THE MISSION

U.S.-Ukraine Foundation … is a publicly supported 501(c)(3), not-for-profit non-governmental organization established in 1991 to support democracy, a free market, and human rights for Ukraine.

The Foundation, with offices in Washington and , creates and sustains channels of communication between the United States and Ukraine, in order to build peace and prosperity. The Foundation is dedicated to strengthening the mutual objectives of the U.S. and Ukraine, advancing Ukraine as a cornerstone of regional stability and as a full partner in the community of nations.

The work of the Foundation, over the course of 27 years, has been significant in the promotion of democratic and economic reforms in Ukraine. Since the beginning, when the Foundation was one of the first Western organizations to establish a physical presence in Kyiv through the founding of the Pylyp Orlyk Institute for Democracy, it has continued to provide Ukrainians with the necessary information and technical assistance to transform their nation into a democratic, rule of law state.

November 3, 2017 - Marie L. Yovanovitch, U.S. Ambassador to Ukraine, visits the U.S.-Ukraine Foundation and meets with members of the Friends of Ukraine Network for a discussion on issues impacting Ukraine. She is flanked by Ambassador William Green Miller and Foundation President Nadia Komarnyckyj McConnell.

The Foundation has earned a reputation in Ukraine and in the United States for its professionalism and credibility in fostering non-partisan discussion, providing accurate information and encouraging democratic reforms.

To support its mission in FY 2018, the Foundation raised $550,192 and had expenses of $581,719. Volunteers provided additional in-kind services amounting to $210,595 adding to the total impact of Foundation programs. Of all expenditures, program activities accounted for 66%, management and general operations for 32% and fundraising costs for 2%. The Foundation distributed $141,011 in grants, representing 24% of all expenditures and 37% of all program expenses.

PROGRAMS

Public Policy

Friends of Ukraine Network

The Friends of Ukraine Network (FOUN) is a non-partisan, informal coalition of former ambassadors, leading foreign policy and international security professionals, and other experts who have dealt with key aspects of Ukraine’s relations with the U.S. and the international community.

FOUN’s task force areas of focus are National Security, Economic Security, and Democracy and Civil Society.

FOUN evolved out of the U.S.-Ukraine Foundation’s 2006 – 2012 State Department funded U.S.-Ukraine Policy Dialogue programs.

FOUN’s 2017 Priority Recommendations for U.S. Assistance was produced as a practical and actionable set of policy recommendations to: stand with the People of Ukraine, support civil society’s fight against corruption, allow the People of Ukraine to defend themselves, and help victims of Putin’s war (updated recommendations were released in early 2019).

The Pylyp Orlyk Institute for Democracy

The Pylyp Orlyk Institute for Democracy (POID) in Kyiv receives support from the Foundation to provide Ukrainian policymakers with information on public policy issues, such as democracy, democratic institutions, the development of civil society and free-market economics, to help educate and impact decision-makers in Ukraine. USUF's financial support for POID totaled $7,277 this year.

The Pylyp Orlyk Institute for Democracy, founded by the U.S.- Ukraine Foundation, is an independent, indigenous organization in Ukraine. POID aims to help revive Ukrainian democratic traditions and to assist in the consolidation of a free-market democracy in Ukraine. The Pylyp Orlyk Institute for Democracy serves as a source of information and facilitates the research and development of public policy in six key areas essential to democratic state-building: national government, national security, human rights, environmental protection, local govern- ment, and economic reforms.

Economic Development

The U.S.-Ukraine Foundation promotes business and economic development between Ukraine and the West through an open exchange of information from corporate, government, educational and non-profit entities.

This program supports Ukraine’s economic development by participating in trade shows/conferences specializing in sectors like biotechnology and travel, distributing business information through its website, newsletter, and social media like LinkedIn, and providing advisory assistance to high tech entrepreneurs of small and medium size companies.

Biotechnology Initiative This project, aimed to support Ukraine’s biotech sector, began in 2017 with a generous gift from Ms. Irene K. Joseph.

The Initiative awarded 18 biotech professionals with travel grants amounting to $33,250 during the year.

USUF's Biotech Initiative booth at the 2018 BIO International Convention in Boston, MA (June 5-7, 2018) showcased Ukraine's emerging biotech leaders, entrepreneurs and start-ups. Great interest was evidenced by the many visitors to the booth over three days. Inquiries regarding current research, partnering opportunities, training needs, and providing assistance were very typical. At the booth, Mark Erjavec, representing BIOsens, Iryna Goi, representing LATRAX, and John A. Kun, USUF's Vice President, fielded the questions and provided the answers!

