MINUTES OF THE LAST MEETING OF THE COUNCIL HELD ON THE 4 th APRIL 2016 IN THE COMMUNITY CENTRE, LLANELIAN YN RHOS.

1. WELCOME - The Chairman welcomed everyone to the meeting,

2. PRESENT - The Chairman Councillor Tudur W.Jones and Councillors D.Rhys Davies; Goronwy Davies; Eifion Evans; Bryn Jones; Ifor O.Jones; Gwyndaf O.Roberts; Goronwy R.Williams. and County Councillor Ifor G.Lloyd.

3. APOLOGIES - The Vice-Chair Councillor Hefin Williams and Councillors Irwedd Griffiths; D.Gwyn Jones; and John D.Roberts.

4. DECLARATIONS OF INTEREST – None declared

5. MINUTES - IT WAS RESOLVED to confirm, approve and sign the minutes of the last meeting of the Council held on the 7th March 2016, at the Village Hall, Betws yn Rhos, with the addition of Cllr. D.Rhys Davies being present.

6. MATTERS ARISING 8.15/14(iii) The sign above Abergele Hospital. IT WAS NOTED that the sign had still not been repaired. 9.15/14(i) A complaint regarding the public footpath from Tyn Coed, Llanelian to Meifod. GF24001 refers 9.15/14(vi) Complaint re blocked footpath near Tan Llan. 9.15/14(ii) A complaint that Himalayan balsam had been seen in the river at and further that Japanese knotweed was also present. GF24001 refers 9.15/14(iv) A complaint of the lack of restriction signs for dogs on the sports field gate. Betws yn Rhos and Llanelian yn Rhos. Complaint GF24001 refers 11.15/14(i) A complaint regarding the mat at the play area, Llanelian in that the mat was slippery and dangerous, Complaint GF24001 refers. 1.16/14(iii) A complaint regarding dangerous parking near Ogwen Cottage, the road being narrow and near the brow of a hill making it dangerous for other road users. RESOLVED TO WRITE to the Police and Highways traffic management. 1.16/14(vii) The bridge near the Lodge had been undermined by floods. GF24521 refers. IT WAS NOTED that the coping stones on the bridge had been repaired. 1.16/14(iv) Complaint of potholes near Cae Borth. GF24521 refers. It was further stated that fly tipping was being done in the same area. 3.16/15(i) Cllr. Ifor Lloyd County Councillor reported that he had asked for emergency policies regarding foot and mouth disease, he reported that the policies were being looked at, at the moment. IT WAS NOTED WITH DISAPPOINTMENT AGAIN that none of the above complaints had been dealt with, the matters will be brought to the attention of Officers at the Ward Audit.

7. CORRESPONDENCE – 4.16/7(i) Notice of the meeting of the / committee of One Voice was to be held on the 13th April 2016 WAS NOTED. 4.16/7(ii) A letter from the CVSC regarding a Play Out Scheme WAS NOTED. IT WAS RESOLVED NOT TO GRANT MONEY as it was far too expensive.

8. FINANCE - IT WAS RESOLVED TO NOTE AND SIGN the Bank statements for the period ending the 21st March 2016 under item 4.16/8.

9. PAYMENTS RECEIVED – No payments received

10. PAYMENTS OUT - IT WAS DECIDED TO PAY all items listed under 4.16/10(i) (ii) with regard to the payment for translations IT WAS RESOLVED that the Clerk and Council share the cost of them on a 50/50 basis. The Cost being £18 each.

11. GRANTS - None received

12. CONWY COUNTY COUNCIL AND CLLR. IFOR LLOYD MATTERS Cllr. Lloyd reported that he had reported dumping of material at Bryn Dansi woods. He informed the Council that the main road in Betws near the church would be closed between the 11th and 13th April for repairs to the church wall and Mr and Mrs Pinney’s railings. He stated that he had lifted the stone from the Minafon bridge. The hedge at Pen y Bryn was still outstanding but that he expected the matter would be resolved by legal means. The matter of the wind turbines at Bara Ceirch was now subject to a planning appeal.

13. WELSH ASSEMBLY MATTERS – 4.16/13(i) The Local Government Ethical framework WAS NOTED and a copy of the new Code of Conduct was distributed to members. 4.16/13(ii) Notices of the upcoming Welsh Assembly elections and the Election of the Crime Commissioner WAS NOTED they had been displayed on the noticeboards.

14. MATTERS OF CONCERN WITHIN THE COMMUNITY – 3.16/7(v) A copy of the reply to Mrs. Angela Owens regarding the solar park WAS NOTED.

15. ANY OTHER MATTER – 12.15/15(i) The contract regarding monies from KP SPV 40 and the setting up of a Committee to deal with it. RESOLVED TO DEFER UNTIL THE MONEY WAS RECEIVED.

16. PLANNING – 4.16/16(i) 0/42619 Outline planning for 1 new residential 4 bed 1+1/2 storey house to include demolition of existing pre-fab bungalow and corrugated steel stable block at Bryn Gwenith, Ffynnhonau Road, Betws yn Rhos. IT WAS RESOLVED TO OBJECT due to the size and scale of the proposal 4.16/16(ii) 0/ 42598 Demolition of existing dwelling and proposal for new dwelling at Plas Helyg, . IT WAS RESOLVED TO OBJECT due to the size and scale the Council felt the dwelling should be kept to a bungalow taking into consideration its surroundings.

IT WAS RESOLVED that the following two applications be the subject of a site visit. The site visit was held at 4.pm. on the 15th April 2016 at Pen y Geulan. The Following members were in attendance. Councillors D.Rhys Davies; Goronwy Davies; Ivor O.Jones and Goronwy R.Williams, the decisions were as follows:- 4.16/16(iii) 0/42596 Erection of a garage and garden room at Pen y Geulan, Betws yn Rhos. RESOLVED NO OBJECTION 4.16/16(iv) 0/42594 Conversion of stables into 3 holiday accommodation units at Pen y Geulan, Betws yn Rhos. RESOLVED NO OBJECTION but the members had reservations regarding the access and egress to and from the site.
