CONFIRMATION OF THE MINUTES OF THE EARLIER MEETING

The minutes of the 132nd State Level Bankers’ Committee Meeting convened on 28.12.2012 (already circulated vide SLBC letter dated 21.01.2013) may be confirmed.

AGENDA No: 2 New Issues 133rd SLBC

1. Setting up of Rural Self-Employment Training Institutes (RSETIs)

All the Four having Lead District responsibilities have since opened RSETIs in the lead districts allotted to them (Total 31 RSETIs).

In addition to the 12 Lead districts allotted, IOB has opened a RSETI (13th) at Kothagiri in Nilgiris District to impart skill training to Tribal People of the Nilgiris District.

Performance of the RSETIs during April to December 2012:

All the 32 RSETIs in the State should endeavour to obtain A+ grade during the current year. We advise the sponsor banks of RSETIs to refer to SLBC letter dated 02.11.2012 enclosing the targets advised by Ministry of Rural Development, Government of and monitor the progress towards achieving the targets. The Monitoring Cell of National Academy of RUDSETIs had advised certain parameters to all the RSETIs for grading them. The RSETIs should comply with the requirements to get A+ grade.

The RSETIs are advised to enroll themselves with Entrepreneur Development Institute (EDI) for conducting training programmes for the beneficiaries of NEEDS Scheme launched by Government of .

2. Setting up of Financial Literacy & Credit Counselling Centres (FLCCC)

Four Lead banks namely IOB, Indian , & State have completed establishment of FLCCCs in their lead districts (31 districts). Apart from the four lead banks, Bank of India and ICICI Bank Ltd have opened FLCCC each one at Chennai.

Reserve Bank of India advised all the rural branches of Scheduled Commercial Banks including RRBs to undertake the financial literacy activities and report the progress details to SLBC and RBI. Further, they have advised that all the rural branch and FLCs to prepare a calendar for conducting FLC camps in the beginning of the year and advised the banks to give a wide publicity to the Financial Literacy drive.

All the member banks are advised to instruct your rural branches suitably on the above and submit the consolidated progress details of your bank to SLBC and RBI.

3. Identification and allotment of villages under Financial Inclusion which were earlier omitted due to the presence of PACBs

Reserve Bank of India advised SLBC to identify and allot villages for provision of banking services under Financial Inclusion which were earlier classified as banked villages due to the presence of Primary Agricultural Co-operative Banks (PACBs). SLBC consolidated a list of 599 such villages identified by Lead District Managers and allotted the same to various member banks. The list was modified subsequently to avoid duplication and repetition as per the request of LDMs and the final number of villages now stand at 556.

Consolidated district-wise and bank-wise list of allocation is provided for the benefit of the member banks. The consolidated and detailed district-wise and bank-wise lists are available in our website www.slbctn.com under Financial Inclusion head.

The member banks are requested to complete coverage of their allotted villages before March, 2013.

4. Extension of “Swabhimaan” – providing banking services in every villages having population of over 1600 & providing banking services in every villages having population of below 1600

I. Extension of “Swabhimaan” A) Directions from Ministry of Finance, GOI

Ministry of Finance, Government of India, have advised the revised guidelines on financial inclusion - “Extension of Swabhimaan” for providing banking services in every village having population of over 1600 by March, 2013.

SLBC identified and allotted to various banks 1660 villages with population over 1600 to 2000 as per 2001 census.

II. Providing banking services in every villages having population of below 1600

As desired by Hon’ble Chief Minister of Tamil Nadu, Banks have decided to provide banking facilities in all the villages in the State irrespective of the population. Total villages identified and allotted is 5895 villages in 31 districts under the category of 0 to 1600 population.

III. Providing Banking services in villages which were omitted earlier due to the presence of PACBs: As advised by Reserve Bank of India, SLBC identified 556 villages as unbanked villages which were not identified earlier due to the presence of PACB/PACS and allotted to various banks for coverage before march,2013.

Total No. of villages under all the categories is 8111 villages. As per monthly progress report submitted by banks only 2627 villages have been covered as of January 2013. Member Banks are requested to ensure coverage of all villages in the State by March 2013 to make our State No.1 in the country.

Member banks are requested to ensure extension of banking services to the allotted villages to the respective banks before March, 2013 as already agreed in 130th SLBC meeting held on 28.06.2012, 131st Meeting held on 27.09.2012 132nd meeting held on 28.12.2012 and Special SLBC meeting held on 30.01.2013.

As the progress report is to be keyed in directly in the Ministry of Finance website by SLBC before 5th of every month, all the participating banks are requested to submit the monthly progress report (SW3- format enclosed) in all the category separately to SLBC by the 5th of every succeeding month without fail.

5. Campaign to ensure at least one Bank Account for each family in all villages and urban areas.

Ministry of finance, Government of India advised banks to launch a campaign to ensure each family living in the FI villages has an account with the branch to facilitate electronic benefit transfer of subsidies under the 32 schemes of Govt. of India

Ministry of Finance, Government of India has clarified that opening of accounts should not be restricted only to FI Villages and the campaign should cover all the rural villages and urban areas by banks in their service area.

All the member banks and Lead Districts Managers are requested to carry on the campaign for opening of accounts as per the directives. All member banks are requested to submit the monthly progress report on or before 4th of every succeeding month to SLBC.

