INTRODUCTION

On December 31, 1945, with bulging briefcase in hand, Eleanor Roosevelt (ER) boarded the Queen Elizabeth II. She was joining the other members of the first American delegation to the United Nations (UN) on their voyage to London. It was a sudden change of direction for her. She planned to remain at Hyde Park to write, lecture, and collaborate with candidates and organizations she respected. Although she told the press in April that "the story is over," she later told friends that it felt "wonderful to be free" and looked forward to saying "exactly what [she] thought." Meanwhile, President Harry S. Truman, who wanted to capitalize on ER's popularity with African American voters, asked of State James Byrnes "to find a place for her in foreign affairs." In December, the president telephoned ER to ask her to join the delegation, upon Byrnes's recommendation. ER rejected his offer, arguing that she had no foreign policy experience and was not suitably proficient in parliamentary procedure. She changed her mind under pressure from Franklin D. Roosevelt Jr. and her secretary Malvina ("Tommy") Thompson. ER's sense of duty overrode her initial "fear and trembling." She felt "duty bound" not only to FDR's faith in the UN (and hoped her presence would help the delegates "keep their sights high") but also to the UN itself ( her "one hope for the peaceful world"). She called President Truman back and accepted the appointment. The delegation ER joined New Year's Eve contained some of the most powerful men in Washington: Secretary of State James Byrnes, former Secretary of State Edward Stettinius (whom Truman had named as the American representative to the UN Security Council), and Senators Tom Connally and Arthur Vandenberg (chair and ranking minority member of the Senate Foreign Relations Committee). Five alternates accompanied the delegates: Representatives Sol Bloom and Charles Easton (chair and ranking minority member of the House Foreign Affairs Committee); former Democratic National Committee chair Frank Waller, former Republican National Committee chair John G. Townsend Jr., and John Foster Dulles, Governor Thomas Dewey's foreign policy advisor. Most objected to her appointment and worried that she could impede their goals, siphon off sought-after press coverage, or somehow weaken the delegation's influence. Despite her nervousness, ER understood the opportunity she now had. She wrote her friend Trude Lash, "the delegation won't follow me . . . but I think they won't propose anything they think I would not approve of!" ER had not been involved in the negotiations that shaped the UN, although she had a long-time interest in international governmental organizations. She campaigned for the , chaired the Bok Peace Prize Committee in 1924, and worked tirelessly with the International Committee on the Causes and Cures of War. Because ER did not attend the initial discussions of the UN held in 1944 in Washington, D.C., at the Dumbarton Oaks mansion, she did not observe the wrangling between American, British, and Soviet representatives over the shape of the Security Council. Franklin D. Roosevelt (FDR) denied her request to accompany him to Yalta and thus she missed FDR and Winston Churchill's negotiations with Josef Stalin over veto power and UN membership. She had hoped to attend the conference assigned with writing the UN Charter scheduled for spring 1945, but FDR's sudden death and Truman's preoccupation with ending the war and fending off political attacks from within his own party undermined her chances. She followed those discussions closely, albeit from the East Coast, and confided to her aunt that she felt "a strong hand is [was] missing" in all San Francisco deliberations. When the San Francisco delegates adopted the UN Charter on June 25, 1945, they approved the basic outline of the UN (the General Assembly, the Security Council, the Economic and Social Council, the International Criminal Court of Justice, the Trusteeship Council, and the Secretariat). In addition, after following demands from Latin America and war-scarred nations, the delegates articulated a vision of an organization committed to international security, fairness, and human rights. While the delegates insisted the Charter carefully define the scope and powers of the six major bodies in the UN, they bowed to the Great Powers' insistence that national sovereignty be respected and limited the discussion of human rights to respect for "self-determination for all peoples" and for "human rights and for fundamental freedoms for all without distinction to race, sex, language, or religion." The following day, President Truman told the delegates that history has proven "how deeply the seeds of war are planted by economic rivalry and by social injustice." The strategy linking international stability with a call for economic assistance quickly proved effective, as the following month the U. S. Senate approved the charter with an 89-2 vote. By August 1945, the member nations of the UN voted to give the body power to act, and the U.S. Congress, in stark contrast to its intense resistance to the League of Nations, quickly and overwhelmingly endorsed the organization. As ER's London diary recounts in great detail (Reel 1), she did not know what her duties would be when she set sail for London. When she entered her cabin to unpack, she found piles of documents marked "secret" stacked upon her tables. These documents (found in the early reels of this collection) detail the debates that occurred in San Francisco as well as the positions the