Wasserbaugesetz für die Simme von der Lenk bis nach Wimmis, was der Länge von rund 55 km entspricht. 2 RECHTSGRUNDLAGEN - Bundesgesetz vom 21. Juni 1991 über den Wasserbau (SR 721.100), Art. 6 ff. - Gesetz vom 14. Februar 1989 über Gewässerunterhalt und Wasserbau (Wasserbau- gesetz, WBG, BSG 751.11), Art. 16, 36, 37 und 40 - Wasserbauverordnung vom 15. November 1989 (WBV, BSG 751.111.1), Art. 29 - Gesetz vom 26. März 2002 über die Steuerung von Finanzen und Leistungen (FLG, BSG 620.0), Art. 42 ff. - Verordnung vom 3. Dezember 2003 über die Steuerung von Finanzen und Leistungen (FLV, BSG 621.1), Art. 136 ff. - Verordnung vom 18. Oktober 1995 über die Organisation und die Aufgaben der Bau-, Verkehrs- und Energiedirektion (OrV BVE; BSG 152.221.191), Art. 12 - Renaturierungsdekret vom 14. Bundesanteil von 35 % von Fr. 200'000.00 = Fr. 70'000.00) • Renaturierungsfonds 30% von Fr. 200'000.00 = Fr. 60'000.00 Vorliegend handelt es sich um neue Ausgaben gemäss Art. 48 Abs. 2 Bst. a FLG. Im Weiteren sind die Ausgaben einmalig im Sinne von Art. 46 FLG. Da die Höhe der Ausga- ben zulasten Kanton Fr. TOOO'OOO.OO nicht übersteigt, ist der Regierungsrat für deren Bewilligung abschliessend zuständig. Teuerungsbedingte Mehrkosten werden mit dem vorliegenden Beschluss bewilligt. 4 KREDITART / KONTO / RECHNUNGSJAHR Produktgruppen: Hochwasserschutz (09.11.9130) Fischerei (03.08.9160) Mehrjähriger Verpflichtungskredit gemäss Art. 50 Abs. 3 FLG; voraussichtliche Ablösung mit folgenden Zahlungen, die im Budget und Finanzplan enthalten sind: Konto Budgetrubrik Rechnungsjahr Betrag 1579318100 Tiefbauamt, Hochwasserschutz 2011 Fr. 112'000.00 2012 Fr. 28'000.00 15512564000 Kant. Renaturierungsfonds 2011 Fr. 48'000.00 2012 Fr. 12'000.00 Total Fr. 200'000.00 Die Arbeiten entsprechen dem Programmziel Grundangebot des BAFU und den Anforde- rungen gemäss Handbuch NFA im Umweltbereich vom Mai 2007. Ein Bundesanteil von maximal 35 % bzw. maximal 70'000.00 Franken kann voraussichtlich dem Globalbeitrag des Bundes angerechnet werden. Der Anteil des Bundes ist im Konto 1579 660000 zu vereinnahmen. Der zuständige Oberingenieurkreis l ist federführend bei der Abrechnung der Massnah- men. Er prüft sämtliche eingehenden Rechnungen und überweist die Beiträge direkt an die Empfänger. Der Oberingenieurkreis l informiert den Renaturierungsfonds des Kantons Bern über den neuen Abrechnungsstand und stellt ihm für seinen Anteil intern Rechnung. 5 BEGRÜNDUNG Die Simme ist mit einem Einzugsgebiet von 592 km2 und einer Länge von rund 55 km ei- ner der bedeutendsten Flüsse im Berner Oberland. Aufgrund der Topographie spielt der Geschiebetrieb eine wichtige Rolle für den Hochwasserschutz, aber auch für die ökologi- schen Funktionen des Gewässers als Lebensraum. Die langfristige Veränderung der Sohlenlage kann im Fall von Auflandungen den Wasser- spiegel bei Hochwasser erhöhen, wodurch das Risiko von Überflutungen steigt. Im Fall von Geschiebedefizit kann die fortschreitende Erosion zum Zerfall von Längs- und Quer- verbauungen an der Simme führen, was ebenfalls die Hochwassergefährdung erhöhen kann. Der Geschiebetransport und die Umlagerung von Geschiebe aus der Sohle sind ausserdem eine wichtige Voraussetzung für die ökologischen Funktionen, insbesondere als Lebensraum für Fische und wirbellose Tiere. Die Geschiebehaushaltstudie der Simme und ihrer massgebenden Zuflüsse soll den Wasserbaupflichtigen, aber auch den kantonalen Behörden erlauben, die Nachhaltigkeit von Hochwasserschutz- und Renaturierungsprojekten