Appendix 4 Further Information about Site Delivery of Outstanding Planning Permissions on Large Sites where the permission is either outline or partially outline

Land adjoining Brockhurst Farm, Alfold 1.1 The Council’s evidence comprises:

• Email from Cove Homes dated 14 April 2020 1.2 Outline planning permission for the erection of 23 dwellings on the site was granted on 8 September 2018. A reserved matters application submitted by Cove Homes was validated on 16 March 2020 (LPA Ref: WA/2020/0474).

1.3 Evidence provided by Cove Homes, the site’s developer, indicates they intend to complete all the dwellings within five years. The evidence provided by the developer is considered to be realistic.

1.4 The site is a greenfield which already benefits from outline planning permission for residential development. Cove Homes are a local housebuilder based in who have a number of current development sites across Hampshire, Berkshire and Surrey. The submission of a reserved matters application is a strong indication that the developer intends to implement the outline planning permission. The outline permission is for a modest number of dwellings. For these reasons the site is considered to be available and suitable for development. Furthermore, evidence provided by Cove Homes confirms their intention to complete the dwellings within 5 years.

Land East of Loxwood Road, Alfold 1.5 Outline planning permission was granted on 2 March 2020 for 80 dwellings on the site (LPA Ref: WA/2019/0745). The site comprises greenfield land which is available and suitable for development. The fact the site already has outline planning permission confirms that the principle of the site being used for residential uses is acceptable. There are no major constraints affecting the site which the Council considers would prevent development taking place in the future. Given that reserved matters approval still needs to be obtained for the site and conditions discharged, dwellings are anticipated to be completed towards the end of the five year period.

1.6 The applicants in that case, Catesby Estates Ltd were clearly of the view that the site was deliverable within five years,. As evidenced by the following extract from the Planning Statement dated April 2019 that accompanied the planning application:

“5.28 Catesby Estates Ltd is committed to developing a planning policy compliant, high quality form of development that will respond positively to the character and appearance of the area, delivering market and affordable housing to meet local needs.

5.29 This application submission presents an opportunity to approve a sustainable form of development in an appropriate location which is deliverable in the five year period and thereby assists in boosting the immediate supply of housing and helping to remedy Waverley Borough’s five year supply deficit.

5.30 This is evidenced by the timings of delivery of Phase 1 (ref: WA/2015/2261) which was submitted by Turley on behalf of Catesby in November 2015. Following approval the RM application was then submitted in June 2017 and approved in March 2018. The site is currently being built out by CALA Homes.”

Dunsfold Park, Stovolds Hill, Cranleigh 1.7 The Council’s evidence comprises:

• Signed Statement of Common Ground with the developers of Dunsfold Park • Letter from MHCLG • Planning Performance Agreement 1.8 The site is a key development site for Waverley Borough Council and when complete will provide a new garden village. The site comprises a former WW2 aerodrome which is currently accommodates a number of business uses.

1.9 Policy SS7 of Local Plan Part 1 allocates for around 2,600 homes which is due to be delivered by 2032. The site already benefits from a hybrid planning permission which grants outline permission for 1,800 dwellings on the site and 7,500 sqm of care accommodation (C2 use) (LPA ref: WA/2015/2395). Full planning permission has been granted for the construction of a new access road from the A281 to serve the new settlement (LPA Ref: WA/2019/1278). The new access road would deliver significant benefits in highway safety and capacity terms for existing and future site users, including improved connectivity for pedestrians and cyclists onto the A281, and better access for emergency vehicles.

1.10 The developer has already started discharging the conditions attached to the consent for the new road (Condition 10 – Archaeological WSI) which demonstrates that the developer has every intention of implementing the consent.

1.11 The site has been awarded Garden Village Status (see letter from MHCLG) confirming that Homes will be providing funding towards the delivery of the garden village. There is a signed Planning Performance Agreement between the landowner, Waverley Borough Council and Surrey County Council with the developer funding posts at both Waverley Borough Council and Surrey County Council. This further demonstrates the landowner’s commitment to delivering the site.

1.12 The site is considered to be suitable for development and would represent a sustainable location for new dwellings. It is available and the landowner is

working closely with the Council to bring the site forward through regular meetings with Officers. A signed Statement of Common Ground confirms that the landowner intends to complete 455 dwellings within a five year period.