The latest bank wise position as of 31st January 2013 in opening bank accounts for each family is enclosed. The percentage of households having bank accounts in the State has gone up to 72.50% from 52.50% after the launch of the campaign. All the member banks are requested to expedite to complete coverage of 100% of the households by March, 2013.

6. Allocation of Revised Targets for Educational loans by Government of India:

Ministry of Finance, Government of India vide their letter dated 11.10.2012 has advised revised targets for education loan for all the banks including private sector banks, Regional Rural Banks and Co-operative Banks. SLBC vide letter dated 15.10.2012 advised the revised targets to all the Public Sector, Private Sector banks, RRBs and Co-operative Banks. The total revised educational loan outstanding target for Tamil Nadu is Rs 14273.65 crores with a physical target of 9, 50,150 accounts for the year 2012-13.

Banks have reached the educational loan outstanding of Rs. 13880.69 crore against the target of Rs. 14,273.65 Crore and No. of accounts is 881707 against 9, 50,150 accounts as of January 2013. All the member banks are requested to expedite achievement of educational loan target before March, 2013.

Bank wise outstanding position as of 31st January, 2013 in educational loan is enclosed.

The member banks are requested to furnish the progress to SLBC on or before 5th of every succeeding month without fail.

7. Ultra Small Branch (USB)

Ministry of Finance, Government of India advised that at places where the opening a conventional Brick & Mortar Branch is presently not viable, the Bank may set up USBs.

When the Bank reaches the desired level of business, the USB can be upgraded into a regular Bank Branch.

In Tamil Nadu banks have covered 4445 villages with a population of 2000 and above under Financial Inclusion. Banks have opened 3359 USBs in the State as on 31.01.2013. The bank wise data on USBs opened in the state is enclosed.

Member banks are requested to expedite opening of Ultra Small Branches in the remaining villages wherever BCs are engaged and ensure 100 % achievement as per the guidelines of Ministry of Finance.

The member banks are requested to furnish the progress to SLBC on or before 5th of every succeeding month without fail.

8. Detection of Counterfeit Bank Notes –Revised Procedure Advised by RBI

SLBC placed a detailed agenda in its 127th Meeting held on 16.09.2011 along with the detailed circular issued by Reserve Bank of India dated 25.07.2011 and requested all the member banks to submit monthly progress report in the following format:

SLBC requested the member banks vide their letter 09.05.2012 and also through request letters every quarter to submit the monthly progress report by 5th of every succeeding month. The member banks were also reminded through letters, e-mails and over phone for submission of the report.

During the 132nd Meeting of the SLBC, CGM, Reserve Bank of India advised the defaulting Banks to submit the data to SLBC without fail. Despite all the above attempts, data from the following banks was not received for the month of December 2012:

9. Financial Inclusion – Drive to open Bank Accounts for Migrant labourers, Street Vendors / Hawkers in Urban Areas

Ministry of Finance, Government of India advised Banks to initiate a special drive to open accounts of migrant labour and street vendors / hawkers in Urban Areas in order to inculcate saving habits and to extend banking facilities to them.

SLBC has launched a special campaign for a period of one month w.e.f.10.12.2012 in Tamil Nadu for opening of the accounts of migrant labourers. SLBC has also established a 24x7 Toll Free number and a separate e mail ID for grievance redressal during the campaign of one month period.

The special campaign ended on 10.01.2013. Member banks have opened 32444 accounts of the Migrant Labourers, Vendors and Street Hawkers during the campaign period of one month. So far 73547 accounts of Migrant labourers, vendors and street hawkers have been opened by banks since01.04.2012.

The member banks are requested to advise their branches in Tamil Nadu to continue opening of accounts of the migrant labourers, vendors and street hawkers and to achieve 100% coverage before March, 2013.

10. Revival, Reform and Restructuring Package for Handloom Sector

The Revival, Reform and Restructuring package is announced by Government of India to promote the weavers/handloom sector and the implementation process of the same has already commenced from 2011-12. Operational guidelines in respect of claims for interest subvention and waiver of individual weaver loans have been issued to all banks vide our letters dated 25.01 2012 and 17.02.2012.

Government of India allocated a target of 20,000 Weavers Credit Cards for Tamil Nadu. Department of Handlooms and Textiles have so far sent 29283 applications to banks through LDMs of the 20 implementing districts as advised by Additional Director during the video conference held on 21.02.2013..

The targets were allotted during June, 2012. The progress under the scheme for issuance of Weavers by banks as of January 2013 is only 3664 cards to the tune of Rs.997.48 lacs and disbursements to the tune of Rs.538.75 lacs has been done so far.

We have been advised by member banks / LDMs that the following are the impediments in sanction of weavers’ credit cards:

1. Some of the applicants when contacted by the branch, express their unwillingness to avail the credit.

2. Banks find during pre sanction inspection that many applicants are found to be not in weaving profession at present and engaged in some other vocation.

3. Many applicants are found to be existing NPA defaulters of the banks.

4. The weavers are not holding any valid ID cards in many places. The validity of the cards expired long back and not renewed by the State Government. The Director, Department of Handloom and Textiles, Government of Tamil Nadu is requested to issue directions to the Asst. Directors to send only valid applications. The member banks should not keep any valid applications pending for the above reasons and advised to dispose of all the pending valid applications on merits before 31.03.2013.

