID-19 vaccines initiative, Uganda is among the first countries that have received COVID-19 vaccine allocations. 1 Contribution to Makerere University 1. Dr. Seth Berkley made tremendous contribution to the staff capacity building in training and research, and student training at the School of Public Health 2. While in the MOH he taught in Mulago Medical School, and linked up with some members at the Medical School to start the first AIDS data base in Mulago and worked with faculty members to support the initiation of The AIDS Support Organization (TASO) 3. When he left MOH and joined the Rockefeller Foundation as Associate Director of Health, Dr. Seth Berkley was instrumental in starting the Public Health Schools Without Walls to create a cadre of Public Health workers who are trained from the community. a. The first three programs in Africa were established in Zimbabwe, Ghana and Uganda. a. Makerere University was among the first three beneficiaries of this program in Africa and established the current MPH fulltime program, which celebrated 25 years in 2020. b. Dr. Seth Berkley participated in the design of these training programs in addition to supporting the resources and infrastructure for the training. The Rockefeller Foundation supported this program for 10 years. 4. The Master of Public Health Distance Education was a further innovation funded by the Rockefeller Foundation to expand access to MPH training and increase the number of well- trained public health graduates in Uganda Thank you, Dr. Berkley, for your tremendous contribution to public health and to humanity! 2 .