zu verbessern, indem die Mass- Kreis II: Allgemeines Wasserbau 110222_RRB_Geschiebehaushaltstudie_Simme.doc Seite 2 von 3 nahmen zum Feststoffmanagement auf die Erkenntnisse einer Geschiebestudie, die sich über die ganze Simme erstreckt, abgestützt werden können. Im Rahmen der Geschiebehaushaltstudie werden die Geschiebefrachten in der Simme unter Berücksichtigung der natürlichen Gegebenheiten sowie der anthropogenen Einflüs- se (Geschiebesammler, Kiesentnahmen) untersucht und Prognosen über die langfristigen Veränderungen der Sohlenlagen angestellt. Ziel ist es, die betreffend Sohlenveränderung potenziell kritischen Flussabschnitte zu identifizieren und darzustellen. Zudem soll ein Massnahmenkatalog erarbeitet werden, der Massnahmenvorschläge zur positiven Beein- flussung des Geschiebehaushalts der Simme enthält. Insbesondere gilt es, Vorschläge zur Bewirtschaftung von Geschiebesammlern sowie zur Verbesserung der Geschiebe- durchlässigkeit oder zur Stabilisierung des Sohle (Fixpunkte, Gerinneverbreiterungen, Entnahmen oder Beigaben von Geschiebe) auszuarbeiten. The oldest Quaternary sediments of Switzerland are multiphase gravels intercalated by till and overbank deposits (‘Deckenschotter’). Important differences in the base level within the gravel deposits allows the distin- guishing of two complex units (‘Höhere Deckenschotter’, ‘Tiefere Deckenschotter’), separated by a period of substantial incision. Mammal remains place the older unit (‘Höhere Deckenschotter’) into zone MN 17 (2.6–1.8 Ma). Each of the complexes contains evidence for at least two, but probably up-to four, individual glaciations. In summary, up-to eight Early Pleistocene glaciations of the Swiss alpine foreland are proposed. The Early Pleistocene ‘Deckenschotter’ are separated from Middle Pleistocene deposition by a time of important erosion, likely related to tectonic movements and/or re-direction of the Alpine Rhine (Middle Pleistocene Reorganisation – MPR). The Middle-Late Pleistocene comprises four or five glaciations, named Möhlin, Habsburg, Hagenholz (uncertain, inadequately documented), Beringen, and Birrfeld after their key regions. The Möhlin Glaciation represents the most extensive glaciation of the Swiss alpine foreland while the Beringen Glaciation had a slightly lesser extent. The last glacial cycle (Birrfeld Glaciation) probably comprises three independent glacial advances dated to ca.

Why «Lenk»? «Lenk» derives from the transformation of the term «An der langen Egg», «lange Ecke» [long corner], «The Langeck» [The Long Corner] contracted to «Die Läng’k», «la Lenk» in French. So much for the results of modern linguistic research. Hence «at Lenk»! Lenk im Simmental is located in the Bernese Highlands, around 80 kilometres from Berne and is the municipality with the highest elevation in Simmental. Lying at the foot of the Wildstrubel massif, at 1’068 metres a.s.l., Lenk is shielded from the wind and invites visitors to pause in its fog-free and irritant-free climate. Its mineral springs rich in sulphur and iron are among the most powerful in the Alpine region. The opening of a spa assembly room over 350 years ago laid the foundation of the successful development of Lenk as a tourist destination. The holiday destination Lenk-Simmental is made up of six municipalities: Lenk, St. Stephan, Boltigen-Jaunpass, Oberwil, Weissenburg-Därstetten and Erlenbach. In 1996 the resort of Lenk was awarded the quality seal «Family Destination» by the Swiss Tourism Federation (STF).
