Regulations

Central Asia Junior Chess Championship 20th – 30th September 2019

1. General regulations. The Tournament is organized with the following objectives: - To fulfill the decree of the President of the Republic Uzbekistan from 3rd June 2017 regarding measures on the way of further development of physical culture and sport. - Engagement of youth, amateurs and qualified chess players to participate in chess competitions and tournaments. - Popularization and increase of mass popularity of chess in Uzbekistan. - Preservation and multiplication of cultural and sports traditions. - Increasing international rating and skills of chess players.

2.Host Organization. The general management and organization of the competition is carried out by the Uzbekistan Chess Federation, supported by FIDE. The direct management of the tournament is entrusted to the Board of Arbiters. Responsible for PR shall be Valeriy Biryukov, TASS chief correspondent in Uzbekistan.

3.Dates and venue. The Tournament shall take place in the city of Tashkent in the International Chess Academy from September 20th (arrival) till September 30th (departure), 2019.

4. Tournament System. The tournament will be a 9-round FIDE rated Swiss for juniors and girls under 20 years. Open for chess players born in 1999 or later, with FIDE rating 1800 and above for juniors and with FIDE rating 1600 and above for girls. Exceptions might be made only for the chess players from Zone 3.4 FIDE by the special permission of Zone 3.4 FIDE President. Time control: 90 minutes and a 30-second increment per each move starting from move one. Tournament organization shall use the latest FIDE anti-cheating measures (broadcast delay, check etc.).

5. Dress code No players with t-shirts, jeans, shorts, sneakers, baseball caps or inappropriate dress are allowed in a playing area. Players are expected to wear white or light-coloured shirts and black or dark-coloured trousers/skirts.

6. Registration. Following documents have to be provided for the registration: - Passport or birth certificate of the player, - Receipt confirming payment of the tournament fee.

Each federation of Zone 3.4 FIDE might register one junior and one girl under 20 as invited players. Tournament fee for the invited player shall be 75 USD. Tournament fee for other participants is 100 USD per one player.

Citizens of Uzbekistan and international citizens with residency in Uzbekistan shall pay the tournament fees till 5th September 2019 to the mentioned below bank account of Uzbekistan Chess Federation fees in national currency according to the Central Bank exchange rate on the day of payment.

Applications sent after 5th September might be accepted only with the special admission by organizers, accompanied with the double tournament fee.

Organizers shall provide free full board accommodation during the tournament and reimburse tickets (economy class, no more than 400 euros) for two invited players (one junior and one girl) according to the application from Federations of Zone 3.4 FIDE (Afghanistan, Kazakhstan, Kyrgyzstan, and Turkmenistan). Accommodation and board shall be provided from 20th September (from 14:00) till 30th September (till 12:00) in double or triple rooms. One participant from each country of Zone 3.4 FIDE to the FIDE Arbiters’ Seminar held during the tournament shall receive free full board accommodation during the Seminar. Tickets shall be reimbursed only when providing all the tickets and receipts.

7. Definition of winners and awarding. Winners are determined by number points scored and, in case of a tie, by the following tie breaks: 1) Direct encounter, 2) Performance, 3) The number of wins with black, 4) Buchholz, 5) Buchholz Cut 1,2 etc. If participants have equal scores their prizes will not be shared and will be distributed according to the abovementioned tie breaks.

Prize fund provided by FIDE shall be 12000 euro. Prizes shall be transferred directly by FIDE to the prize winners.

If fulfiling the requirements of the corresponding FIDE regulations winner in the juniors’ category shall receive a GM title norm, winner in the girls’ category shall receive a WIM title norm.

8. Visas Participants, that need visa to enter Uzbekistan, have to register before 25th August 2019, pay the tournament fee in advance and send their passport copy. Organizers do not guarantee visa support for the late registrations.

9. Financing Payments for the prize fund are due to FIDE. Part of the organization expenses of Uzbekistan Chess Federation is due to FIDE. Travel expenses of extra participants, trainers and accompanying persons are due to their sending organizations.