11. Mahatma Gandhi National Rural Employment Generation Scheme (MGNREGS) The meeting of the core committee on payment of MGNREGS wages through banks was held on 17.10.2012 and the minutes of the meeting was forwarded to all member banks and Lead District Managers for immediate action. A special SLBC meeting was convened on 03.12.2012 and the minutes thereof was forwarded to all the member banks.

It was decided in the meeting that Rural Development Department will facilitate 100 % opening of Bank accounts entry into the NREGS website and verification of these accounts of each individual by District level APO (WE) DRDA by 05.12.2012 and also ensure forwarding of the verified data to the respective banks by 05.12.2012.

As the banks are yet to get the full data from the pilot districts, the validation process could not be completed. Rural Development Department is requested to send the full data to the respective banks at the earliest to enable them to verify and validate.

12. Swaraojgar Credit Card (SCC) Scheme- Target for 2012-13

NABARD, Chennai vide their letter dated 01.11.2012 advised the bank wise targets under Swarojgar Credit Cards (SCC) Scheme for 2012-13. NABARD’s letter along with the bank wise targets was placed in as an agenda item in the 132nd meeting of the SLBC.

The member banks were advised to fix up district wise / branch wise targets to their branches in the State and to monitor the progress and ensure achievement of targets during the current year 2012-13.

The member banks are requested to submit quarterly progress reports in the prescribed formats (Annexure-II-A and Annexure-II-B) directly to NABARD in time.

13. T.N.Government’s Scheme for Poultry Development:

Government of Tamil Nadu launched a scheme for Poultry Development in districts other than Namakkal, Erode, Salem, , Tiruppur and The Nilgiris. The scheme aims to promote broiler units with 1000-5000 birds and 250 birds units in the case of country chicken. The details of the scheme were placed in the 132nd meeting of the SLBC.

The small committee of the bankers discussed further on the tripartite agreement and suggested certain changes. Department of Animal Husbandry in consultation with the integrators carried out the suggested modifications. The format of the agreement was finalized and circulated among the member banks already by SLBC and a copy is enclosed below for the ready reference of member banks .

The member banks are requested to dispose the pending applications at the earliest and to claim subsidy from the State Government and NABARD.

In continuation to the reference 1st cited, a tripartite agreement was prepared and circulated. However, the integrators had intimated that certain clauses in the agreement were inimical to their interests and they had requested for certain moderations.

In response to that, the Director of Animal Husbandry and Veterinary Services had suggested certain modifications to be incorporated in the tripartite agreement and had circulated to the SLBC to finalise the agreement so that the Scheme can be implemented for the benefit of the farmers.

Accordingly, the SLBC had conducted a sub-committee meeting on 29.01.2013 at the Indian Overseas Bank, Central Office, Chennai -2 to discuss the highlighted issues. Subsequently, The Director of Animal

Husbandry held discussions with the representatives of integrators on 30th January 2013 and with the Sub Committee members of the SLBC on 31st January 2013 for finalizing the tripartite agreement. Based on the discussions, the tripartite agreement is now finalized.

“SCHEME FOR POULTRY DEVELOPMENT” TRIPARTITE AGREEMENT FOR BROILER CONTRACT FARMING

This deed of agreement entered into this ______day, of ______2012 between M/s. ______a Private / Public Limited Company / Partnership / Proprietary firm carrying business at ______hereinafter called the party of the 1st part and Shri ______S/o.______residing at ______hereinafter called party of 2nd part and ______Bank having its headquarters at ______and acting through its ______branch hereinafter referred as the party of the 3rd part.

The three parts together make parties and be known as parties.

The 1st party is engaged in the business of production and sale of broiler chicks and poultry feed and for this purpose appoints the party of 2nd part to grow, develop, maintain and supervise the chicks into fully grown meat broiler birds on prescribed terms and condition laid by the 1st party. The 2nd party has to construct the sheds for the purpose of growing the chicks and install suitable feeding and drinking equipments as per the technical specifications required for broiler farming advised by the Department of Animal Husbandry, Govt of Tamilnadu. The 3rd party will extend all necessary financial support to the second party for construction of shed and purchase of feeders and drinkers as per the scheme guidelines formulated by Department of Animal Husbandry, Govt of Tamilnadu. The terms party of 1st part, 2nd part and 3rd part in the agreement shall include its / his / her / their legal heirs, partners, nominees, executors, administrators and assigns.

NOW THIS DEED WITNESSES AS FOLLOWS:

1. The 1st party and the 3rd party are responsible for identification and selection of the 2nd party as beneficiaries under the scheme subject to satisfactory compliance of the 2nd party to the terms and conditions of 1st and 3rd party.

2. The 2nd party is the absolute owner of the land and the shed where the chicks are to be grown. In case the 2nd party is not the owner, he / she shall produce to the 1st & 3rd parties the documents to prove that he / she is in lawful possession of the land or the

agreement entered into between the owner of the land and the 2nd party, and obtain the permission of the 1st & 3rd parties. In this regard, the 2nd party shall ensure that the interests of the 1st & 3rd parties are not affected in any manner by his / her agreement with the land owner.

