1. Position of OIHP

In a resolution passed during its Third Session, the Executive Board drew the attention of the Member States of WHO, which a re also Parties to the Rome Agreement of 1907, to the necessity of denouncing that Agreement in accordance with the provisions of the Protocol concerning the Office International d'Hygiène Publique, signed at on 22 . This resolution was brought to the knowledge of all Governments concerned by a circular letter (C.L.16) dated 18 МчтсЬ 1949.

On 25 June, the Second World Health Assembly further adopted a resolution relating to the Office International d'Hygiène Publique, again requesting the Member States of the Organization, members of the Office, to take the necessary measures for denouncing the Rome Agree- ment of 1907. In implementation of this resolution a circular letter (C.L.32) dated 26 , was sent to all those concerned.

In response to an enquiry, the Italian Government has sent a list of the denunciations received up to November 1949, which list is reproduced below. The official list of Governments which are members of the Office International d'îiygiène Publique, included in the official document communicated by the Italian Government, is also reproduced. (See annexes 1 and 2.)

Other denunciations may have been notified to the Italian Government subsequent to the last date mentioned on the annexed list, and there are also certain countries which consider the fact that they have signed the New York Protocol of 1946, concerning OIHP, as equivalent to a denunciation.

The OIHP Committee on Finance and Transfer is meeting on 2 and 4 December next, more particularly in order to take cognizance of the denunciations sent in and to consider what inferences are to be drawn therefrom. The results of the meeting of this Committee will be made known later. ЕВ5/34 page 2

2. OIHPAfflO Joint Study Groups In order to make use of part of bfie funds available to it in ..... accordance with the airas for which it was created, the Office International d'Hygiène Publique, in full agreement with 1Ш0, set up joint study groups entrusted with the examination of certain important problems.

Thus WO1 has participated in the activities of the following Joint

Study Groupst (1) Stuc^r group on Cholera (2) " « 13 Schistosomiasis (3) » « '» Smallpox (4) «! " « Trachoma (5) ” e ti African Rickettsioses

These groups worked during 1948 and 1949. It is possible that, thanks to funds placed at their disposal by the OIHP, the same groups will

continue working up to 15 , in which year the official existence of OIHP may be terminated. This possibility is contingent upon OIHF deciding to continue 'to devote part of its resources for the convening of the experts participating in each of these groups. . Funds supplied to the joint groups in this way would constitute â useful

supplement to the resources of TOO itself, and would be. an addition to those raised by the supplemental budget which would be relieved to a corresponding extent.

There is no doubt as regards the usefulness of these joint activities, and the continuation of the joint groups in question should be recommended, at least so far as 1950 is concerned, in the event of OIHP deciding to this effect.

1. Position of OIHP (continued)

During its meeting of 2 and 3 December 1949, the Committee on Finance and Transfer of the Office International d1Hygiene Publique ejaumerated the denunciations of the Rome Agreement of 1907 which had been received up till then.

The official information supplied by the Italian Government, the depositary of the said Agreement, showed that 48 countries had denounced it within the prescribed time limit, whereas 8 countries had not done so (see Annex 3).

The Governments inôiich had not taken action are those of the following countries: Germany, Hungary, Japan, , Poland, Rumania, Spain and Uruguay.

After prolonged discussion, the Committee on Finance and Transfer decided: (a) to instruct the executive officials of the Office to approach the eight Governments in question or, in certain cases, other responsible authorities, in order to ascertain the reasons for these abstentions; (b) to convene the OIHP Permanent Committee, preferably at the same time as the Third World Health Assembly, and at , in order to see what conclusions are to be drawn from this situation and to decide on the final fate of OIHP, in particular as concerns the disposition to be made of its assets and liabilities (see Annex 4).

