A selection of caucus outcomes • Central Africa: Issued a Call to Action for Universal Access to Sexuality Education, which several country parliamentarians promised to fulfill. • Latin America and the Caribbean: Adopted a new pact on the health, sexual rights, and empowerment of girls and young women in the region containing commitments from regional political leaders. • Southern and Western Asia: Agreed on a shared advocacy priority on the Regional Action Plan to End Child Marriages in South Asia and created a strategy to see it implemented at the upcoming South Asian Association for Regional Cooperation (SAARC) meeting. • Southeast Asia and Pacific: Issued a call to action aimed at regional policymakers to ensure that the sexual rights of young people and women are respected, protected, and fulfilled. • Eastern Europe and Central Asia: Generated commitments from parliamentarians in four countries to add the issue of human rights and dignity in childbirth to each of their legislative agendas. • Eastern Africa: Resolved to work with national governments and regional bodies to institutionalize accountability mechanisms in programs and policies that track progress for girls and women against stated public commitments. • Southern Africa: Generated plans for a new youth advocacy forum on sexual and reproductive health and rights (SRHR) to facilitate youth-led advocacy in the region. • Western Africa: Finalized a written commitment to collectively develop a model national strategy for SRHR that could be adapted by countries throughout the region, and created a communications platform on social media to drive advocacy around accountability for the SDGs.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

Much has been said and written about the events, and about how terrorism has become a worldwide plague. About the bravery shown by the emergency services personnel, as well as by some people who simply happened to be present during the attacks. About how to react in unity and face this threat firmly, without compromising our values of freedom, openness and tolerance. Surely, this is a grave test for Belgium, and indeed the European Union. Overcoming it will require hard work, ingenuity and patience. It is, however, my firm belief that our society and its values will prevail over violence fuelled by bigotry and ignorance. In the past days, the embassy has received countless messages of support and solidarity. Pakistani people know the suffering brought about by terrorism all too well, as we were again reminded following the recent suicide attack in a Lahore park. As you read these lines, I humbly request that you spare a thought for the persons who lost their lives following the attacks. Innocent lives, lives of commuters, travelers or simply passers-by, from all origins, walks of life and religions. They deserve that much. Many tests to simplify the diagnosis of male infertility have been developed at our andrology laboratory including the MAR test for the detection of antisperm antibodies, the Autosperm system for objective semen analysis, the fertilityScore kit, and Varicoscreen for the thermographic detection of varicocele. The formula of Vermeulen and Kaufman for the calculation of free testosterone has also been generated at our department. Moreover, Frank Comhaire and Ahmed Mahmoud co-edited the WHO clinical manual for the diagnosis and treatment of the subfertile male. Prof. Frank Comhaire, a pioneer andrologist and director of the center retired in 2005. In the following years, the head of department of Endocrinology and supervisor of the Andrology center, Prof. Jean-Marc Kaufman shifted the focus of our research in the direction of the aging male and the effects of hormones on bone. After Jean-Marc Kaufman’s recent retirement in October 2014, Prof Guy T’Sjoen, the new head of the department of Endcrinology, also head of the center for Sexology, is focused on reproductive andrology, pituitary disease, sexology and gender dysphoria, in addition to the above-mentioned fields of research.

The Committee on Social Affairs, Health and Sustainable Development has examined surrogacy from the angle of children’s rights. It thus considers that the Parliamentary Assembly should recommend that the Committee of Ministers: – consider the desirability and feasibility of drawing up European guidelines to safeguard children’s rights in relation to surrogacy arrangements; – collaborate with the Hague Conference on Private International Law (HCCH) on private international law issues surrounding the status of children, including problems arising in relation to legal parentage resulting from international surrogacy agreements, with a view to ensuring that the views of the Council of Europe (including those of the Parliamentary Assembly and the European Court of Human Rights) are heard and taken into account in any multilateral instrument that may result from the work of the HCCH. 1.