3. The 2nd party has to provide his / her own farms sheds with proper approach roads, electricity and drinking water facility situated at Survey No. ______measuring ______at ______village, ______taluk, ______district, Tamilnadu.

4. The 3rd party will finance the genuine requirements of the 2nd party at its sole discretion and as per the guidelines of “Scheme of Poultry Development” for construction of sheds and purchase of feeders and drinkers. The 2nd party will bring in the necessary margin stipulated in the scheme upfront for construction of the broiler shed within the specified time schedule. The 2nd party shall comply to the lending terms and conditions of the 3rd party.

5. The 3rd party on sanction of the credit facilities to the 2nd party will intimate the 1st party in writing about the loan arrangement between the 2nd and 3rd party and the account details through which the growing charges has to be routed by the 1st party. The 1st party will acknowledge the receipt of the information within a week’s time to the 3rd party in writing.

6. The 1st party shall at its expense supply one day old viable quality Broiler chicks to the 2nd party for growing in his/her sheds.

7. The 1st party agrees to supply quality poultry feed, vaccines and medicines for the chicks to the 2nd party without any time delay and the 2nd party shall administer the feed, vaccines and the medicine to the chicks as per the instructions of the 1st party from time to time without fail.

8. The authorised personnel appointed by the 1st party shall inspect / supervise the chicks grown by the 2nd party at any time and the 2nd party shall not object to such inspection. The 2nd party shall also carry out the instructions and guidance of the

authorised personnel of the 1st party. Likewise the 3rd party reserves the right to inspect the farm at any time till closure of the loan.

9. The 1st party further agrees to supply a minimum of 5 batches of birds per year, subject to 2nd party ‘s performance and to the satisfaction of the 1st party.

10. The 2nd party agrees to grow the birds up to 6- 7 weeks period utilizing the feed, medicines, vaccination given by the 1st party and also follow the growing practices as advised by the 1st party or the nominees authorized by them.

11. In case of death or disease of chicks / birds, the 2nd party shall immediately inform the 1st party personally or through telephone and shall not dispose the dead chick / bird until the 1st party or its authorized personnel inspects the same. The dead chicks shall be disposed / removed only with the approval of the 1st party. If the 2nd party fails to show the dead chicks / birds to the 1st party, the 1st party shall be entitled to recover the amount at the rate of existing value of the dead chicks / birds.

12. The 2nd party shall deliver possession of the grown up birds to the 1st party within 6 to 7 weeks of its handing over as per the delivery schedule decided by the 1st party. The 1st party shall make arrangements for weighing and transportation of the birds at their own cost at the time of lifting the birds from the farm.

13. The 1st party shall pay to the 2nd party a minimum growing charge of Rs 3.50 per kg live weight of broilers weighed at the time of lifting from the farm. The 2nd party is also entitled for a higher growing charge to be paid by the 1st party provided the 2nd party produces satisfactory results in terms of efficient Feed Conversion Ratio (F.C.R), excellent livability and reduced cost of production. This is purely based on the performance of the 2nd party and it may be lower than the above, in case where the required performances are not achieved or any malpractices in the operations. If the management performance of the 2nd party is not satisfactory to the 1st party, the 1st party should inform immediately to the 3rd party without fail before taking any decision.

14. The 1st party agrees to route the growing charges to be paid to the 2nd party only through the Savings bank account of the 2nd party held with the 3rd party. The growing charges will be paid by the 1st party to the 2nd party within 10 days from the date of lifting of the birds from the farm. However the 1st party is not liable for any payment on the due dates of loan advanced by the 3rd party to the 2nd party.

15. Under no circumstances the 1st party should indulge in payment of growing charges directly to the 2nd party by way of cash or through any other means. Likewise any advance required by the 2nd party from the 1st party in cash or kind, the same should be authorised in writing by the 3rd party.

16. All the three parties agree that the minimum growing charges fixed at the time of execution of the agreement is subject to annual revision on mutual agreement between the parties based on the market price trend of broilers and cost of other inputs involved.

17. The period of Agreement shall be for the tenure of the term loan or 3 years, whichever is higher from the date of execution of this agreement which shall be further renewed for a further period on such terms and conditions as may be mutually agreed between the parties, subject to the renewal of the Chick Growing Agreement between the 1st party, his guarantor and 2nd party. On the date of expiry of the agreement, if the chicks are in possession of the 2nd party in the growing stage, the agreement will be in force to a maximum period of 2 months from the date of expiry till the batch of chicks are grown up.

18. The 1st party undertakes to inform the 3rd party in writing any misconduct, theft, negligence observed on part of the 2nd party resulting in loss to the 1st party. Likewise the 1st party should intimate the 3rd party on the attrition of the 2nd party to other integrators within a period of 30 days from the time of snapping of the ties between the 1st and 2nd party.

19. The 2nd party agrees that the 1st party is the lawful owner of the broiler chicks and that the 2nd party has no right / claim over the birds. The 2nd party undertakes not to encumber or transfer the chicks and any such transfer made by him shall not be lawful. The 2nd part is will be custodian of the chicks, medicines, feeds etc supplied by the 1st party and shall diligently carry out his / her responsibilities. The 2nd party 51

shall display a notice board in the shed stating that the chicks in the shed belong to the 1st party. Likewise the 2nd party should also prominently display that the sheds and the equipments are hypothecated/mortgage to the 3rd party.

