Mae hefyd yn archwilio effeithiolrwydd y trefniadau diogelu cyfredol. Cynhaliwyd gwrandawiad cyhoeddus yn y meysydd penodol hyn yn 2019. Mae'r adroddiad hwn hefyd yn tynnu gwybodaeth o'r ddwy astudiaeth achos flaenorol ar yr Eglwys Anglicanaidd, a oedd yn ymwneud ag Esgobaeth Chichester a Peter Ball. Yn ogystal ag argymhellion a wnaed yn yr astudiaethau achos, rydym yn gwneud wyth argymhelliad yn yr adroddiad hwn, sy'n ymdrin â meysydd megis disgyblaeth clerigwyr, rhannu gwybodaeth a chefnogaeth i ddioddefwyr a goroeswyr. Byddwn yn dychwelyd at faterion eraill a godwyd yn yr ymchwiliad hwn, megis adrodd gorfodol, yn adroddiad terfynol yr Ymchwiliad. Eglwys Loegr Eglwys Loegr yw'r enwad Cristnogol mwyaf yn y wlad, gyda dros filiwn o addolwyr rheolaidd. Mae euogfarnau o gam-drin plant yn rhywiol gan bobl a oedd yn glerigwyr neu mewn swyddi o ymddiriedaeth sy'n gysylltiedig â'r Eglwys yn dyddio'n ôl i'r 1940au. Cyfanswm nifer y troseddwyr a gafwyd yn euog sy'n gysylltiedig â'r Eglwys o'r 1940au hyd at 2018 yw 390. Yn 2018, adroddwyd i'r Eglwys am 449 o bryderon ynghylch cam- drin plant yn rhywiol yn y gorffennol agos, yr oedd mwy na hanner ohonynt yn ymwneud â swyddogion yr eglwys. Ers tro, roedd cryn dipyn o droseddu yn cynnwys lawrlwytho neu feddu ar ddelweddau anweddus o blant. Archwiliodd yr Ymchwiliad nifer o achosion yn ymwneud â thramgwyddwyr a gafwyd yn euog a thramgwyddwyr honedig, gyda llawer ohonynt yn dangos methiant yr Eglwys i gymryd datgeliadau gan blant neu amdanynt o ddifrif neu i gyfeirio honiadau at yr awdurdodau statudol. Roedd y rhain yn cynnwys: • Timothy Storey, a oedd yn arweinydd ieuenctid yn Esgobaeth Llundain rhwng 2002 a 2007. Defnyddiodd ei rôl i feithrin perthynas â merched yn eu harddegau. Ar hyn o bryd, mae Storey yn gwneud tymor o 15 mlynedd yn y carchar am sawl trosedd yn erbyn plant, gan gynnwys treisio. Roedd wedi cyfaddef gweithgarwch rhywiol gyda merch yn ei harddegau i staff esgobaethol flynyddoedd cyn ei euogfarn, ond gwadodd orfodaeth. • Victor Whitsey, a oedd yn Esgob Caer rhwng 1974 a 1982. Cwynodd tri ar ddeg o bobl i Heddlu Swydd Gaer am gam-drin rhywiol gan Whitsey ac mae Eglwys Loegr yn ymwybodol o chwe achwynydd arall. Roedd yr honiadau’n cynnwys ymosodiad rhywiol ar fechgyn a merched yn eu harddegau wrth ddarparu cefnogaeth fugeiliol iddynt. Bu farw ym 1987. • Y Parchedig Trevor Devamanikkam, a oedd yn offeiriad tan 1996. Ym 1984 a 1985, honnir iddo dreisio ac ymosod yn anweddus ar fachgen yn ei arddegau, Matthew Ineson, ar sawl achlysur pan oedd y bachgen yn byw yn ei dŷ. O 2012 ymlaen, cyflwynodd y Parchedig Matthew Ineson nifer o ddatgeliadau i’r Eglwys ac mae wedi cwyno am ymateb yr Eglwys. Cafodd Devamanikkam ei gyhuddo yn 2017 a lladdodd ei hun y diwrnod cyn ei ymddangosiad yn y llys. v Yr Eglwys Anglicanaidd: Adroddiad Ymchwiliad Rhwng 2003 a 2018, rheolodd prif yswiriwr Eglwys Loegr (y Swyddfa Yswiriant Eglwysig) 217 o hawliadau yn ymwneud â cham-drin plant yn rhywiol yn yr Eglwys. Fe wnaeth diwylliant Eglwys Loegr ei hwyluso i ddod yn lle y gallai camdrinwyr guddio. Roedd ufuddhau i awdurdod yr Eglwys ac offeiriaid unigol, tabŵs ynghylch trafod rhywioldeb ac amgylchedd lle'r oedd tramgwyddwyr honedig yn cael eu trin yn fwy cefnogol na dioddefwyr yn cyflwyno rhwystrau rhag datgelu na allai llawer o ddioddefwyr eu goresgyn. Agwedd arall ar