TraveltoUkraine.org

The Foundation promotes Ukraine’s travel sector through information on the TraveltoUkraine.org website, Travel to Ukraine Facebook page, and the Foundation’s LinkedIn page.

The Foundation sponsored a Ukraine Booth in January 2018 at the New York Times Travel Show, held in the Jacob Javits Center in .

Denys Semenovych, Consul of the Consulate General of Ukraine in New York, visited USUF’s booth.

The New Jersey-based Iskra Ukrainian Dancers treated the audience to a captivating performance of folk dances.

Zapvtiv Community Development Fund This fund supports Zapytiv, a community near , and established by the Boyko Family -- Mychailo and his daughters Olena and Lieda.

Petrach Community Development Fund for Starij Dobrotvir The William Petrach Charitable Trust, which had previously awarded the U.S.-Ukraine Foundation with funds in 1999 to construct a community center and a church rectory in Old Dobrotvir (Lviv oblast, Kamyanka-Buzkyj ayon), petitioned the Circuit Court of Arlington in March 2003 to terminate the trust and distribute the remaining assets to the Foundation. The court approved the petition and awarded the Foundation with funds to establish an endowment that supports the year-to-year needs of four community institutions - the community center, elementary school, library, and rectory of the Ukrainian Greek Catholic Church.

Education

This program educates the public regarding Ukraine and the U.S. and provides assistance to institutions and individuals in expanding educational opportunities relating to public policy, economic development, health care, leadership and democratic values.

Open World Project

Funded by the independent Open World Leadership Center at the Library of Congress, Open World is designed to enhance understanding and capabilities for cooperation between the U.S. and the countries of Eastern Europe, Eurasia and the Baltic States by developing a network of leaders in the region who have gained significant, firsthand exposure to America’s democratic, accountable government and free-market system.

This May 2018 Open World delegation, hosted in Santa Barbara, CA focused on the program theme, Child Welfare including Adoption/Foster Care. The program was organized by Gil Garcia (center) and the Cinco de Mayo Festival, with support from Rotary Club of Santa Barbara North and Santa Barbara Sister City Board.

The U.S.-Ukraine Foundation has provided effective programming and family hosting for Ukrainian leaders for Open World since 2006. The Foundation’s role in administering “people-to-people” exchanges between the U.S. and Ukraine has been an integral part of its history.

The U.S.-Ukraine Foundation was presented with the 2011 National Grantee of Merit Award by the Open World Leadership Center.

Through the Foundation’s Open World Project during the year, young Ukrainian leaders attended 9-day training programs organized and hosted by the Foundation’s partners in the communities of Birmingham, AL, , IL, Little Rock, AR, Longview, TX, Montgomery County, MD, Santa Barbara, CA, and Springfield, IL.

Ukrainian journalists participating in the theme, Countering False Information/Media Literacy, were led by USUF’s Adrian Karmazyn (far right) during this September 2017 visit. Here they are at National Public Radio in Washington, DC . The delegates were family hosted in Maryland’s Montgomery County.

Birmingham, AL’s Sister Cities Commission, led by Scotty Colson, organized the program, Community Development/ Community Activism/Volunteerism, in March 2018. The agenda included a visit to a Birmingham City Council meeting.

Youth Leadership Program

USUF has welcomed many young men and women to its Washington office through the years for an opportunity to delve into U.S.-Ukrainian relations, to explore career choices, and to learn the political process. Students are challenged while they serve at USUF and assist in various communications, research and program activities. Our interns represent future leaders in U.S.-Ukraine relations!

Melania Denys Kovaluk Scholarship Fund

USUF and the Canada Ukraine Foundation (CUF) administer a scholarship fund for the benefit of students in the village of Zabolotivci (Lviv oblast). $1,200 was awarded in 2018.

Maryniuk Scholarship Fund

The Foundation administers the Maryniuk Scholarship Fund, a scholarship fund for the benefit of students in Zheldets, Ukraine (Lviv oblast). The fund was created by Mr. & Mrs. Andrew and Luba Maryniuk, along with their sons George and Jerome. 6 scholarships granted in 2018 totaled $2,100.

