11th LD Democrats General Meeting Minutes February 16, 2004—Renton Carpenters Hall

The meeting was called to order and the flag salute given. Meeting agenda and previous meeting minutes were approved. Offi- cer and Committee Reports included a special thank you to all volunteers who were area coordinators and registrars at the pre- cinct caucus sites. Chocolate cakes were served in their honor. Also of note was that over 1,000 voters attended the caucuses in the 11th and approximately $1,000 received in donation.

The E-Board meeting on 2/13/04 was highlighted by a group discussion on the 2005 State budget shortfall led by guest, The Honorable Phil Talmadge. John Guevarra has been tasked with putting together a committee to explore this further and give a report-out at the April meeting. Committee purpose is to look at the problem, review options, present back to the membership a plan for contacting and meeting with legislators and members of State government offices and agencies.

The membership voted to donate $100 to WSDCC in appreciation for their support of the caucuses and another $100 to the Washington Young Democrats for their annual convention. Treasurer’s report stated a checking balance of $1,862.25 to date, and saving account balance of $25.76.

Congratulations were given to our new PCOs: Susan Kruller, Pat Fletcher, Jason Alley, Mickie Stewart, James Flynn, Kara Ral- ston, and Jeffrey Fornalski.

The program was a very special one with Velma Veloria and guests (Emma Catague and Norma Timbang from the Asian Pacific Islander Women and Family Safety Center, and Kaname Tsutsumi, Professor from Kyushu International University) presenting the global issues of the trafficking of women and children. We were also fortunate to have the candidates for the 7th Congres- sional District open seat, Alex Alben and Heidi Behrens-Benedict and for Washington State Attorney General, Deborah Senn and Mark Sidran. Clive Stockmeyer also presented a brief talk on the status of the Seattle Monorail (he will be back with us in April to give a more detailed approach). Azziem Underwood collected $156.00 in raffle donations. The next meeting will include an Irish dinner (with a suggested $5.00 donation) since we meet on the eve of St. Patrick’s Day. Meeting was adjourned at 9:30 pm.

Next Steps: Legislative, County, Congressional and State Convention Information Any Democrat can be nominated at each level even if they had not been elected as a delegate from a previous level. However, only Delegates (and seated Alternates) may vote at a given level. For example, if you are seated as a Delegate at the 11th LD Caucus, then you can vote on any matters at that Caucus. If you are not a seated Delegate, then you may not vote at that caucus.

However, you may run for Delegate or Alternate for the next level—Congressional District Caucus and State Convention.

*** If you are interested in being a National Convention Delegate you should submit your letter of intent even if you are not elected to be a Congressional District Delegate.

Blue and yellow "Certificates of Election" were given to delegates and alternates at the precinct caucuses. If you did not get one or lost yours, then do not worry—the certificates are not required for participation at the County Conventions and Legislative Dis- trict Caucuses. While they may help in determining if you were elected a delegate they are not essential. We have your names and will go from that list.

You will be notified by the Party of each meeting in the process. The Rules require that notice shall be given at least ten (10) days in advance to each delegate and alternate and to the news media by the appropriate chair of each organization through each stage of the process.

Precinct Caucuses were held on Saturday, February 7th. The Precinct Caucuses elected delegates and alternates to the 11th Legislative District Caucus and the King County Convention.

11th Legislative District Caucus will be held on Saturday, May 1st at the New Holly Gathering Hall at 7054 32nd Avenue South, Seattle, WA 98118. The business of the 11th Legislative District caucus shall be the election of delegates and alternates to the Congressional District caucuses and the 2004 Democratic State Convention. The district platform shall also be consid- ered at this meeting. There will be a registration fee (amount TBD). Payment of fee shall not be condition of participation or election. Committees have been established to prepare for the 11th LD Caucus: ♦ Location Committee – Marc Kearns

♦ Agenda/Rules Committee – Susan Sheary Establish proposed agenda and rules for 11th LD caucus.

♦ Platform Committee – Emily Willoughby Review resolutions and platform planks submitted at the Precinct Caucuses.

♦ Credentials Committee – Robin Jones/Martha Koester Review and approve credentials of delegates and alternates.

♦ Refreshment Committee – Mary Lou Gilbert

A packet with proposed rules, draft platform and delegate information will be sent out approximately 10-20 days prior to the 11th LD caucus on May 1, 2004.

King County Convention will be on May 8, 2004. Location TBD. (Note that all other counties in the state will meet on April 24, 2004, King County is the sole exception in this regard.)

The business of the county convention shall include the adoption of a platform or resolutions. Delegates to the county convention shall be the duly elected delegates or alternates from the precincts within the county.

Congressional District Caucuses are held on Saturday, May 29, 2004, convening at 10:00 AM. Location TBD.

The principal business of the congressional district caucuses shall be the election of delegates and alternates to the National Convention. The State Chair shall appoint a chair and a secretary for each congressional district caucus. Each congressional district caucus shall also elect one Presidential Elector, an alternate Elector, and one member of the State Party Judicial Review Board.

*** An individual can qualify as a candidate for district-level delegate or alternate to the 2004 Democratic National Convention by filing a statement of candidacy designating his or her presidential (or uncommitted) preference and a signed pledge of support for the presidential candidate (including uncommitted status) with the State Party by no sooner than April 1, 2004 and no later than May 14, 2004 at 5:00 P.M.

Each candidate for district-level National Convention delegate or alternate may use up to three (3) minutes on his or her own behalf for nominating and seconding speeches and a speech by the candidate. The three (3) minutes may be allocated at the candidate's discretion.

State Convention is on June 5th, in Tacoma. Notice shall be given at least ten (10) days in advance to each delegate and alter- nate and to the news media by the State Chair.

The business of the State Convention shall include the election of (2) Presidential Electors and alternates, one male and one female each. Workshops may be held at the discretion of the State Chair. There will be approximately 1,600 elected delegates and 800 elected alternates to the State Convention.

Each elected State Convention delegate shall be requested to pay a $50.00 state convention registration. No person shall be excluded or disqualified at any level on the basis of non-payment of such registration or any fee

Democratic National Convention will be in Boston, Massachusetts — July 26, through July 29, 2004.