U.S. Department of State wanted to promote on a wide range of structural and diplomatic issues during the London meeting. Durwood Sandifer, the State Department aide assigned to ER, helped her translate "the terribly dull" doublespeak she found "all too common." Ralph Bunche and Abe Fortas reviewed "questions of trusteeship" with her. , then principal advisor to the delegation, helped her review briefing papers associated with the agenda the UN had scheduled for its first session. She discussed how the UN's special agencies were supposed to work with young men she called "State Department boys." ER had no specific assignment until Senator Vandenberg approached her as she was returning to her cabin and announced, "we would like to know if you would serve on Committee Three." The Republican's overture prompted two quick reactions: why was he telling her the assignment and why was she not consulted about her preferences the way the other delegates were. She kept these responses to herself, accepted the appointment, and requested committee material to be delivered to her. As she recalled in her autobiography, she "could just see the gentlemen of our delegation puzzling over the list and saying: 'Oh, no! We can't put Mrs. Roosevelt on the political committee. . . . Ah, here's the safe spot for her--Committee Three. She can't do much harm there!" Committee Three, or the UN's Third Committee on Humanitarian, Social and Cultural Concerns, was only half of ER's assignment. As documents in this collection detail, ER also served as a delegate to the United Nations General Assembly, a body much more defined than Committee Three. Article 7 of the UN Charter created the General Assembly to be the heart of the UN and authorized it to "discuss any questions or any matters within the scope of the present charter or relating to the power and functions of any organs provided for in the current charter." ER served as an American delegate to the General Assembly for seven years, 1946-1952. In that span, she endorsed the controversial Morgenthau plan for the deindustrialization of Germany, lobbied for the Baruch plan for international control of atomic energy, and pushed the American delegation to support the partition of Palestine and the creation of a Jewish homeland. Although there are several documents relating to ER's work for Committee Three, the majority of the material relates to ER's work as a delegate to the General Assembly and her status as an international symbol of diplomacy and human rights. The documents in this collection deal mostly with ER's work for the General Assembly, the instructions and briefings she received from the State Department, and correspondence she received from citizens around the world asking for help, offering advice, or drawing her attention to a specific issue. A small selection deals with the creation of the Commission on Human Rights and its struggle to decide whether or not to hold hearings on the thousands of appeals it received from refugees. The UN General Assembly began its first session on January 10, 1946, in Westminster's Great Hall. The London session quickly tackled two critical tasks: selecting the first president of the General Assembly and addressing the needs of the more than one million displaced persons living in Europe. Early records detail the support the American delegation gave the socialist foreign minister of , Trygve Lie, over the socialist foreign minister of Belgium, Paul Henri Spaak, and reveal ER's frustration with the delegation's mishandling of its support of Lie. When Spaak won, Lie held the United States responsible, a position ER shared, telling a friend the situation was handled ineptly. ER then helped shore up support for Lie within the delegation when he successfully ran for secretary general and lobbied for him when his support among her colleagues waned. ER's work on Committee Three, she later wrote, was what helped her "understand the inner workings of the UN." This "safe" committee dealt with "one of the subjects that created the greatest political heat on the London sessions": political refugees. Several reels in this collection detail the petitions Committee Three received from Ukrainians, Lithuanians, Latvians, Estonians, and Greeks (as well as Jewish survivors of the Holocaust) seeking political asylum and protection from home governments insistent upon their return. ER called these incarcerated Europeans "a new type of political refugee . . . who have been against the present governments" who "if they stay at home or go home will probably be killed." The Soviets countered by first declaring that they were not refugees but "quislings, traitors, war criminals or collaborators" and, second, that the plight of refugees was an internal Soviet issue and, therefore, not a matter of international concern. As the debate intensified, ER spent days trying to guide a resolution through the committee that would be acceptable to both American and Soviet delegates on such issues as the right of refugees to criticize a member nation of the UN, the right to choose a political belief, and the right to food and shelter. When the committee could not reach a consensus, Peter Frazer, chair of Committee Three, presented a majority report to the General Assembly calling for the refugees' right to self-determination. Andrei Vyshinsky, the Soviet delegate to Committee Three and one of Russia's greatest legal minds whom, ER recalled, possessed "the ability to use the weapons of wit and ridicule," rose to object to the March 25, 1946, report and began a point-by-point