He first projects a “Watcher” a faceless transitory stage in the midst of the energy burst of . He changes it to a blend of incarnations 2 and 3. Sadly, he doesn’t seem to get along with this one either.

The transitory incarnation 2.5 you see here was inspired by the (as yet unfinished) fanfilm, starring Tony Garner playing the Two-and-a-halfth incarnation. The reason being that he just happens to bear an uncanny resemblance to both AND . While this, of course, is no more “canon” than any other fanfilm in my eyes, I just love the look of this guy, am amazed by the resemblances, and hey, they shot a regeneration completion into the 3rd Doctor WITH JON PERTWEE! His appearance in “The 10 Doctors” neither acknowledges the “Devious” storyline nor contradicts it. I just figured, man, this guy looks great and he got a chance to act with Jon Pertwee, I’m going to give him a chance to appear with Patrick Troughton, just ’cause I can.