Along with the Maryniuk awards, 2 additional awards amounting to $700 were made in Zheldets under the auspices of the Andrew Kun scholarship program.

Sutaruk Scholarship Fund The Foundation received funds from the Sutaruk Foundation of Michigan to establish the Sutaruk Scholarship Fund for the benefit of students in Dubno (Rivne oblast), Netishyn and Slavuta (Khmelnytskyj oblast). 124 scholarships totaling $38,835 were awarded during the year.

Ukraine Mathematics Award The Shevchenko Scientific Society of America and the U.S.-Ukraine Foundation annually sponsor a mathematics competition for young mathematicians in Ukraine. One award of $3,500 was made during the year.

Health Care and Humanitarian Aid

U.S.-Ukraine Foundation’s Program to improve health care as well as provide humanitarian aid for the People of Ukraine.

During the past year, the Foundation provided $16,000 in grants supporting humanitarian aid in Kharkiv, to victims of human trafficking in Odesa, and to internally displaced Crimean Tatars through a DC Rotary Club project with the organization Crimea SOS.

Informational Services

The Foundation informs its supporters and the general public about its activities in the U.S. and Ukraine, the mutual objectives of both nations, and areas of mutual interest. The Foundation publishes Update, a periodic e- newsletter, maintains a web site, www.usukraine.org, and posts information through its Facebook and LinkedIn pages. The Foundation also supports the visit of Ukrainian policymakers and holds various public policy meetings.

November 14, 2017 - Representatives of the Reanimation Package of Reforms (RPR) group visited the USUF to discuss challenges Ukraine is facing in efforts to battle corruption and to further reform its judicial system, energy sector and other critical areas. RPR encourages relevant international stake-holders to continue to press the Ukrainian government regarding implementation of needed reforms. The Reanimation Package of Reforms is a coalition of 80 non-governmental organizations and includes approximately 300 experts.

December 14, 2017 - Ambassador Steven Pifer (center) was recognized for his contributions to U.S.-Ukrainian relations by Amb. Valeriy Chaly (Ukraine's Ambassador to the U.S.) and Nadia K. McConnell (President, U.S.-Ukraine Foundation) at a gathering organized by USUF.

March 14, 2018 - The Friends of Ukraine Network (FOUN) met to discuss measures that can be taken to challenge Russia's occupation and militarization of Crimea, focus attention on widespread human rights violations on the annexed peninsula and, eventually, return Crimea to Ukrainian sovereignty.

The gathering, held under Chatham House rules, was initiated bythe Embassy of Ukraine in the USA and hosted by the U.S.-Ukraine Foundation. The Ukrainian perspective was presented by Ambassador Valeriy Chaly, as well as Mariya Ionova, a Member of Parliament who serves as the Deputy Chairperson of the Committee for European Integration, Cyborgs movie director Akhtem Seitablayev and former POW Volodymyr Zhemchugov. FOUN participants included Amb. Alexander Vershbow, Amb. John Herbst, Amb. Roman Popadiuk, Ian Brzezinski, Phillip Karber, Herman Pirchner, Orest Deychakiwsky, Nadia K. McConnell, Robert A. McConnell and Adrian Karmazyn.

March 20, 2018 - A delegation of Ukrainian women, who came to the U.S. to participate in a United Nations gender equality forum, met with Rep. Marcy Kaptur (D-OH) at her Capitol Hill office.

The women, who are NGO activists and business entrepreneurs from the Odesa, Donetsk, Cherkasy and Kyiv oblasts of Ukraine, emphasized the importance of increasing women's participation in political decision-making and economic development at the regional and local level, with special emphasis on rural areas of the country.

Earlier that day, the group spoke at the U.S.-Ukraine Foundation, where they talked about the challenges that internally displaced persons fleeing Russia's occupation of the Donbas and Crimea face in establishing new livelihoods in other parts of Ukraine. They also called for more foreign assistance to be targeted at training women's NGOs and citizen advisory councils at the regional, municipal and local level.

March 29, 2018 - Oleksandra Matviichuk, Ukrainian human rights activist (center), spoke at the U.S.-Ukraine Foundation. She leads the human rights organization, Center for Civil Liberties, and is currently participating in Stanford's Ukrainian Emerging Leaders Program.