2. OIHP Joint Study Groups (continued)

Pending the meeting of the OIHP Permanent Committee, the Committee on Finance and Transfer decided to ask the Chairman of the first-named coimnittee (Dr. Morgan) and its ото Chairman (Dr. Gaud) to consult with the Executive Board and the Director-General of Y/HO, with a view to the continuation of the joint work of the two organizations in accordance with the procedure previously followed. The work should cover, not only the problems previously studied, but also yellow feveç»

The sum of twenty-four million French francs (French francs 24,000,000) has been included in the 1950 budget of the Office for allocation for these purposes. In 1949 the corresponding sum was sixteen million French francs (French francs 16,000,000). (see Annex 4). EB5/34 Add. 1 page 3

The Committee of Finance and Transfer taking note ofî

I. The terms of the Protocol of July 22nd, 1946 concerning the OIHP and. of the Arrangement of July 22nd, 1946, particularly these of Article 2 thereof which relate to the OIHPj

II. The arrangements which have been made between WHO and its Interim Commission on the one hand and the OIHP on the other, with respect

to the performance • of the duties and functions of the Offic_ e"— under international agreementsj

III» The dermnciation of the Rome Agreement of 1907 by 48^ of the Parties to that Agreement and the fact that the States which have denounced it will have no obligations under that Agreement .as from 15 November, 1950;

IV. The steps which the Finance and Transfer Committee have taken in anti- cipation of the termination of the Agreement of 1907 and of the disso- • lution of the Office, in exercise of the authority conferred on it by the Resolution of the Permanent Committee of the Office of October 31st, 1946j

V. The Director's report regarding the administrative and financial situa- tion of the Office,

DECIDES Î

1.- To request the President of the OIHP to convene a meeting of the Permanent Committee of the OIHP, preferably in Geneva, at the time of the 3rd World Health Assembly;

2.- To request the Director to present to the Permanent Committee at its meeting a full report on the administrative and financial situation of the OIHP, together "with a report on its activities since the last meeting of the Permanent Committee in October, 1946;

To request the President and Director of the OIHP to continue the work now being undertaken in accordance with the procedure adopted for 1949 with a recommendation to extend this work to Yellow Fever and to set aside in the Budget for 1950 the sum of 24 million francs for these purposesj

To request the President and the Director of the OIHP to confer with the Director-General and the Executive Board of the WHO regarding the future vrork falling within the objects enunciated in the Rome Agreement of 1907;

To reqiest the President of the Finance and Transfer Committee to convoke a meeting of the Committee two days before the meeting of the Permanent Committee of the OIHP at which the proposals emerging from the discussions envisaged in the preceding para^rq?h will be presented. The working party noted the resolutions adopted on 3 December 1949 by the Finance and Transfer Committee of the Office International d'Hygiène Publique1 and the proposals made jointly by the President and Director of the OIHP and the Direсtor-General of WHO;

and having discussed the said proposals;

RECOMMEND to the Executive Board the adoption of the following resolution:

ч、. NOTES with satisfaction the allocation of a sum of 24 million French francs on the 1950 budget of the Office for the continuation of epidemiological work already undertaken jointly by the OIHP and WHO and for the extension of such work ;

NOTES the very satisfactory technical results obtained by the meetings in 1948 and 1949 of the -Jcint OIHF/lHO Study Grcups on cholera) plague, typhus and other rickettsioses, smallpox, the African forms of bilharziasis and trachoma;

EXPRESSES its appreciation of the c.,llaburation extended by the OIHP as regards the study r,f communicable diseases ; о APPROVES the continuation of the work undertaken on cholera , bilharziasis ^ and rickettsioses ;

APPROVES also its extension to other communicable diseases, 他ich in the opinion of the President and Director of the Office and the Dire с tor-General of WHO, necessitate study- in 1950 under the auspices of the two above-mentioned Organ- izations, subject to the decisions reached in this respect being referred to the Board, except in case of emergency;

REQUESTS the Direсtor-General to make, in agreement with the President and Director of the Office, the arrangements necessary for holding a meeting of the Finance and Transfer Committee and the Permanent Committee of the Offie in Geneva, should It be decided to convene them on the ocôasioft of» the Third World Health Assembly.
