    EXECUTIVE SUMMARY The Community-Based Forest Management Program ( CBFMP ) revolutionized forest development and rehabilitation efforts of the government when it was institutionalized in 1995 by virtue of Executive Order No. 263. Before the adoption of the CBFM approach, the sole motivating factor of contract reforestation awardees was primarily financial gains. With the implementation of the Forestry Sector Project (FSP) using CBFM as its main strategy to rehabilitate the mangrove ecosystem, it empowered beneficiary communities economically, socially, technically and politically while transforming them into environmentally responsible managers. The tenurial right to develop subproject sites alongside the various inputs from the Subproject deepened their commitment to collaborate with other stakeholders in the implementation of these subprojects. The Palompon Mangrove Rehabilitation Subproject site is located in the municipality of Palompon, province of Leyte within Barangays Cruz, Plaridel, Baguinbin, Cangcosme, Dulhugan, Cantoha-on and Mazawalo. The Subproject’s implementation has been geared towards the restoration of the area into its former state when its mangrove forest used to be a bird sanctuary and its fishery resources abundant. Indiscriminate cutting of the forest however led to the degradation of the area along with the dwindling of its fishery resources. Successful establishment of the targeted 1, 396.30 hectares of plantation came after direct planting of Bakauan species was employed over nursery-raised seedlings and also after some destructive fishing practices of non-members were checked through the assistance of the local government unit and the barangay council, raising the survival rate by 85.85%. The Subproject paved the way for the improvement of the communities’ socio-economic status especially those dependent on the fishery resources of the mangrove forests for their livelihood.

    MAKING AN IMPACT TOURISM STRATEGY IN NORTH WEST LEYTE (Philippines) The Philippines is one of the most disaster-prone nations in the world. The country, made up of 7,100 islands, is constantly exposed to disasters such as earthquakes, volcanic eruptions, landslides, storms, typhoons, floods, droughts and others. This is only expected to worsen with climate change. In recent years, the Philippines government has been taking important steps to address climate change and disaster risk. In 2010 they created the National Disaster Coordinating Council (NDRRMC) and developed a National Disaster Risk Reduction and Management Framework and Plan with the goal of building more resilient communities and ultimately achieving a safer, more adaptive and disaster-resilient country. Ideally, Disaster Risk Reduction and Management (DRRM) and Climate Change Adaptation (CCA) are integrated across all sectors of society, but it’s particularly important that they are addressed in tourism development and management. This was especially evident in the Province of Leyte following Typhoon Yolanda (Haiyan) in 2013. North-west (NW) Leyte is an alliance of 5 municipalities located along the coast in the Visayas region of the Philippines. It has beautiful natural areas, landscapes and beaches. The Province of Leyte together with various local, regional and national partners identified tourism as an important driver of NW Leyte’s local economy. In 2011, they joined forces with Local Governance Support Program for Local Economic Development (LGSP-LED) to develop the NW Leyte Tourism Strategy and Corridor. The vision for the initiative was for NW Leyte to become a tourist destination of choice for ecotourism and educational–industrial tourism within the Visayas, “with key stakeholders exercising sustainable environmental practices, generating jobs and income for the community”.

Icay3 Faculty, College of Arts and Sciences Palompon Institute of Technology Palompon, Leyte 6538, Philippines [email protected], [email protected], [email protected] Abstract: A sugar manufacturing industry in Kananga Leyte, discharges 3020 m3 of wastewater daily. The raw wastewater has a very high pH (12), contains a lot of suspended solids (1500 mg/L) and has a very high oxygen demand for biological degradation of organic and inorganic microorganism. This waste if discharged untreated would harm the environment. The BOD-COD ratio of the raw wastewater; it appears that the water is composed of highly biodegradable organic matters that an application of a biological treatment process like an activated sludge process is highly suitable. From the comparisons between the effluent parameters values and the respective DENR effluent standards, it was drawn out that HISUMCO effluent has passed the DENR’s standards; therefore, HISUMCO wastewater treatment facility in the form of an activated sludge is efficient in treating their highly organic wastewater from sugar processing with an overall plant efficiency of 98.5%.
