General contract for installation and maintenance of outside plant networks and telecom services for Telus. Since 2003, we have developed and acquired expertise in installation of electricaelectricall distribution and telecommunication infrastructure in the 60 MMontrealontreal Subway stations. This includes fiber optics, telephone and electrical cabling as well as auxiliary structures. Installation and reinforcement of Hydro Quebec telecommunication tours in projects totaling more than 18 000 000$ over the last 3 yearsyears.... We handle yearlong network maintenance contracts for Bell Canada, Telebec, Videotron, Fonorola and HydroHydro----Quebec.Quebec. These contracts include excavation work, ppoleole installation, cable plowing, aerial cable installation and underground infrastructure construction. These contracts vary in a range of between 100 000 $ and 6 000 000 $. In eastern Canada, we’ve completed a series of projects for companies such as Bell Canada, HydroHydro----Quebec,Quebec, Telebec, Telus Quebec (QuebecTel), Videotron, Cogeco Cable, AT&T (Unitel(Unitel),), Newfoundland Telephone, Microcell, Morrison Hershfield, Rogers Wireless. We have overseen and executed a large number of cable infrastructure projects, lighting system installations, cable tratrayy & conduit installations, projects which representrepresenteded up to 500 000 $ of labor costs. In the Abitibi region, we supplied both materials and services for the telephone system update and upgrade. We built the cable distribution networks for Cogeco Cable and Videotron Telecom for the cities of Troiss---- Rivieres, Quebec City and ththeireir areas. In Toronto, we have successfully completed numerous underground rebuild and conversion projects for Toronto Hydro. Turnkey project for Sprint Canada consisting of 640 kilometers of underground fiber optic cable between Toronto, Ottawa and MontMontreal.real.     STAFF REPORT June 18, 2001 To: Economic Development Committee From: Joe Halstead, Commissioner Economic Development, Culture and Tourism Subject: South Etobicoke Employer Cluster Capacity Study Etobicoke-Lakeshore - Ward 6 Purpose: The purpose of this report is to provide an overview on the findings and recommendations contained in the South Etobicoke Employer Cluster Capacity Study. Financial Implications and Impact Statement: There are no financial implications resulting from the adoption of this report. Recommendations: It is recommended that: (1) the findings and recommendations of the South Etobicoke Employer Cluster Capacity Study be endorsed by the Economic Development and Parks Committee and Council; (2) this report be forwarded to the Planning and Transportation Committee and Etobicoke Community Council for their information and consideration when reviewing land use options for the New Toronto Secondary Plan; (3) the Commissioner of Economic Development, Culture and Tourism be requested to monitor and report on implementation of the South Etobicoke Employer Cluster Capacity Action Plan; and (4) the appropriate City officials be authorized and directed to take necessary action to give effect thereto. - 2 - Background: South Etobicoke is located in the southwest quadrant of the City and includes the area south of the Queen Elizabeth Highway to Lake Ontario and west of the Humber River to the Etobicoke Creek, as shown on Attachment No. 1. In 1999, South Etobicoke was identified as an “Employment Revitalization Program Area” and private and public resources (including funds from Human Resources Development Canada) were successfully leveraged to revitalize the area. This initiative has facilitated a collaborative community based process designed to encourage reinvestment in the community.

Telus claims that, Spectrum outside the footprint of a broadcast certificate should all be classified as unassigned and be subject to auction. A general CRTC licence does not bestow any right to spectrum. Only a broadcast certificate authorizes a right to use spectrum. Look does not agree with Telus’ assertion. Telus’ interpretation completely ignores the authoritative status of CRTC broadcasting licences and it claims that a broadcast certificate is analogous to a spectrum licence.

(“Vuze”), the undersigned e-mailed the attached material to Aaron Goldberger and Ian Dillner, both legal advisors to Chairman Kevin J. Martin. The material reflects the results of a recent study conducted by Vuze, in which Vuze created and made available to its users a software plug-in that measures the rate at which network communications are being interrupted by reset messages. The Vuze plug-in measures all network interruptions, and cannot differentiate between reset activity occurring in the ordinary course and reset activity that is artificially interposed by a network operator. While Vuze, therefore, has drawn no firm conclusions from its network monitoring study, it believes the results are significant enough to raise them with network operators and commence a dialog regarding their network management practices. Accordingly, Vuze has sent the attached letters to four of the network operators whose rate of reset activity appeared to be higher than that of many others.