rebuttal of Frazer's report. When it was clear the United States would have to respond, the male members of the delegation huddled and then sent Dulles to ask ER to respond since "nobody else [was] really familiar with the subject." Reel 15 contains the received press coverage of her victory over Vyshinsky. The refugee issue was far from resolved. "The vote meant that the Western nations would have to worry about the ultimate fate of the refugees for a long, long time," ER recalled, "but the principle of the right of an individual to make his own decisions was a victory well worthwhile." The battle persisted and petitions continued to inundate the committee. After intense discussion with her fellow committee members and conversations with State Department staff, ER concurred with the decision by Committee Three (and later the Human Rights Commission) not to hold hearings and instead, as the correspondence with John Humphrey shows, agreed that the petitions battle must be resolved in the Security Council. (Reel 17) ER's experience at the UN increased her already strong support of economic and social rights and, as her work on the Covenant for Economic, Social and Cultural Rights showed, often put her at odds with the Truman administration, the State Department, and her fellow delegates. Her tenure in the UN also reinforced her firm conviction that the best way to fight communism was to show the world that democracy works for all people. She worked closely with the leadership of the Economic and Social Council (ECOSOC) to expand American and Western acceptance of economic and social rights, played a key role in creating and supporting the United Nations Educational, Scientific and Cultural Organization (UNESCO), and relentlessly campaigned to raise funds for the United Nations Children's Fund (UNICEF). As Truman embraced "iron curtain" rhetoric, ER, like her colleague John Foster Dulles, worried that American foreign policy was too negative. She thought the Truman Doctrine too punitive and questioned why the United States rushed to replace British military and economic aid to Greece and Turkey. She was angered by both Secretary of State Dean Acheson and Averell Harriman for "taking over Mr. Churchill's policies," declaring this "is not the way to really create a barrier to communism or to promote democracy." She was also angry with the Soviet delegation for its attempted obstruction of the Marshall Plan and repetitious declaration that American segregation proved that American calls for democratic conduct were hypocritical rhetoric. Such outspokenness does not mean that ER was pure of heart and politic. As Reel 22 shows, when the National Association for the Advancement of Colored People asked ER to accept its petition on racial discrimination and enter it into the official record, she refused with a mixture of sadness and anger, arguing that it would undermine American effectiveness with the UN, particularly the Commission on Human Rights. Nevertheless, as the material on the establishment of the Commission on Human Rights proves in great detail, ER's greatest contribution to the UN was chairing the Commission on Human Rights from 1946-1952 and chairing its subcommittee charged with drafting the Universal Declaration of Human Rights from 1946-1948. In many ways, this is the richest part of the collection for what it tells of ER, as well as for the world's desire for and interpretation of human rights. There is correspondence from noted American nongovernmental organizations (American Association of University Women, the American Civil Liberties Union, the League of Women Voters, the National Association for the Advancement of Colored People, the United States Chamber of Commerce, just to name a few), as well as renowned and unknown international scholars, jurists, philosophers, clerics, and citizens. There are resolutions, drafts, agendas, summary reports, and transcripts of meetings ER chaired or attended while working on the declaration. Of particular interest is the section on the Nuremberg war crimes trials and the impact its precedent had on commission members and the construction of human rights law. (For more information on ER's role on the Commission on Human Rights, see the introduction to Part II of this series). ER left the UN on December 31, 1952, when newly elected president Dwight D. Eisenhower accepted her resignation. She did not want to go and hoped until the last minute that the incoming president would reject the resignation that political tradition required her to submit and that he would allow her to complete the final year of her second term. When that did not happen, she turned her considerable energy into promoting the UN around the world, strengthening the American Association for the United Nations, and speaking out in support of the Universal Declaration of Human Rights. ER would remain active in UN affairs until her death on November 7, 1962. Taken together, these materials show what ER's life at the UN was like, how she grew as a delegate and an activist, and the conflict the American delegation encountered as it struggled to develop an effective deterrent to communism other than cold war rhetoric, military maneuvers, and impenetrable borders. Readers should take note, however, that this collection is only a sampling of ER's UN-related material. While it is a complete record of the materials ER donated to the Franklin D. Roosevelt Library in Hyde Park, New York, security concerns precluded her from donating any material classified either by the State Department or the UN.
