Burnett Scientific Writer/Analyst Date: May, 2013 Subject: Draft Tentative Report on Isethionate Salts Way back in December 2008, the CIR Expert Panel re‐reviewed Sodium Cocoyl Isethionate and determined to re‐open the report to allow for the development and incorporation of new reproductive and developmental data from Industry. The data at the time were not ready and the Panel agreed to table the report until the data were ready. The data were supposed to be available by the end of 2009. Meanwhile, at the March 2009 meeting with the newest Panel members seated, the Panel agreed to expand the ingredient report to include additional isethionate salts to bring the total number of ingredients reviewed in this safety assessment to 12. Nearly 5 years have passed and we never received the promised data directly from Industry. We have been recently informed that the data were submitted for REACH and can be accessed through the European Chemicals Agency (ECHA) website (http://echa.europa.eu/en/information‐on‐chemicals). While we are waiting on legal clarification in general on how we can proceed with utilizing copyrighted material from the ECHA site for unknown third party data, we have been given permission to use the data on sodium isethionate (CAS # 1562‐00‐1) from all involved parties. These data have been incorporated into the report. In the time that has passed, the reported uses to the FDA VCRP database have doubled for sodium cocoyl isethionate.

Remtulla Ph.D. (Pathology) Taurine (2-aminoethane sulfonic acid) is one of the most abundant free amino acids found in mammalian brain, heart and muscle. Taurine levels have also been shown to be altered in certain disease states. A physiological role for taurine in the maintainance of excitatory activity in muscle and nervous tissues has been suggested; however its possible mechanism of action is still uncertain. Early work on the pharmacological actions of taurine involved its possible conversion to isethionic acid (2-hydroxyethane sulfonic acid), a strong anion.

First, a hydrophilic version of the permanently cationic acridine-based fluorophore, HEG2Me2-DAA was ex synthesized. HEG2Me2-DAA has a λ max of 490 nm which matches the 488 nm line of the commonly used argon ion laser. The emission spectra of HEG2Me2-DAA are pH- independent. HEG2Me2-DAA was used in capillary electrophoresis with an aqueous background electrolyte and was found to be free of the detrimental peak tailing of the acridine orange-based fluorophore that was caused by adsorption on the inner wall of the fused silica capillary. Bovine serum albumin was labeled with excess of the designed amine reactive reagent and the lowest concentration at which the tagged bovine serum albumin was tested was 15 nM.
