    International Journal of China StudiesChina’s United Front Work in Civil Society 301 Vol. 4, No. 3, December 2013, pp. 301-325 China’s United Front Work in Civil Society: The Case of Hong Kong+ Wai-man Lam* and Kay Chi-yan Lam** The University of Hong Kong Abstract This article unravels China’s united front work in dealing with civil society, using the case of Hong Kong after the political handover since 1997. While it has been widely analyzed by scholars that state corporatism characterizes the state-society relations in China, including the state’s relations with its autonomous regions, Hong Kong as a special administrative region, however, shows that the ruling strategies of China are very adaptive. Comparing with the rest of China where the united front work is partly characterized by a heavy-handed policy of assimilation, the united front work in the post-handover Hong Kong illustrates a more inclusionary version of state corporatism through five types of measures, namely, integration, cooptation, collaboration, containment, and denunciation. The strategies range from soft to hard tactics, and are adopted depending upon whether the central government regards its targets as friends, valuable potential cooptees or enemies. Nevertheless, the soft and hard tactics used in parallel in Hong Kong have resulted in further politicization and polarization of the civil society, and transformed the tension between the state and the local groups into clashes between different local groups, as seen in other autonomous regions such as Tibet and Xinjiang. Over the years, the agents for state corporatism have been ever expanding in Hong Kong.

Both elections delivered surprising results for different reasons. The eventual selection of Leung Chu-ying (CY Leung) as Chief Executive came after presumed front-runner Henry Tang Ying-yen ran into a series of personal scandals. The Legco election results surprised many as several of the traditional parties fared poorly while several new parties emerged victorious. The 2012 elections in Hong Kong are important for the city’s future prospect for democratic reforms because, under the territory’s Basic Law, any changes in the election process for Chief Executive and Legco must be approved by two-thirds of the Legco members and receive the consent of the Chief Executive. Under the provision of a decision by China’s Standing Committee of the National People’s Congress issued in December 2007, the soonest that the Chief Executive and all the Legco members can be elected by universal suffrage are the elections of 2017 and 2020, respectively. As such, the newly elected Legco and CY Leung will have the opportunity to propose and adopt election reforms that fulfill the “ultimate aim” of the election of Hong Kong’s leaders by universal suffrage.

    VIEW ONLINE | FORWARD TO A FRIEND EVENTS | PROGRAMMES | CEO BLOG Dear Lisa Hong Kong held a fiercely contested election last Sunday to determine the composition of the 70-member Legislative Council for the next four-year session of LegCo starting October 1. In the last two LegCo’s, there were 11 women comprising 18% of the 60 seats in 2008 and 15.7% of the 70 seats in 2012. Happily, the new LegCo will have increased female representation with 12 women in total or 17.1% of members. However, Hong Kong trails behind the UK, Australia, Canada, Singapore and Taiwan in terms of female representation within our lawmakers. Notably, all six Kowloon West representatives - Ann Chiang, Leung Mei Fun, Lau Siu Lai, Claudia Mo, Helena Wong and Yau Wai Ching - are women from a range of political parties. The other female members are Tanya Chan, Regina Ip, Starry Lee, Alice Mak, Elizabeth Quat and Yung Hoi Yan. Female representation is important because studies show that women lawmakers are more concerned about education, health, welfare and the environment than their male counterparts, which suggests that gender balance is important. And while LegCo has drawn much negative press for the filibustering and quorum calls that took place in the last session, its work of scrutinising bills, monitoring public expenditure and holding policymakers to account is fundamental within Hong Kong's system of governance. Despite the filibusters, lawmakers approved 83 of the 89 government bills presented to them during the last session and posed nearly 6,000 questions to ministers. This election is also important because the stakes have arguably never been higher.