ddiwylliant yr Eglwys oedd clercyddiaeth, a olygai fod awdurdod moesol clerigwyr yn cael ei ystyried yn eang fel rhywbeth y tu hwnt i waradwydd. Fel rydym wedi dweud mewn adroddiadau eraill, mae sefydliadau ffydd megis yr Eglwys Anglicanaidd yn cael eu nodi gan eu pwrpas moesol penodol, wrth addysgu da a drwg. Yng nghyd- destun cam-drin plant yn rhywiol, roedd esgeulustod yr Eglwys o les corfforol, emosiynol ac ysbrydol plant a phobl ifanc o blaid amddiffyn ei henw da yn gwrthdaro â'i chenhadaeth o gariad a gofal am y diniwed a'r bregus. Mae newid diwylliant yn cael ei gynorthwyo gan uwch arweinwyr yr Eglwys sydd bellach yn dweud y pethau iawn, ond bydd angen mwy nag ystrydebau i newid yn barhaus. Bydd angen parhau i bwysleisio natur ffiaidd cam-drin plant yn rhywiol a phwysigrwydd diogelu yn holl leoliadau'r Eglwys. Gwnaethom archwilio pa mor dda yr oedd yr arferion diogelu cyfredol yn yr Eglwys yn ymateb i fater cam-drin plant yn rhywiol. Tan yn ddiweddar, o leiaf 2015, ni ddyrannodd Eglwys Loegr ddigon o adnoddau i ddiogelu. Mae cyllid wedi cynyddu'n sylweddol, yn enwedig ar gyfer staff diogelu. Mae newid diweddar arall yn golygu na ddylai uwch glerigwyr anwybyddu cyngor staff diogelu os nad ydyn nhw'n hoffi'r cyngor a roddir iddyn nhw. Serch hynny, darganfuwyd enghreifftiau o hyn yn parhau i ddigwydd yn y samplu ffeiliau a gynhaliwyd ar ran yr Ymchwiliad. Esgobion esgobaethol sydd â'r cyfrifoldeb eithaf am ddiogelu o fewn esgobaeth, ac nid yw cynghorwyr diogelu esgobaethol (DSAs) yn darparu “gwrth-bwysau digonol i awdurdod esgobol” yn ôl Mr Colin Perkins (DSA ar gyfer Esgobaeth Chichester).1 Daethom i'r casgliad mai swyddogion diogelu esgobaethol – nid clerigwyr – sydd yn y sefyllfa orau i benderfynu pa achosion i'w cyfeirio at yr awdurdodau statudol, a pha gamau y dylai'r Eglwys eu cymryd i gadw plant yn ddiogel. Mae gan esgobion esgobaethol ran bwysig i'w chwarae, ond ni ddylent fod â chyfrifoldeb gweithredol am ddiogelu. O ran eglwysi cadeiriol, mae'r Eglwys wedi cynnig nifer o newidiadau a ddylai integreiddio diogelu mewn eglwysi cadeiriol i brif ffrwd strwythurau diogelu'r Eglwys, er bod llawer i'w wneud o hyd i sicrhau bod plant yn cael eu diogelu'n well mewn eglwysi cadeiriol a'u hysgolion côr cysylltiedig.

Foreword On 19 September 2018, the Treasurer, the Hon Josh Frydenberg, MP, referred to the committee an inquiry into the removal of refundable franking credits. The Treasurer asked the committee to inquire into and report on the implications of removing refundable franking credits and, in particular, the stress and complexity it will cause for Australians, including older Australians who will be impacted in their retirement. The public response to the inquiry has been extraordinary. The committee held a series of 19 public hearings across the country to allow Australians to have their say in light of a policy proposed to be introduced on 1 July 2019. These hearings were very well attended – often exceeding 300 people. A total of 1777 submissions were published and many more documents were received that could not be published by the time the committee reported. While the participation in the inquiry was high, worryingly the evidence suggests that many people at risk of being impacted from a policy change are unaware of the proposal that could result in them losing a third of their income.
