We report a dataset of phytoplankton in the Congo River, acquired along a 1700-km stretch in the mainstem during high water (HW, December 2013) and falling water (FW, June 2014). Samples for phytoplankton analysis were collected in the main river, in tributaries and one lake, and various relevant environmental variables were measured. Phytoplankton biomass and composition were determined by high-performance liquid chromatography analysis of chlorophyll a (Chl a) and marker pigments and by microscopy. Primary production measurements were made using the 13C incubation technique. In addition, data are also reported from a 19-month regular sampling (bi-monthly) at a fixed station in the mainstem of the upper Congo (at the city of Kisangani). 2. Chl a concentrations differed between the two periods studied: in the mainstem, they varied À À between 0.07 and 1.77 lgL 1 in HW conditions and between 1.13 and 7.68 lgL 1 in FW conditions. The relative contribution to phytoplankton biomass from tributaries (mostly black waters) and from a few permanent lakes was low, and the main confluences resulted in phytoplankton dilution. Based on marker pigment concentration, green algae (both chlorophytes and streptophytes) dominated in the mainstem in HW, whereas diatoms dominated in FW; cryptophytes and cyanobacteria were more abundant but still relatively low in the FW period, both in the tributaries and in the main channel. -

Historical Security Council Addressing Belgium's crimes in the Congo Free State Director: Mauricio Quintero Obelink Moderator: Arantxa Marin Limón INTRODUCTION The Security Council is one of the six main organs of the United Nations. Its five principle purposes are to “maintain international peace and security, to develop diplomatic relations among nations, to cooperate in solving international problems, promote respect for human rights, and to be a centre for harmonizing the actions of nations” (What is the Security Council?, n.d.). The Committee is made up of 10 elected members and 5 permanent members (China, France, Russian Federation, United Kingdom, United States), all of which have veto power, which ultimately allows them to block proposed resolutions. As previously mentioned, the Security Council focuses on international matters regarding diplomatic relations, as well as the establishment of human rights protocols. For this reason, Belgium’s occupation of the greater Congo area is a topic of relevance within the committee. The Congo Free State was a large territory in Africa established by the Belgian Crown in 1885, and lasted until 1908. It was created after Leopold II commissioned European investors to explore and establish the land as European territory in order to gain international, economic; and political power. When the Belgian military gained power over the Congo territory, natives included, inhumane crimes were committed towards the inhabitants, all while under Leopold II’s supervision and approval. For this reason, King Leopold II’s actions, as well as the direct crimes committed by his army, must be held accountable in order to bring justice to the territory and its people. -

OCHA DRC Kinshasa Goma Kisangani Bukavu Bunia Mbandaka CONTEXT More than ever before since the onset of the war, the reporting period provided ample and eloquent arguments to perceive the humanitarian crisis in the DRC as a unique drama caused in the first place by unbridled violence, defiant impunity and ongoing violation of fundamental humanitarian principles. What comes first is the cold-blooded settlement of scores between two foreign troops in DRC’s third largest town, using heavy armament and ignoring humanitarian cease-fires in a total disregard for the fate of 600,000 civilians. Such exceptional circumstances led to the non less remarkable adoption of the UNSC Resolution 1304, marked by references to Chapter VII of the UN Charter, and by the presence of Ugandan and Rwandan Foreign ministers. Parallel to blatant violations of humanitarian principles, the level of daily mortality as a direct effect of the ongoing war in eastern DRC, as surveyed recently by International Rescue Committee, gives a horrific account of the silent disaster experienced by Congolese civilians in eastern provinces. Daily violence, mutual fears combined with shrinking access to most basic health services, are breeding an environment of vulnerability that led civilians of Kivu to portray themselves as the “wrecked of the earth”. In a poorly inhabited and remote province such as Maniema, an FAO mission estimated at 68% of the population the proportion of those who had to flee from home at one point since August 1998 (110,000 are still hiding in the forest). A third, most ordinary facet of DRC’s humanitarian crisis, is that witnessed by a humanitarian team in a village on the frontline in northern Katanga, where the absence of food and non food trade across the frontline (with the exception of discreet exchanges between troops) brings both displaced and host communities on the verge of starvation. -

Within the context of the DRC’s ongoing peace consolidation and economic reconstruction, the main objectives of this assessment were to: (i) provide insight into and raise awareness of the key environmental and natural resource management challenges; and (ii) inform rational planning and help catalyse investments by the government and the international community. UNEP plans to follow up on its comprehensive DRC assessment by developing a country programme which will guide future interventions; this is a successful model implemented in over 10 post-conflict countries since 1999. Following the preparation of detailed scoping and desk studies, 14 separate reconnaissance field visits covering all provinces and eco-regions of the DRC were carried out by a joint UNEP- Ministry of Environment, Nature Conservation and Tourism (MECNT) team. The significant investment in fieldwork covering the whole country is one of the defining features of this assessment, which comprised extensive interviews and focus group discussions, site visits, photographic and video documentation, remote sensing and mapping, and in-situ field measurements as well as sampling for laboratory analysis. -

Welcome all of you to the Woodrow Wilson International Center for Scholars; my name is Christian Ostermann. I direct one of the programs here at the Woodrow Wilson Center, the Cold War International History Project. The Center is the United States’ official memorial to President Woodrow Wilson and it celebrates, commemorates Woodrow Wilson through a living memorial, that is, we bring scholars from around the world, about 150 each year to the Wilson center to do research and to write. In addition to hosting fellowship programs, the Center hosts 450 meetings each year on a broad array of topics related to international affairs. One of these meetings is taking place today, and it is a very special meeting, as I will explain in a few moments. This meeting is co-sponsored by the Center’s Cold War International History project and 1 the Center’s Africa Program, directed by former Congressman Howard Wolpe. He’s in Burundi as we speak here, but some of his staff will be joining us during the course of the day. -

Below is a map of the ports and waterways network in the Democratic Republic of Congo. Page 1 The navigation network of inland waterways of the Democratic Republic of Congo totals more or less 16,000 km in length and is based on the Congo River and its major lakes. It is divided into four sections, called navigable reach, often connected by rail, including: The lower reach of the Congo River or the maritime in the west which totals 140 km from Banana (mouth) to the port of Matadi; The middle reach in the north and center of the Congo River Basin with its two axes (Kisangani-Kwamouth and Ilebo-Kwamouth) including two lakes (Maindombe and Tumba) and leading to Kinshasa; The upper reach in the east that goes from Ubundu to Province Orientale up to Lake Moero (Katanga Province) with two main axes Ubundu- Kindu and Kongolo-Bukama; The chain of lakes comprised of lakes Mweru, Tanganyika, Kivu, Edward and Albert. Until recently, management of inland navigation was carried out efficiently by the Board of Maritime Routes (RVM) on maritime reach and by the Board of Fluvial Routes (RVF) in the middle and upper reaches of Congo River. -

And although the oppression of Leopold’s reign is by now well recognized, little attention has been paid to the mechanism that ended it—a purchased transfer of sovereign control. Scholars have explored Leopold’s exploitative acquisition and ownership of the Congo and their implications for international law and practice. But it was also an economic transaction that brought the abuse to an end. The forced sale of the Congo Free State is our starting point for asking whether there is, or should be, an exception to the absolutist conception of territorial integrity that dominates traditional international law. In particular, we ask whether oppressed regions should have a right to exit—albeit perhaps at a price—before the relationship between the sovereign and the region deteriorates to the level of genocide.