20. The 1st and 2nd party will keep batch wise set of accounts and other records as to the chicks, feed, medicines supplied and growing charges paid etc for future reference.

21. The parties hereby agree that the agreement shall not be discontinued except for valid reasons. In case of any dispute with regard to the agreement between the parties, the same shall be settled by mutual discussion and in case of any legal dispute; the parties shall be subject to the jurisdiction of Courts at Coimbatore. 22. All the guidelines that are provided in the GO.Ms.No.106, Animal Husbandry, Dairying and Fisheries (Poultry) Department, Dated: 2.06.12, for the Scheme for Poultry Development shall be binding on all the concerned parties. In the event of any disagreements on any of the clauses, the matter shall be referred to the District Collector for redressal and settlement.

14. Moratorium and special dispensation for term loan installments - & interest for industries and agriculture sectors due to Power crisis in Tamil Nadu:

Ministry of Finance, Government of India vide their letter dated 15.11.2012 forwarded a copy of the representation from the Indian Chamber of Commerce and Industry, requesting a moratorium of one year for term loan installments and interest for the industries in Coimbatore District due to the acute power crisis prevailing in the State.

a) A special meeting of the DLCC, Coimbatore was conducted on 30.11.2012 and DCC unanimously accepted the views of ICCI and decided to forward the request to SLBC for onward transmission to RBI.

b) A special meeting of SLBC, Tamil Nadu was conducted on 03.12.2012 where the issue was discussed in length.

SLBC recommended to Reserve Bank of India to approve a special dispensation package for a period 1 ½ years for industries and agriculture sector in the State.

RBI vide their letter dated 06.02.2013 advised that “It has however, not been found feasible to accede to request of SLBC to provide special dispensation / moratorium on recovery / repayment of loan relating to Industrial / Agricultural sector”.

15. Revival of the stalled Residential Projects:

We enclose a copy of the letter from on the captioned subject.

All member banks are advised to submit to NHB immediately a list of all such semi- constructed projects with their location details (approvals received / not received) together with remarks about non completion / semi-completion etc. which may be considered viable by the banks for funding and completing the project.

As directed by Ministry of Finance the progress on the captioned subject will be monitored and reviewed regularly at the SLBC meetings, banks are advised to take necessary actions in this regard and advise the developments to SLBC.

16.Tamil Nadu Government’s G.O.Ms.48 dated 13.02.2013 on Drought in 31 districts of the State:

 Tamil Nadu Government has declared all the 31 districts in the State except Chennai as hit by drought vide their G.O. dated 13.02.2013.  The State received 24% and 16% less rainfall than the average during South West and North East Monsoons  The water could not be released to the Cauvery Delta Districts from Mettur Reservoir due to non release of water from the neighbouring state  Hon’ble Chief Minister formed a High Level Committee to assess the damage due to drought in all the districts of the State.

Based on the report of the High Level Committee,

1) The Hon’ble Chief Minister declared all the 31 districts except Chennai District as drought hit districts. 2) A compensation of Rs.15,000/-, per acre will be given in the area, where yield loss is more than 50% in the Cauvery delta districts for 3.61 lac acres of affected crops owned by 1.75 lac farmers has been ordered. 3) If the damage caused to the standing crop is less than 50%, the farmer will get compensation to the extent of the damage, after obtaining necessary permission from the concerned Insurance company. 4) The compensation amount will be credited to the bank accounts of the farmers. 5) The banks should not adjust the compensation amount to the existing crop loan dues of the farmers. 6) The farmers who receive the compensation amount from the Government should refund the crop insurance claim settled to them if any, for which beneficiaries have to give an undertaking since Government has paid the insurance premium for all the farmers in the Cauvery delta area.

7) The Government will be taking up various drought relief measures in all the districts to the tune of Rs.1517 crores under MGNREGS, by extending the minimum working days from 100 days to 150 days. 8) The Government is also taking up relief measures like establishment of fodder reserves, inland fisheries in farm ponds, providing drinking water facilities in Municipalities and Municipal Corporations etc.

 The Government has also ordered rescheduling of loans availed by the farmers from Co-operative credit institutions.

A special meeting of the SLBC, Tamil Nadu was conducted on 26.02.2013 to discuss the implementation of various relief measures to be extended to farmers in 31 districts of the state declared as drought hit. It was clarified in the meeting that the notification date can be taken as for restructuring of loan accounts. It was further clarified that, the asset classification of the restructured accounts as on the date of natural calamity will continue if the restructuring is completed within a period of three months from date of notification of natural calamity.

It was also clarified that banks can proceed with the restructuring of loans of the affected farmers without waiting for the Annewari certificate from the individual District Collectors as the State Government has declared all the 31 districts as drought hit and remission of land tax for the entire State has been provided in the G.O.

Member banks may refer to RBI Master circular dated 02.07.2012 on “Guidelines for Relief Measures by Banks in areas affected by Natural Calamities” and act accordingly. A copy of RBI circular and T.N.Government’s order Ms.48 dated 13.02.2013 enclosed for ready reference.

