YORK REGION DISTRICT SCHOOL BOARD PROPERTY MANAGEMENT COMMITTEE MINUTES OF MEETING #6 (PUBLIC) SEPTEMBER 19, 2012 The public session of the Property Management Committee meeting was held at 5:15 p.m. in Room 200 at the Aurora Education Centre on Wednesday, September 19, 2012 with Committee Chair D. Giangrande presiding and the following trustee members present: P. Adams-Luchowski, L. Carruthers, C. Chan (via audio conference), A. DeBartolo, N. Elgie, S. Geller, J. Nathan, M. Van Beek and A. Yeung. The following resource staff members were also in attendance: D. Adams, K. Brady, G. Luk, W. Muirhead-Toporek, J. Peake, M. Roberts, J. Ross, T. Sprayson, J. Stoangi, K. Thurston and C. Tulley. Regrets: Trustee J. Hertz. DECLARATION OF CONFLICT OF INTEREST Committee Chair D. Giangrande asked any trustee who has a direct or indirect pecuniary interest in any matter being discussed during the meeting to state their conflict and the nature thereof. No conflicts were declared by trustees at this time. BOARD REPORT RECOMMENDATIONS (*)1. That the York Region District School Board approve the following recommendations, as outlined in the staff report dated September 19, 2012. (Appendix 1) 1. That the York Region District School Board will not require a public elementary school site within Proposed Development Application OP.12.007 / Z.12.016 / DA.12.038, City of Vaughan. 2. That the Director of Planning for the City of Vaughan be advised of this action. Note: Trustees P. Adams-Luchowski and J. Nathan entered the meeting at 5:25 p.m. (*)2. That the York Region District School Board approve the following recommendations, as outlined in the staff report dated September 19, 2012. (Appendix 2) 1. That the York Region District School Board will not require a public elementary school site within Proposed Development Application Z.12.020 / 19T-12V002, City of Vaughan. 2. That the applicant provide a Traffic Demand Management (TDM) Study to the Board and address any concerns, to the Board’s satisfaction, prior to Draft Approval. That the applicant provides a Shadow Impact Study to the Board and addresses any concerns, to the Board's satisfaction, prior to approval. 3. That the applicant provide fencing along the common property boundary to the Board's standards. 4. That the Director of Planning for the Town of Richmond Hill be advised of these actions. (*)4. That the York Region District School Board approve the following recommendations, as outlined in the staff report dated September 19, 2012. (Appendix 4) 1. That the York Region District School Board will not require a public elementary school site within Proposed Development Application 19T-12K01 / Z-2012-01, Township of King. 2. That the Director of Planning for the Township of King be advised of this action. DISCUSSION ITEMS Schedules: New Elementary and Secondary Schools, Additions to Schools and Replacement Schools 2012-2014 Staff provided information to committee members regarding the Schedules: New Elementary and Secondary Schools, Additions to Schools and Replacement Schools 2012-2014. YORK REGION DISTRICT SCHOOL BOARD PROPOSED DEVELOPMENT APPLICATION OP.12.010 / Z.12.025 CITY OF VAUGHAN BACKGROUND: The purpose of this report is to request approval of the comments that are to be submitted to the City of Vaughan concerning the Board’s requirement for a school site within the proposed development application. The application is located within the Vaughan Metropolitan Centre (VMC) Plan area. The VMC Plan establishes land use policies and urban design guidelines for future development and investments in this new community. It is anticipated that build-out of the VMC will occur over several decades. The Board has identified the need for three elementary school sites to serve future development from this area. The subject application has been circulated to the Board in advance of any secondary or precinct plan for the VMC which would typically assist agencies by coordinating details regarding phasing of development, timing of infrastructure and community facilities. Staff recommends the completion of a secondary plan or precinct plan prior to processing of development applications by the City to ensure appropriate school accommodations are made available in a timely manner. RATIONALE: A. Applications: OP.12.010 / Z.12.025 by 1834371 Ontario Inc. (Liberty Development Corporation) Agent: 1834371 Ontario Inc / Liberty Development Corporation (Attention: Lezlie Phillips) B. Location: The proposed application is located south of Regional Road 7 and east of Jane Street in the City of Vaughan. The proposed Official Plan and Zoning By-law amendments have been submitted for a mixed use development consisting of four residential condominium towers ranging in height from 10 to 38 storeys connected by retail use podiums and a 14- storey office tower to be constructed in three phases. Please see attached map (Appendix A). C. Proposed Housing Units: Condominium Apartments 1,328 TOTAL 1,328 D. Total Pupil Yield: Elementary 27 - 120 Secondary 13 - 53 City of Vaughan – Proposed Development Application OP.12.010 / Z.12.025 Page 2 of 3 The pupil yields reflect high-density community yields at the low end and high-density regional yields at the high end. E. School Accommodation: Elementary Current Attendance Area At the elementary panel, the plan is located within the Glen Shields Public School attendance area. Glen Shields Public School is a Junior Kindergarten to Grade 8 School with a functional capacity of 511 and a September 28, 2012 enrolment of 465.50. The subject lands are currently occupied by employment and industrial uses spanning over three existing properties. Due to these considerations, it is expected that development will not occur until post 2015. Staff will review accommodation in the family of schools when pace of development in the area is clearer to ensure appropriate student accommodation is available. Secondary Current Attendance Area At the secondary panel, the plan is located within the Vaughan Secondary School attendance area. Vaughan Secondary School has a functional capacity of 1,066 and an September 28, 2012 enrolment of 1,129. ESTIMATED COST: Not applicable at this time. TIMELINE: The City of Vaughan had requested the Board’s comments concerning the Proposed Development Application OP.12.010 / Z.12.025 by August 14, 2012. An extension of time in which to comment has been requested from the City of Vaughan. RECOMMENDATIONS: That the York Region District School Board approve the following recommendations: (*)1. That the York Region District School Board will not require a public elementary school site within Proposed Development Application OP.12.010 / Z.12.025, City of Vaughan. (*)2. That the City of Vaughan complete a Secondary or Precinct Plan for the Vaughan Metropolitan Centre Area to ensure provision of school sites in a timely manner. (*)3. That the Director of Planning for the City of Vaughan be advised of this action.
