Deendayal Antyodya Bhavan New Delhi Subject: Grant in aid of 1st installment under the Centrally Sponsored Scheme of Pradhan Mantri Jan Vikas Karyakram to Government of Manipur. Sir, I am directed to convey sanction of the President for release of an amount of Rs. 20,06,18,000/-(Rupees Twenty Crore Six Lakh Eighteen Thousand Only) as 1st installment of Central Share to the Government of Manipur for implementing the scheme "Pradhan Mantri Jan Vikas Karyakram (erstwhile MsDP )" for Minority Concentration Areas in State of Manipur for the year 2020-21 as per the details enclosed at Annexure-I. The non-recurring grant may be released to the Govt. of Manipur through CAS, Reserve Bank of India, Nagpur. 2. The State Government should ensure that proportionate share of 50% of State share for the project mentioned at Annexure-I is released to the implementing agency along with Central share. The approval is subject to condition laid down by EC as detailed in the minutes of the meeting, conveyed to concern vide OM No. 13/62/2020-MsDP-MOMA dated 12.01.2021. 3. The expenditure is debitable to Demand No.69, Ministry of Minority Affairs Major Head- "3601" Grant-in-aid to State Government, 06- Grants for State Plan Schemes (Sub Major Head), 101 -General-(Welfare of Schedule Casts/Schedule Tribes, Other Backward Classes and Minorities) -other grants (Minor Head), 64-Pradhan Mantri Jan Vikas Karyakram for minorities, 64.00.35 Grant for creation of capital assets the year 2020-21. 4 Since it is a fresh release for the plan of PMJVK, no UC is pending. Utilization Certificate for this grant should be submitted by the State in the prescribed format within 12 months of the closure of financial year. As per the conditions contained in para 12.5 of the guideline of PMJVK, (i) Quarterly Progress Report, (ii) Utilization Certificate, (iii) Report regarding release of the State share and (iv) Photographs of the Assets so far created, should also be furnished. 5. The sanction is issued on the commitment given by the State Govt. that villages/locations having a substantial minority population will be/has been selected for the projects mentioned at Annexure-I and that duplication will not take place. ~ -~ -1-a 9Mk9%.g._,ME2$1%5 "7A" .9±±fa? After completion of projects, a permanent display would be installed. 7. This is to certify that the present sanction/ expenditure are covered under MEP for the month of March, 2021 and Integrated Finance Division (IFD) has approved the expenditure during the 4h quarter of the financial year 2020-21. 8. Funds should be released by the State Govt. to the implementing agencies immediately upon receipt of the same from Govt. of India and as per the directions of Govt. of India, Ministry of Finance; parking of funds at any level is strictly prohibited. 9. Utilization of the above-mentioned amount by the State Government is subject to the terms and conditioned at Annexure-II. 10. Ellen2 Research Scholar (William Carey University), Assistant Professor, Department of Education Spicer Adventist University Abstract: This articles outlines the unique traditional costumes of the Tangkhul tribe. A tribal community that occupies the Ukhrul district of Manipur and Somrah track of Myanmar. Their arrival in the present habitat is shrouded in mystery as there is no written record up until the arrival of Rev. William Pettigrew. They have very rich culture and traditions and one element of it is the beautiful shawls and skirts weaved in the domestic handloom. Handloom industry is one of the oldest industry of this tribe, an industry that have survived the test of times. The tribe is known for the numerous handloom products and each item having cultural meaning and significance. It is a paper that strives to present the importance of preserving these costumes to protect the tribe from extinction and being suck into the ever dynamics of social, political and economic world. Terms: Kashan, Kachon, La Kharan, Kachon kharak, Leingapha, Introduction: Manipur is a small Northeastern state of India. It is small in physical landmass but rich in cultural diversity. The valley and the surrounding Himalayan hills is inhabited by numerous tribes and communities. It is mini India in terms of diversity of dialects, traditions and religion that co-exist in conflicts or in symbiosis.

This project is a part of the above mentioned programme and the project awarded to Consultant is Consultancy Services for carrying out Feasibility Study, Preparation of Detailed Project Report and providing pre-construction services in respect of 2 laning of Yaingangpokpi-Nagaland Border in the state of Manipur. Project Stretch: Longpi Kajui-Razai/ Chingjaroi Khullen (25.448Km). The NHIDCL has been entrusted with implementation of the development of this corridor from Ministry’s Plan Funds. In order to fulfil the above task, NHIDCL has entrusted the work of preparation of the feasibility study and Detailed Project Report for the above project to M/s S. M. Consultants., vide contract agreement dated 19th January 2017.     Reading continuities and change in vernacular architecture among the Hao Naga Somingam Mawon Vol. 4, No. 2, pp. 182–194 | ISSN 2050-487X | www.southasianist.ed.ac.uk 2016 | The South Asianist 4 (2): 182-194 | pg. 182 Vol. 4, No. 2, pp. 182-194 Reading continuities and change in vernacular architecture among the Hao Naga SOMINGAM MAWON, North-Eastern Hill University The Hao (Tangkhul) people are among the largest of the Naga tribes, and are settled on either side of the India and Myanmar border. Prior to the arrival of the British, Hao villages were largely peripheral to the modernising forces that brought about significant change in political centres such as Imphal, the capital of Manipur. The increasing presence of the British administrative apparatus along with the advent of Christianity introduced significant changes most notably western forms of education and governance. The establishment of institutions at variance with indigenous forms created hybridisations in both religious and social arenas, significantly altering local Hao world views. Forms of visual and material culture absorb new influences, and this paper presents types, meanings, and motifs associated with social status among the Hao as indexed in vernacular architecture. Material culture is a concrete and visible marker of human ingenuity, intelligence, and reason. We might also say that the relationship between objects and human social institutions is visible across time and space. For the Hao communities in Northeast India and Myanmar, cultural knowledge is located mainly in performative idioms such as music, lore, in narrated myths and songs, and these are preserved and transmitted inter- generationally through performance and oral narration.

    NORTH EASTERN REGION COMMUNITY RESOURCE MANAGEMENT PROJECT - UKHRUL (NERCORMP-UKHRUL) ANNUAL REPORT (1st April 2017 to 31st March 2018) A Joint Project of North Eastern Council, Ministry of DoNER, Government of India & International Fund for Agricultural Development Introduction Ukhrul district is a hill district covering an area of 4544 sq km in the eastern part of Manipur state bordering Myanmar. The district is dominantly inhabited by the Tangkhuls followed by the Kukis. Agriculture is the primary source of livelihood of the people in the district. Ukhrul, the district headquarter is 84 km from Imphal, the state capital of Manipur. The district is famous for its richness in wildlife resources; Shirui lily (Lilium Macklineae), the flower of the State, Uningthou, the wood of the state, nongyeen, the bird of the state are all found in Ukhrul District. Ango range where most of the endangered species of animals and plants of the state are found is along the border of Ukhrul district. Ukhrul district is a major supplier of potato, beans, cabbage, parkia, peas, beans and other agri-produces to Imphal market and other places like Dimapur. Besides agriculture produces, of late banana, orange and lemon have started penetrating Imphal market. Ukhrul is connected to Imphal in the south east and Nagaland in the north by National Highway 202. Road connectivity between the District Headquarters and villages still remain very poor although it is gradually improving. The district remains economically backward on account of many factors. Use of traditional methods in agricultural practices leading to low productivity, lack of power supply, absence of industries and lack of good governance are some of the reasons upholding the cycle of poverty.