We also enclose a copy of the communication from Ministry of Finance dated 17.09.2012 advising about the availability of interest subvention of 2% on the full restructured amount also.

17. Implementation of SJSRY-RBI Guidelines:

Reserve Bank of India vide their communication dated 01.01.2013 addressed to the CMDs of all scheduled commercial banks (excluding RRBs) advised that instances of non-co operation of banks are reported by the implementing agencies of SJSRY scheme at the State level.

They have advised that liberal financing may be done under SJSRY as it is the only scheme which directly assists the urban poor. They have also advised that performance of the banks under SJSRY should be reviewed in every SLBC meeting and DCC meeting.

They have advised all the banks to submit state-wise monthly progress report in the prescribed format which is enclosed. We request the member banks to submit the monthly data well within time.

18. Common RFP for selection of Business Correspondent

Leader Bank (IOB) has conducted a Bankers’ committee meeting on 22.01.2013 and discussed various issues for engaging a common Business Correspondent for the cluster comprising Tamil Nadu, Kerala and Puducherry.

As majority of members opined for cancellation of the common RFP, the Bankers’ Committee has decided for cancellation of the common RFP floated in the cluster wherein M/s.FINO Fintech Foundation is L1 bidder and continuance of the existing BCs model being followed by banks and also appoint Common Service Centres as BCAs as per the agreement already signed by Banks, wherever possible, according to the individual Banks decisions.

Member banks are requested to take note of the above decision. The member banks are requested to complete the coverage of villages before March 2013 through the existing BC model which is being followed by the respective banks.

Chairman, SLBC and Convenor, SLBC has written several letters to the CMDs of the participating banks and Regional Heads in Tamil Nadu to provide banking facilities in their allotted villages. CMDs of many banks have responded positively and assured to cover the villages allotted to their respective banks before March 2013. SLBC thank the CMDs and Regional Heads of the participating banks for their assurance given on support and co-operation to complete the task well ahead of March 2013.

In view of this, all banks are requested to gear up their machinery and ensure coverage of all villages allotted to them with population below 2000 in Tamil Nadu under Financial Inclusion Plan by March 2013 as desired by our Hon’ble Chief Minister of Tamil Nadu. With all your co-operation the State can be declared as fully financially included by April, 2013.

DEPOSIT GROWTH

Deposits of the Banks in Tamil Nadu have increased from Rs.360099.94 crores as of December 2011 to Rs.411478.29 crores as of December 2012, registering an increase of Rs.51378.35 crores. The year on year incremental deposit growth is 14.27%.

CREDIT EXPANSION

The total advances increased from Rs.411893.62 crores as of December 2011 to Rs.501143.48 crores as of December 2012, an increase of Rs.89249.86 crores. The incremental growth is 21.67%.

CD RATIO

The Credit Deposit Ratio of Commercial Banks in Tamil Nadu increased from 114.38% as of December 2011 to 121.79% as of December 2012.

PRIORITY SECTOR ADVANCES

The percentage of priority sector advances is 43.17% as against the national norm of 40%.

The share of Priority Sector Advances have slightly come down from 43.76% as of December 2011 to 43.17 % as of December 2012.

AGRICULTURAL ADVANCES

The aggregate of agricultural advances extended by Banks in Tamil Nadu have increased from Rs.70516.77 crores as of December 2011 to Rs.88774.26 crores as of December 2012, thus registering an increase of Rs.18257.49 crores in absolute terms and 25.90% in percentage terms. The share of agricultural credit in total advances as of December 2012 is 19.76% against the national norm of 18%.

MICRO & SMALL ENTERPRISES (MSE)

The advances to Micro & Small Enterprises sector (MSE) during the period under review has witnessed an increase by Rs.6942.02 crores, from Rs.55740.64 crores as at December 2011 to Rs. 62682.65 crores as at December 2012. The incremental growth is 12.45%.

EDUCATION LOAN

Educational Loans have increased from Rs.12447.77 crores in December 2011 to Rs.13403.92 crores as of December 2012. The increase of Rs.956.15 crores under Educational Loans represents a growth rate of 7.68%.

HOUSING LOAN

The outstanding under Housing Loans has registered an increase of Rs.2763.80 crores from Rs.22733.52 crores in December 2011 to Rs.25497.32 crores in December 2012, registering a growth rate of 12.16%. During the corresponding period of the previous fiscal, there was an increase of Rs.1413.82 crores in Housing Loans outstanding with 6.63% growth rate.

ADVANCES TO WEAKER SECTIONS

The advances to Weaker Sections increased from Rs.46073.42 crores as of December 2011 to Rs.49280.66 crores as at the end of December 2012, registering a growth rate of 6.97%. At this level, advances to Weaker Sections constituted 10.97% of the total credit against the national norm of 10%.

DRI ADVANCES

The outstanding advances under DRI has decreased from Rs.223.60 crores as on December 2011 to Rs. 124.44 crores as of December 2012.

The percentage of DRI advances to total advances is 0.03%.

District wise performance:

District wise/Major Sector wise performance for the period ended December 2012 is furnished in Annexure – I. Banking System in Tamil Nadu have achieved 102% of the plan allocation during the period under review. The performance of the individual districts varies from 77% to 147%. 24 districts have achieved more than 100% of the target.