April 21, 2018 - The U.S.-Ukraine Foundation held a strategic planning session to discuss the mission and goals of the organization in the context of a continuously evolving partnership between the United States and Ukraine. The discussion was facilitated by Dr. Jonathan Peri, President of Manor College in Jenkintown, Pennsylvania.

Members of the Board of Directors, Board of Advisors and staff of the U.S.-Ukraine Foundation held a lively and thoughtful discussion that will inform USUF's strategy for supporting Ukraine's security and democratic and economic development-based on a vibrant U.S.-Ukraine relationship. April 2018 - Oleksandr Solontay (center) , a leading Maidan activist and head of the Political Council of Ukraine's Power of People (Syla Lyudey) political party visited USUF. He was accompanied by Andriy Putilov (left), a politically independent former governor of the Kherson region of Ukraine, who was a passionate participant of the 2014 Maidan Revolution and the 2004 . Mr. Solontay described intensive efforts at the grass-roots level to build Power of People along the lines of a Western-style party, focusing on policy rather than personalities. At the right, Nadia McConnell reminds Mr. Solontay that USUF recognized his leadership skills as part of the Foundation's 40 Under 40 - Ukraine's Emerging Leaders Initiative, which identified 40 outstanding Ukrainians under the age of 40, who demonstrated leadership within their profession while making a significant contribution to the development of their community and Ukraine.

May 21, 2018 – Revered Crimean Tatar leader, Mustafa Dzhemilev, the Ukrainian President's Special Commissioner on Crimean Affairs, visited the U.S.-Ukraine Foundation to discuss the plight of Russian-occupied Crimea.

Participating in the discussion were Orest Deychakiwsky (USUF Board member), Nadia K. McConnell (USUF President), Valeriy Chaly (Ukraine's Ambassador to the U.S.), Tamila Tasheva (Crimea SOS), John A. Kun (USUF Vice President), William Green Miller (former U.S. Ambassador to Ukraine and USUF Board member) and his wife, Suzanne.

June 14, 2018 - The U.S.-Ukraine Foundation took part in the 6th U.S.- Ukraine Working Group Yearly Summit held in Washington, DC and organized by the Center for U.S.-Ukrainian Relations.

USUF President Nadia K. McConnell (pictured left alongside USUF intern Grant Mizell) spoke on a panel titled "Viable Social Cohesion - Assessing Ukraine's Progress/Regress." Ambassador Roman Popadiuk, Chairman of the Board of USUF and the USA's first ambassador to Ukraine, moderated a session on "Developed Market Economics." Orest Deychakiwsky, Vice-Chair of the Board of USUF and former Helsinki Commission policy advisor, moderated a discussion on "Robust Democratic Politics."

August 2, 2018 - Yaakov Dov Bleich, the Chief Rabbi of Kyiv and All of Ukraine, visited the U.S.-Ukraine Foundation in order to share his views about Jewish life in Ukraine and the current situation in the country.

August 7, 2018 - Members of the Friends of Ukraine Network (FOUN), the Ukrainian-American community, the U.S.-Ukraine Foundation and other supporters of Ukraine met to discuss pending and future legislative action on Capitol Hill regarding Ukraine.

August 30, 2018 - On the eve of wrapping up their 10,000 kilometer trip across North America, members of the Chumak Way cycling tour/ Велопробіг «Чумацький Шлях» visited the U.S.-Ukraine Foundation in Washington, DC. The Ukrainian cyclists say their mission is to promote a positive image of Ukraine! And they sure do!!!

It is my pleasure to report that U.S.-Ukraine Foundation’s 2018 Annual Giving Campaign received private cash gifts totaling $419,039from 335 donors.

Highlighting our fundraising efforts this year included a gift of $250,000 by Ms. Irene K. Joseph for the Foundation’s Biotechnology Initiative, which she established in 2017.

Private gifts are extremely important to the U.S.-Ukraine Foundation’s operations. This year’s total of $419,039 represents 76% of all revenue received, $550,192. The balance raised of $131,153 constitutes revenue from the Open World Program of $75,415 with fee income and earnings totaling $55,738.

Volunteer gifts, in the form of in-kind services supporting the Foundation’s operations and programs, totaled $210,595 in value.

The private gifts and many donated hours of service by volunteers illustrate the wide public support for the mission of the U.S.-Ukraine Foundation. Friends and donors make it possible for the Foundation to continue its much-needed work in support of the People of Ukraine.
