This is in connection with the annual observance of Civil Registration Month every February wherein civil registration activities are in its full blast. For this year, the month-long celebration was started by its Launching and Caravan on January 31 to February 1, 2020, hosted by the Local Government Unit (LGU) of Matalom, Leyte. TRIALS AND TRIBULATIONS IN LOCATING TREE FARMERS AND SITES FOR RESEARCH AND EXTENSION ACTIVITIES Edwin Cedamon, Samuel Bernaldez and Jack Baynes The major aim of ACIAR project ASEM 2003/052 is to improve financial returns to existing smallholder tree farms in Leyte through a number of extension activities. In order to identify sites suitable for extension activities, visits were made to some tree farms (either registered or not registered with DENR) in Leyte. For this purpose, the initial aim was to identify at least 30 tree farms representing a range of age classes, species, soil types, elevation and climate. In addition, tree farms should have an area of at least 0.25 ha. Various difficulties were encountered in fieldwork designed to locate these tree farms. The main reason was associated with inconsistencies in the database of registered tree farms compiled by Community Environment and Natural Resources Offices (CENROs) which included information concerning tree farm location, owner, species and plantation area. Specific difficulties encountered in finding sites included nonexistence of some registered tree farms, inability to interview some farm owners because they do not reside near their tree farm, some tree farms have a low stocking against what was listed with the CENRO. Despite these difficulties, 76 tree farms were found during October to December 2004. Seventy one tree farms were GPS referenced and 37 tree farm owners were interviewed. INTRODUCTION ACIAR Project ASEM 2003/052 – titled ‘Improving financial returns to smallholder tree farmers in the Philippines’ involves cooperative research between staff of the College of Forestry at Leyte State University, the Department of Environment and Natural Resources (DENR) and Australian researchers.

Adona, HeadCAS ,and Joseph Cornejo, EN, interview a household Amidst the pandemic, the Philippine Statistics Authority (PSA) Leyte Provincial Statistical Office conducted the 2020 Census of Population from September 1-30, 2020 pursuant to Batas Pambansa Blg. 72, Executive Order No. 32, and Republic Act 10625. A total of 2,371 hired fieldmen were deployed to 43 municipalities of Leyte to interview all households and institutional population to count all members and determine their respective demographics and socio-economic characteristics. Among the total manpower, 1, 914 were enumerators, 361 were team supervisors, 78 were Census Area Supervisors and 18 were regular staff of the Office which served as Head Census Area Supervisors. Prior to above enumeration period, 6-day trainings in all cities/municipalities were administered in order to fully equip the CPH Manpower with the right concepts and rules governing the conduct of the census.     EXECUTIVE SUMMARY The Community-Based Forest Management Program ( CBFMP ) revolutionized forest development and rehabilitation efforts of the government when it was institutionalized in 1995 by virtue of Executive Order No. 263. Before the adoption of the CBFM approach, the sole motivating factor of contract reforestation awardees was primarily financial gains. With the implementation of the Forestry Sector Project (FSP) using CBFM as its main strategy to rehabilitate the mangrove ecosystem, it empowered beneficiary communities economically, socially, technically and politically while transforming them into environmentally responsible managers. The tenurial right to develop subproject sites alongside the various inputs from the Subproject deepened their commitment to collaborate with other stakeholders in the implementation of these subprojects. The Palompon Mangrove Rehabilitation Subproject site is located in the municipality of Palompon, province of Leyte within Barangays Cruz, Plaridel, Baguinbin, Cangcosme, Dulhugan, Cantoha-on and Mazawalo. The Subproject’s implementation has been geared towards the restoration of the area into its former state when its mangrove forest used to be a bird sanctuary and its fishery resources abundant. Indiscriminate cutting of the forest however led to the degradation of the area along with the dwindling of its fishery resources. Successful establishment of the targeted 1, 396.30 hectares of plantation came after direct planting of Bakauan species was employed over nursery-raised seedlings and also after some destructive fishing practices of non-members were checked through the assistance of the local government unit and the barangay council, raising the survival rate by 85.85%. The Subproject paved the way for the improvement of the communities’ socio-economic status especially those dependent on the fishery resources of the mangrove forests for their livelihood.