Sector wise performance:

A. Farm Sector (Agriculture and Allied Activities): The performance under Farm Sector is highly satisfactory with 108% cumulative achievement upto December 2012. 26 districts have achieved 100% or more under Farm Sector. Lead District Managers are advised to submit the report for investment credit out of the farm sector disbursement.

B. Non-Farm Sector – Industries:

Performance of Banks in Tamil Nadu under Non-Farm Sector works out to 88% of the proportionate plan allocation upto December 2012. 12 districts have achieved 100% or more under Non-Farm Sector.

B. Other Priority Sector:

Performance of Banks in Tamil Nadu under Other Priority Sector Advances works out to 96% of the proportionate plan allocation upto December 2012. 18 districts have achieved more than 100% of the target.

SWARNJAYANTI GRAM SWAROZGAR YOJANA (SGSY) / NATIONAL RURAL LIVELIHOOD MISSION (NRLM)

With effect from 31.03.2012, the present SGSY Scheme has been replaced with the new programme named NRLM (National Rural Livelihood Mission).

The objective of the Mission is to reduce poverty among rural BPL by promoting diversified and gainful self-employment and wage employment opportunities which would lead to an appreciable increase in income on sustainable basis. In the long run, it will ensure broad based inclusive growth and reduce disparities by spreading out the benefits from the islands of growth across the regions, sectors and communities.

Interest Subsidy for Housing the Urban Poor (ISHUP)

As per the information given by Tamil Nadu Housing Board, the target is 2 lacs against which No. of applications received is 72301. Of these, 55712 applications were sent to Banks and 4596 loans have been sanctioned. 16890 applications were returned by Banks.

The progress under the above scheme is very low. The scheme is in operation only upto 31.03.2013. Hence, all the banks are advised to :  All eligible loan applications complete in all respects to be sanctioned within 14 days.  Incomplete applications to be immediately returned back  Declined / ineligible applications should be sent back with reasons for rejections.  All loans sanctioned should be disbursed immediately.  Subsidy should be claimed immediately after loan release even if it is a part release.  All the pending applications should be disposed before 31.03.2013.

Bank Finance under Housing Scheme:

As per Reserve Bank of India guidelines, each bank should reach 3% of their incremental deposits of the previous year under housing finance. Accordingly, it is estimated that Rs.3019.59 crores should be extended to Housing Sector from banking system in Tamil Nadu during the year 2012-13.

As per the feed- back received from member banks, disbursement to the tune of Rs. 1261.58 crores has been made during the quarter ended December 2012 and the cumulative disbursement made for the period of April 2012 to December 2012 is Rs.3248.82 Crores. Banks in Tamil Nadu have surpassed the expected level of 3% i.e. Rs 3019.59 Crores. The Bank wise disbursement details for the first quarter is furnished in the Annexure. It may be noted that the following 4 Banks have not submitted any data as a result of which the aggregate disbursement might have been understated. These banks are requested to submit the data immediately.

Educational Loans

A) The details of educational loans granted by member banks are furnished in the annexure 1.

As per the reports received, 62285 loans to the tune of Rs.1059.61 crores have been granted during April 2012 to December 2012 of which Engineering/Medical account for 45407 loans amounting to Rs.722.45 Cr, 2323 loans for study in Abroad amounting to Rs.162.25 Cr and 14555 loans to Others, to the tune of Rs.174.91 Cr.

Out of 62285 Educational loans granted to the tune of Rs. 1059.61 crores, SC/ST, Minority Communities & Women accounts for 10865 loans amounting to Rs.144.32 Cr, 4641 loans amounting to Rs.104.62 Cr and 22970 loans to the tune of Rs.394.17 Cr respectively.

Allocation of Target for Public Sector Banks for Lending to Minority Communities for the state of Tamil Nadu

Ministry of Finance, Government of India vide their communication dated 03.10.2012 advised the outstanding target of Rs 19901.22 crore which is 31% increase over March, 2012 (Rs.15226.56 crore) for Minority Community Lending for the Public Sector Banks in the state of Tamil Nadu for the year 2012-13.

SLBC already communicated on 11.10.2012 to all the Public Sector Banks to increase their lending to Minority Community to reach the enhanced outstanding target.

KISAN CREDIT CARD SCHEME (KCC)

Kisan Credit Card Scheme introduced in August 1998 has since stabilized with major share of crop loans being routed through this scheme. Reserve Bank of India has advised that investment credit requirements of farmers viz. allied and nonfarm activities may also be covered under the Scheme. All KCC Holders have to be covered under Personal Accident Insurance Scheme (PAIS).

As per the progress report submitted by Member Banks, during the period from April 2012 to December 2012, Banks in Tamil Nadu have issued 2369662 Kisan Credit Cards to the tune of Rs.18754.46 crores. The details are furnished in the annexure.

Recently, Reserve Bank of India has issued guidelines on the revised Kisan Credit Card Scheme to all the Banks vide their letter dated 11.05.2012. Progress in issuance of ATM enabled revised Kisan Credit Card is very slow. Henceforth, all member banks are requested to issue ATM enabled revised Kissan Credit Card and furnish the progress report on monthly basis to SLBC in the following format.

