Molecular and morphological evidence place it in the tribe Spermacoceae s. lat. of Rubiaceae. During herbarium studies and fieldwork in Madagascar, 11 new Astiella species were identified and these are described here: A. antongilensis Groeninckx sp. nov., A. antsalovansis Groeninckx sp. nov., A. confusa Groeninckx sp. nov., A. deblockiae Groeninckx sp. nov., A. desseinii Groeninckx sp. nov., A. homolleae Groeninckx sp. nov., A. latifolia Groeninckx sp. nov., A. longifimbria Groeninckx sp. nov., A. perrieri Groeninckx sp. nov., A. pulla Groeninckx sp. nov., and A. tsaratanensis Groeninckx sp. nov. The genus Astiella now holds 12 species in total that are all endemic to Madagascar.

En trente ans, les dirigeants qui se sont succédé n’ont pas intégré dans leur programme la réfection du périmètre PC 23. Aujourd’hui pour l’Emergence de notre pays, l’Emergence de la production agricole, l’Emergence du niveau de vie des producteurs agricoles, ensemble, nous allons réfectionner ledit périmètre. D’ailleurs, comme vous pouvez le constater, les travaux ont déjà débuté. Nous avons déjà donné le meilleur de nous-même pourl’Emergence économique de Madagascar. Il s’agit d’un paramètre capital mais la première vraie Emergence est celle de la mentalité. Un changement de comportement doit s’opérer. Nous devons faire preuve d’un état d’esprit qui aspire au développement, à la solidarité, à la fraternité, à la collaboration, à l’entraide… Votre Président est toujours prêt à relever des défis de lutte contre la pauvreté. Tous les matins, je me lève en pensant au développement du pays…Durant mes quatre années de mandat, je me suis donné à fond pour vous. Je peux affirmer que parmi tous les présidents qui se sont succédé, Je suis celui qui a réalisé le plus d’infrastructures… Aujourd’hui, je reste confiant sur le fait que le peuple malgache est toujours avec moi dans le voyage vers l’Emergence de Madagascar qu’ensemble nous avons déjà entamé.

    SOUTHERN AFRICA: Cyclone Belna Flash Update No. 5 As of 11 December 2019 HIGHLIGHTS • After making landfall in Soalala district, Tropical Cyclone Belna weakened into a tropical storm as it moved south, bringing strong winds and torrential rain. • Melaky and Menabe regions remain at risk of flooding. • Parts of Soalala District—which was hardest-hit by Tropical Cyclone Belna—are without power, and key infrastructure has been damaged or destroyed, including the hospital and multiple schools. SITUATION OVERVIEW Tropical Cyclone Belna made landfall in Amparafa village— in Soalala district of Boeny region—on the western coast of Madagascar, on 9 December 2019. Belna then weakened into a tropical storm and continued southwards. Heavy rains are forecasted in the regions of Melaky and Menabe, where there is still the risk of flooding. At least one person has died, two are missing and more than 2,300 people have been displaced—including 1,300 in Soalala district, which was hardest-hit by Tropical Cyclone Belna—according to the Government. The flooding of the main hospital in Soalala town could affect the availability of essential medicines in the town, and Soalala is suffering from power outages, as 12 electricity posts were damaged. There is a shortage of drinking water, as some water points and wells were submerged. At least 650 houses were damaged, 55 were flooded and 12 destroyed in Besalampy and Soalala districts. Several schools have been affected, including 29 classrooms damaged and 12 destroyed in Ambatomainty, Besalampy and Soalala districts. JICA dispatched a study team headed by Mr. Shinya TAKAHASHI of Nippon Koei Co., LTD. in association with Nippon Koei Latin-America and Caribbean CO., LTD during the period from March 2009 to December 2009. In collaboration with Peruvian counterparts the Study Team conducted the field survey and held a series of discussions with the officials concerned of the Government of Peru. After the Team returned to Japan, further studies were made and then the report was finally completed. I hole that this report will contribute to the improvement of water supply and sanitation in the rural Amazon area of Peru and to the enhancement of the friendship between the two courtiers.
