It is the bifurcation point, the point of division, separating ‘before’ and ‘after’. For Estonian society these events are even more important than joining NATO or European Union. Before April 2007 we lived in one country and now we are getting used to living in another one. Or were these merely illusions and as Eugeny Golikov wrote «the world has not changed, it has just partially revealed its face» («Tallinn», no. 2‑3, 2007)? Before April 26, 2007 we, the population of Estonia, believed that we lived in a democratic country, with proper separation of powers, with efficiently balanced executive and legislative powers, with independent courts, a free press, social control over government, in particular over the security agencies, and so on. After April 26 it turned out that not all this was true, or was not exactly true, or was even false. It turned out that some mechanisms, considered deeply rooted in the democratic society, had no effect and some procedures were easily abandoned. Just one example: by order of the Police Prefect, all public rallies and meetings in Tallinn were prohibited from April 30 till May 11, 2007 and it did not result in any protests or even questions, although this was a restriction of the constitutional right to express opinions, the right of peaceful assembly, rally and demonstration. -

This paper presents an overview of changes in history teaching/learning in the general education system during the transition period from Soviet dictatorship to democracy in the renewed state of Estonia. The main dimensions revealed in this study are conception and content of Estonian history education, curriculum and syllabi development, new understanding of teaching and learning processes, and methods and assessment. Research is based on review of documents and media, content analysis of textbooks and other teaching aids as well as interviews with teachers and experts. The change in the curriculum and methodology of history education had some critical points due to a gap in the content of Soviet era textbooks and new programmes as well as due to a gap between teacher attitudes and levels of knowledge between Russian and Estonian schools. The central task of history education was to formulate the focus and objectives of teaching the subject and balance the historical knowledge, skills, values, and attitudes in the learning process. New values and methodical requirements were included in the general curriculum as well as in the syllabus of history education and in teacher professional development. Keywords: history education, history curriculum, methodology Introduction Changes in history teaching began with the Teachers’ Congress in 1987 when Estonia was still under Soviet rule. The movement towards democratic education emphasised national culture and Estonian ethnicity and increased freedom of choice for schools. In history studies, curriculum with alternative content and a special course of Estonian history was developed. -

In the years between the two World Wars the concept became more political in nature: after Estonia, Latvia and Lithuania obtained their independence in 1918 the region gradually became understood as the geographical entity made up of these three republics. Although the Baltic region is geographically fairly homogeneous, each of the newly restored republics possesses unique geographical and strategic features. -

(2015) 14:1, pp.72-93: http://www.tandfonline.com/doi/full/10.1080/17449057.2014.933051#.U8EwofldWSo Identity and Integration of Russian Speakers in the Baltic States: A Framework for Analysis Dr Ammon Cheskin, Central and East European Studies, University of Glasgow [email protected] Abstract: Following a review of current scholarship on identity and integration patterns of Russian speakers in the Baltic states, this article proposes an analytical framework to help understand current trends. Rogers Brubaker’s widely-employed triadic nexus is expanded to demonstrate why a form of Russian-speaking identity has been emerging, but has failed to become fully consolidated, and why significant integration has occurred structurally but not identificationally. By enumerating the subfields of political, economic, and cultural ‘stances’ and ‘representations’ the model helps to understand the complicated integration processes of minority groups that possess complex relationships with ‘external homelands’, ‘nationalizing states’ and ‘international organizations’. Ultimately, it is argued that socio-economic factors largely reduce the capacity for a consolidated identity; political factors have a moderate tendency to reduce this capacity; while cultural factors generally increase the potential for a consolidated group identity. This article proceeds by reviewing the scholarly literature from 1992-2014 relating to Russians/Russian speakers in the Baltic states.