MICRO & SMALL ENTERPRISES (MSE) SECTOR

Credit flow to MSE Sector upto December 2012 is furnished in the annexure. Credit flow to Micro and Small Enterprises amount to Rs.9409.44 Crores & Rs 8483.02 Crores respectively.

The MSE cumulative disbursement made upto December 2012 is Rs.17892.46 crores compared to Rs.13744.90 crores disbursed in the corresponding period last year.

The share of advance to Micro Enterprises to total MSE up to the quarter ended December 2012 (April 2012 to December 2012) is 52.59% . During the corresponding period last year it was 39.56%.

Though there is a significant improvement when compared to the corresponding period last year the Member Banks should speed up the flow of credit to Micro Enterprises so that the 60% norm could be achieved.

The share of Micro Enterprises in credit flow to MSE are furnished in the annexure (Bank-wise).

Progress Report on Economic Development Schemes implemented by TAHDCO

The details of performance under various economic development schemes implemented by TAHDCO during the financial year 2012-13 as of December 2012 are furnished in the annexure.

So far banks have achieved the physical target of 2997 against the target of 68817 under the economic development scheme. The progress of the above scheme is very low. Member Banks are requested to actively involve themselves in the implementation of these schemes and dispose the all the pending applications within the advocated time schedule.

TAHDCO has informed that, the Form III for the applications forwarded to the banks in a year are received by them either at the end of the financial year or in the subsequent year. Further, they have informed that this creates problems in allocation of funds in the scheme.

They have requested the banks to send Form III within the stipulated period to enable them to utilize the financial allocation every year promptly and also plan for additional allocation for the excess clams received.

Bank-wise applications forwarded Form III received and pending details is enclosed as annexure for necessary action by the member banks.

SELF HELP GROUPS (SHGs)

The approved target for SHG credit linkage 2012-13 is Rs.4000 Crores including the Non Mahalir Thittam Groups. Credit disbursement to SHGs as of 31.12.2012 amounted to Rs.3326.55 Crores. The percentage of achievement during the first half is 83% of the full year target.

The District wise performance to Self Help Groups under Mathi (through Tamil Nadu Women Development Corporation Ltd.) and Non-Mathi (direct lending) as on 31.12.2012 is furnished in Annexure 1.

The member banks are advised to maintain this momentum to achieve 100% in the SHG direct linkage.

During the meeting of 132nd SLBC held on 28.12.2012, NABARD informed the forum that direct linkage to SHGs was only Rs.1933 Crores during 2011-12 as per the data collected through CBS, whereas the data reported by banks to TNCDW is Rs 4030 crores. Ministry of Rural Development, Government of India adversely commented on the variation in the reported figures. The matter was discussed in the meeting and member banks were advised to bring all the direct linkage under one code number and reconcile the data.

Member banks are advised to bring all direct linkage loans to SHGs in one GL code in the CBS system and reconcile the data as on 31.03.2012 and submit the correct data to NABARD and TNCDW.

Member banks are also advised to follow the uniform code while reporting on the actual achievement for the year 2012-13, so as to avoid any variations in reporting.

SUCCESS STORY

One of the recommendations of the High Level Committee on Lead Bank Scheme is “Success stories could be presented in DCC/SLBC meetings to serve as models that could be replicated.

The Success Story received from Indian Overseas Bank, South Thamaraikulam Branch, Kanyakumari District is given below:

Segment: Agriculture / PLF : “Swamithoppu PLF”

A Panchayat Level Federation (PLF) “Swamithoppu PLF” was formed by federating 3 Self Help Groups in and around Swamithoppu village. The PLF is named after the village Swamithoppu which is a holy place in Kanyakumari District.

The accounts of the PLF are with South Thamaraikulam Branch of Indian Overseas Bank. The branch has granted a loan of Rs.34.47 lakhs to enable members of the PLF to undertake various income generating activities. To give just a few examples, one group in the PLF is using the money for making soft toys with clothes; another group is doing sea shell graft work whereas the third group is engaged in palm leaf articles.

The products are sold in the adjoining tourist centre Kanyakumari which gives decent profit. All groups are engaged in income-generating work. These products have been displayed in many exhibitions held in various places and have won accolades. The Federation won the prestigious MANIMEKALAI AWARD of the Government of Tamilnadu for 2009-10. This award included a cash prize of Rs. 3.00 lakhs.

The bank loan was promptly repaid and closed in November 2011. Besides the livelihood activities, the PLF is also involved in many social activities, some of which are listed below:

1. Conducting AIDS awareness camp

2. Celebrating the Independence Day and Republic day every year with colourful cultural programmes in the villages.

The PLF is ably managed by three women viz. Smt.S.Selvi, President, Smt.A.Umaya Parvati, Secretary and Smt.R.Selvam, Treasurer. All of them are basically housewives without experience in public life. Even President Smt Selvi herself is from a poor family who did not have experience in organizing and addressing meetings. But she was elected as a President due to her hard work. Now, with the support and co ordination of all PFL members, she has emerged as an excellent leader. It is a honour that now she is also elected as the President of Swamithoppu Panchayat, with a thumping majority in the last Panchayat election held on 18th October 2011.

The role played by Indian Overseas Bank in the success of the PLF is significant.
