LL22 7EW Ffon : 01745 826901 Sym : 07903328655 e-bost : [email protected] MINUTES OF THE MEETING HELD AT 7.30pm. ON MONDAY 4 TH JUNE 2018 IN THE COMMUNITY CENTRE, LLANELIAN YN RHOS. 1. WELCOME – The Chairman welcomed everyone to the meeting. 2. IN ATTENDANCE – The Chairman Councillor Hefin Williams and Councillors D.Gwyn Jones; Tudur W.Jones; Gwyndaf O.Roberts; John D.Roberts; Goronwy R.Williams and County Councillor Ifor G.Lloyd 3. APOLOGIES – The Vice-Chair Councillor Irwedd Griffiths and Councillors Eifion Evans; Bryn Jones and Fiona Haf Jones. 4. SIGN REGISTER – All members signed the register. 5. DECLARATIONS OF INTEREST - Members are reminded that they must declare the existence and nature of any personal interests using the form provided for the purpose. NONE DECLARED 6. MINUTES - IT WAS RESOLVED to confirm, approve and sign the minutes of the last meeting of the Council held on the 9TH May 2018 in the Village Hall, Betws yn Rhos 7. MATTERS ARISING 1.18/14(i) Purchase of defibrillator in Betws yn Rhos. – RESOLVED TO DEFER this matter. It was NOTED with thanks the donations made by The Womens’ Institute of Betws of £100 and the Bowling Club £100. 1.18/14(v) Potholes in road between Garnedd crossroads and Nentydd Crossroads. GF32176 refers. This matter was still not resolved, members were very unhappy with the condition of the roads in the area. Cllr. Lloyd stated he was in constant touch with the County Council who maintain that the roads are on a rota and will be repaired on that basis depending on the funds available to the department. 1 2.18/14(i) Damage to the telephone kiosk door. The Chairman reported that he will try to ascertain a price for a new door. 5.18/6(i) Road drain between Cilgwyn and Fawnog. This matter was still unresolved its recorded number is GF33158 8. GENERAL CORRESPONDENCE – NONE 9. FINANCE – IT WAS RESOLVED to note and sign the Bank statements for the period ending the 20th May 2018 Community account…………………………………………………………£9329.07 Business account……………………………………………………………..£5529.32 3.18/8(i) Monthly statement of accounts for 20.4.18 – 20.5.18 – This was AGREED by all present and signed by the Chairman. 10. CONWY COUNTY AND CLLR IFOR LLOYD MATTERS 4.16/12(i) Reports regarding Ward Audit matters. Cllr Lloyd was aware of members anger about the condition of the roads in the area and said he would continue to ask the County Council to expedite the matters as soon as possible. He reported on the complaint regarding the marquee that was in Minafon, and that they could use it for business purposes but with conditions. Cllr. Lloyd had been in discussions to obtain a £300,000 grant to obtain broadband for the rural areas this was ongoing. 6.18/12(i) Delivery agreement on LDP. This was ongoing. 14. WELSH ASSEMBLY MATTERS – None received. 15. MATTERS OF CONCERN WITHIN THE COMMUNITY 6.18/15(i) Flowers in the Community. It was NOTED with disappointment that the County Council no longer provided flowers for the community so it was RESOLVED that the Council would provide £75 for each of the villages to buy plants. Councillor D.Gwyn Jones would take this further. 6.18/15(ii) It was reported that there had been 3 accidents near Bryn Person. Members requested that extra signing be placed at the site to warn motorists. 16. ANY OTHER MATTER 6.18/15(i) To confirm Clerk salary paid direct to Bank – This was AGREED. 6.18/15(ii) Dolwen telephone kiosk. – BT had been contacted to buy the kiosk and a reply was awaited. 6.18/15(iii) Members were saddened to hear that a former Councillor had passed away and they wished to send their sympathies to the family of Mr Richard Owen of Cefn Castell. 17. PLANNING. – 6.18/16(i) 0/45146 Erection of agricultural shed for the storage of agricultural equipment (Agriculture building prior approval) at Llanerch, Plas Helyg Road, Llysfaen. Mr Bobby Ryan. NO OBJECTIONS 3 6.18/16(ii) 0/45158 Approval of matters reserved in respect of outline planning permission 0/42343 (Development of land opposite Bryn Rodyn, Dolwen Road, Old Colwyn for residential housing. (Outline planning permission, Phase 2). Mr Stuart Andrew. NO OBJECTIONS due to it having outline planning permission in place. 6.18/16(iii) 0/45161 Approval of matters reserved in respect of outline planning permission 0/42351 (Development of land opposite Bryn Rodyn, Dolwen Road, Old Colwyn for residential housing. (Outline planning permission, Phase 1). Mr Stuart Andrew. NO OBJECTIONS due to it having outline planning permission in place. 6.18/16(iv) 0/45173 Proposed replacement gate (Retrospective application) at Plas Farm, Betws yn Rhos. Mr John Jones. NO OBJECTIONS. 6.18/16(v) 0/45206 Demolition of existing dwelling and part of outbuilding and construction of new dwelling and associated site works at Gloddaeth, Ffordd Galch, Llanelian yn Rhos. Mr & Mrs Lloyd. Members asked that the external appearance of the application be in keeping with its surroundings and that due to the location the entrance splay would be sufficient not to cause accidents. 18. AUDIT MATTERS. – TO NOTE that all Council financial books and reports have been forwarded to JDH Services for Internal Audit. All Audit notices have been displayed in the local community.
