Date: …21st November 2018…………... ii ABSTRACT Human activity is altering environmental processes to the extent that we are at risk of changing the state of the planet from one that is hospitable to humanity to one that is potentially hostile. The Planetary Boundaries are global environmental limits derived from Earth system Science that together define the “safe operating space”. Within the Planetary Boundaries, the risk of changing the state of the planet is low but already four of the Planetary Boundaries have been transgressed. There is an urgent need to manage human impacts on the global environment so that we can return to the safe operating space. Policy makers and scientists want to use the Planetary Boundaries to manage human impacts on the environment so that we can return to the safe operating space. However, the Planetary Boundaries were not designed to be scaled or compared to human activity. There is a need to translate the Planetary Boundaries into a framework that is accessible and actionable. -

Braje * and Matthew Lauer Department of Anthropology, San Diego State University, San Diego, CA 92182, USA; [email protected] * Correspondence: [email protected] Received: 27 June 2020; Accepted: 7 August 2020; Published: 11 August 2020 Abstract: As the number of academic manuscripts explicitly referencing the Anthropocene increases, a theme that seems to tie them all together is the general lack of continuity on how we should define the Anthropocene. In an attempt to formalize the concept, the Anthropocene Working Group (AWG) is working to identify, in the stratigraphic record, a Global Stratigraphic Section and Point (GSSP) or golden spike for a mid-twentieth century Anthropocene starting point. Rather than clarifying our understanding of the Anthropocene, we argue that the AWG’s effort to provide an authoritative definition undermines the original intent of the concept, as a call-to-arms for future sustainable management of local, regional, and global environments, and weakens the concept’s capacity to fundamentally reconfigure the established boundaries between the social and natural sciences. To sustain the creative and productive power of the Anthropocene concept, we argue that it is best understood as a “boundary object,” where it can be adaptable enough to incorporate multiple viewpoints, but robust enough to be meaningful within different disciplines. Here, we provide two examples from our work on the deep history of anthropogenic seascapes, which demonstrate the power of the Anthropocene to stimulate new thinking about the entanglement of humans and non-humans, and for building interdisciplinary solutions to modern environmental issues. -

1 Foreword ndustry has always played a vital role in development. It boosts economic activity INDUSTRIALISE I along value chains, from raw materials to finished products. It lifts productivity by introducing new equipment and new AFRICA techniques, increases the capabilities of the workforce, and diffuses these improvements into the wider economy. Industry also tends to generate formal employment, which in turn creates social stability. It improves the balance of trade by creating goods for export and replacing imports. Industrialisation, including the encouragement of manufacturing and processing capability, makes for strong and sustainable economic development, creating wealth in the economy. It is a prerequisite to Africa’s sustainable and inclusive growth, achievable through adding value by processing, packaging and marketing its raw materials. Africa must not miss opportunities for such linkages whenever and wherever they occur. There is a golden opportunity over the next few years as African economies pick up the pace. Africa is home to 5 of the 10 fastest-growing economies in the world, but this growth is unsustainable and non- inclusive since it is mostly driven by the export of unprocessed commodities with little value addition. We are starting from a low base. On average, industry generates merely $7001 1 `$` indicates US dollars throughout this text 2 of GDP per capita in Africa, less than a third of Latin America’s output ($2,500 per capita) and barely a fifth of East Asia’s ($3,400 per capita). Protecting nature that is dynamic and resilient, that is in our midst rather than far away, and that sustains human communities— these are the ways forward now. Otherwise, conservation will fail, clinging to its old myths” (Kareiva et al., 2011, pp. 36, 37). We need a “New Conservation” ethic. So argue prominent enthusiasts for the Anthropocene. The International Commission on Stratigraphy has a working group that has recommended Anthropocene as a geological unit (Waters et al., 2016). Beyond the geology, Anthropocene has become a Promethean term, what philosophers call an “elevator word,” and put to use revising worldviews, asserting the dominant human place in nature and conservation policy, as in the title of Peter Kareiva, Robert Lalasz, and Michelle Marvier, “Conservation in the Anthropocene.” The Anthropocene has its proponents and equally its critics, well illustrated in contrasting views of endangered species and biodiversity. An Anthropocene Biosphere In a Dictionary of Ecology, Allaby (2005) tells us: “The biosphere itself, at levels from the genetic to the landscape, is increasingly a human product.” These human effects, however, are often negative. -

China Air Pollution Levels
China’s air pollution overshoots pre-crisis levels for the first time Levels of health-harming air pollutants in China have exceeded concentrations at the same time last year in the past 30 days, for the first time since the start of the COVID-19 crisis. This includes PM2.5, NO2, SO2 and ozone. Air pollutant levels plummeted during the national lockdown in February, bottomed out in early March and have now overshot their pre-crisis levels. The rebound appears to be driven by industrial emissions, as the pollution levels in the largest cities, Beijing and Shanghai, are still trailing below last year. More broadly, pollution levels tended to increase more in areas where coal-burning is a larger source of pollution. Ozone levels are close to the record level of 2018. Rebounding air pollutant levels are a demonstration of the importance of prioritizing green economy and clean energy in the recovery from the COVID-19 crisis. All eyes are on China, as the first major economy to return to work after a lockdown. China’s previous economic recoveries, including the aftermath of the Global Financial Crisis in 2008 and the SARS epidemic of 2003, have been associated with surges in air pollution and CO2 emissions. CREA’s new Air Pollution Rebound Tracker can be used to track this development in real time. Controlling for meteorological conditions, national average PM2.5, SO2 and ozone concentrations in the past 30 days were above their pre-crisis levels, while NO2 concentrations were at the same levels as before the crisis, showing that the rebound cannot be accounted for by weather factors. -

Yet in its desire for a green future, the threat of collapse forecloses the future as a site for creatively reimagining the social relations that led to the Anthropocene. Instead of examining structures like colonialism, environmental discourses tend to focus instead on the technological innovation of a green society that “will have been.” Through this vision, the Anthropocene functions as a geophysical justification of structures of colonialism in the services of a greener future. The case of the Canadian Boreal Forest Agreement illustrates how this crisis of the future is sutured into mainstream environmentalism. Thus, both in the practices of “the environment in crisis” that are enabled by the Anthropocene and in the discourse of geological influence of the “human race,” colonial structures privilege whiteness in our environmental future. In this case, as in others, ecological protection has come to shape the political life of colonialism. Understanding this relationship between environmen- talism and the settler state in the Anthropocene reminds us that