Land South of High Street between Alfold Road and Knowle Lane, Cranleigh 1.13 The Council’s evidence comprises:

• Email from Berkley Homes dated 3 July 2020 1.14 The site benefits from an outline planning permission granted on 31 March 2016 for 425 dwellings (LPA Ref: WA/2014/0912). Reserved matters approval has been granted for 73 dwellings approved under the outline permission (LPA Ref: WA/2016/2160 and WA/2017/1611). A further application for reserved matters approval have been submitted to the Council and is pending a decision. This application is for 114 dwellings (LPA Ref: WA/2018/2071). Berkley Homes, are developing the site and have already built a proportion of the dwellings approved under Phase 1 of the development. Berkeley Homes are a national housebuilder with a proven track record.

1.15 The Council considers that the site is available and suitable for development. The site forms part of a larger allocation for around 765 homes in Local Plan Part 1 under Policy SS5. The site represents greenfield land which is available for development.

1.16 Information provided by Berkeley Homes confirms that they intend to complete a further 268 dwellings on the site between 1st April 2020 and 31 March 2025. As the developer is already on site, the evidence provided shows that the delivery of housing is realistic.

Land at West Cranleigh Nurseries, Cranleigh 1.17 The Council’s evidence comprises:

• Email from A2 Dominion dated 3 July 2020 1.18 The site already benefits from outline planning permission for 265 dwellings (LPA Ref: WA/2016/2207). Permission was granted on 10 August 2017. Reserved matters approval has already been granted for 73 dwellings, representing Phase 1 of the development (LPA Ref: WA/2018/2263).

1.19 A2 Dominion, a national developer are developing the site. The site benefits from an allocation in Local Plan Part 1 under Policy SS5 which allocates the site and Land south of the High Street between Alfold Road and Knowle Lane for around 765 dwellings. The site is considered to be available for development and suitable for development as demonstrated by the site’s allocation in Local Plan Part 1.

1.20 Evidence from A2 Dominion confirms that they intend to complete Phase 1 of the development within 5 years together with Phase 2 and part of Phase 3. By

the time the developer commences building out Phases 2 and 3, the developer will already be on site and therefore, there should be no delays in the rate of completions due to setting up the site etc. Based on the information provided by the developer in respect of the s.73 application for the site (LPA Ref: WA/2019/0799) it is understood that Phase 2 will comprise between 110 and 125 dwellings and Phase 3 will comprise between 70 and 85 dwellings.

1.21 It is therefore, realistic that 253 dwellings will be completed on the site within five years.

Land at Firethorn Farm, Ewhurst 1.22 The Council’s evidence comprises:

• Housing Need Contextual Note prepared by Troy Planning 1.23 Outline planning permission has been granted for 49 dwellings on the site (LPA Ref: WA/2017/2362). The Council considers the site is deliverable because it is in a sustainable location and there are no known site constraints. Permission has been granted for a modest number of dwellings on the site and it would therefore, be realistic to assume, based on the timescales outlined in the Housing Need Contextual Note, that the dwellings could be completed within five years.

Land at Waverley’s Folly, Badshot Lea, Farnham 1.24 The Council’s evidence comprises:

• Housing Need Contextual Note prepared by Troy Planning 1.25 The site is allocated for development in the made Farnham Neighbourhood Plan. Outline planning permission has been granted for up to 23 dwellings on the site (LPA Ref: WA/2018/0545).

1.26 The site comprises greenfield land which adjoins the built extent of Badshot Lea and it already benefits from outline consent confirms that the site is suitable for development.

1.27 The site forms part of a larger site which was allocated in the previous version of the made Farnham Neighbourhood Plan. The site was allocated for 125 dwellings. In March 2018, full planning permission was granted for 94 dwellings in the western part of the site. The Made Farnham Neighbourhood Plan (2020) allocates the remainder of the site (i.e. the eastern portion) for approximately 35 dwellings under Policy FNP 14c.

1.28 Planning permission has been granted for a relatively modest number of dwellings on the site and it would therefore, not be unrealistic to conclude that the site could be completed in five years.

Site C Regeneration Area, Ockford Ridge, Godalming 1.29 The Council’s evidence comprises:

• Email correspondence from WBC Housing dated 7 April 2020 and 16 July 2020 1.30 Site C Regeneration Area is land owned by Waverley Borough Council and comprises council housing. Outline planning permission was granted on 18 April 2019 for the erection of 30 dwellings following the demolition of 18 existing dwellings (LPA ref: WA/2018/1853). Therefore, generating a net increase of 12 dwellings on the site.

1.31 The site is in a sustainable location and represents a brownfield site. The site is considered to be available for development and residents currently living on the site are being rehoused within the wider Ockford Ridge estate.

1.32 Evidence from the Waverley Borough Council’s Housing Services who are leading on the project have confirmed that they intend to submit a reserved matters application in November 2020. Prior to development commencing on the site, utility disconnection and diversion works will be required and archaeological work completed. Demolition of the existing residential properties will also need to be undertaken and clearance of any remaining vegetation and trees. These are not considered to be works that would cause serious delay to the delivery of the dwellings. Construction of the first dwelling is due to commence in Summer/Autumn 2021 and completion of all 30 dwellings is due during the monitoring year April 2021 to March 2022.

1.33 The dwellings proposed comprise 18 semi-detached dwellings and a block of 12 accessible apartments. The dwellings will all be affordable and would be all completed at the same time rather than on a phased basis.

1.34 The Council will be funding the development itself and will not be relying on private sector funding to deliver the site.

1.35 For the reasons above, there is a realistic prospect of a net of 12 additional dwellings being completed on the site by 31 March 2025.

Woodside Park, Godalming 1.36 The Council’s evidence comprises:

• Housing Need Contextual Note prepared by Troy Planning 1.37 The site is a strategic allocation in LPP1 for a mixed use development comprising around 100 dwellings, community and employment uses. Outline planning permission has already been granted for up to 100 dwellings on the site (LPA Ref: WA/2016/1418).

1.38 A number of S.73 applications have been approved for the site which relate to layout changes.

1.39 Two reserved matters applications have been submitted and are pending a decision. They both have the same red line boundary but provide different

options for how the site could be developed. Both applications propose 97 dwellings to be provided on the site.

1.40 The reserved matters application (LPA ref: WA/2020/0780) received a resolution to grant permission on 12 August 2020 subject to the signing of a S.106 agreement.

1.41 The site is allocated as a strategic mixed use development in Local Plan Part 1 under Policy SS8 which includes allocating the site for around 100 homes. The site is in a sustainable location within the urban area of Godalming. As the site already benefits from outline planning permission and there is clear evidence of progress being made with developing the site in the form of the submission of reserved matters applications together with a national housebuilder’s involvement, the site is considered to be deliverable in five years.

Land Opposite Milford Golf Course, Milford, Witley 1.42 The Council’s evidence comprises:

• Housing Need Contextual Note prepared by Troy Planning 1.43 Outline planning permission has been granted for up to 200 dwellings on the site (LPA ref: WA/2018/1815). Conditions 7, 16, part of 27, 41, 42 and 45 attached to the outline planning permission have already been discharged. A reserved matters application has been submitted pursuant to the outline planning permission by Cala Homes.

1.44 The site benefits from an allocation in Local Plan Part 1 under Policy SS6, which identifies the site for around 180 homes. The site is a greenfield site and is therefore, considered to be available and suitable for development. The fact that the site is being developed by a national housebuilder with a track record of delivery further demonstrates that the site is deliverable.

1.45 Officers have indicated that 200 dwellings on the site may be excessive and therefore the number of dwellings included in the five year supply has been amended to reflect a number that Officers consider to be acceptable.

Site Number of Justification for Inclusion of the Site Dwellings Ockford Water, 13 The site comprises a brownfield site in a sustainable location. There is currently a Portsmouth Road, planning application pending for the erection of 14 flats on the site following the Godalming demolition of the existing dwelling (LPA Ref: WA/2019/0983). Progress has been made with determining the current planning application and the application is currently being consulted upon following the submission of additional information by the applicant. The proposal is for a modest number of dwellings that could be delivered within five years. It is on this basis that the site is considered to be deliverable.

Barons of 38 The Council’s evidence is: Hindhead, London • Brownfield Register Road, Hindhead The site was a proposed allocation in the preferred options version of Local Plan Part 2. The existing use on the site (Showroom and Garage) will be relocating to a site within East Hampshire and construction of the new premises are at an advanced stage. The site is a brownfield site on the brownfield register and is in a sustainable location.

Given the current level of interest from the developer and the progress that is being made with the construction of a new showroom for the existing dealership on a different site, it would be realistic to assume that the site will be redeveloped for residential uses within five years.

Site Number of Justification for Inclusion of the Site Dwellings Former Care 18 The Council’s evidence is: Home, Killicks, • Email correspondence from Surrey County Council dated 15 July 2020 Cranleigh The site comprises a Surrey County Council care home and has been promoted by the landowner through the Waverley Borough Land Availability Assessment (2018) for 25 dwellings. The County Council who own the site has confirmed the site will be redeveloped and completed within the next five years. The site benefits from a draft allocation in the Cranleigh Neighbourhood Plan (Regulation 14) for 20 dwellings. The site is a brownfield site in a sustainable location. It is within the built up area of Cranleigh and benefits from a draft allocation in the emerging Neighbourhood Plan and the landowner has confirmed that the site is deliverable within 5 years. As the site is in the built up area, there is nothing in the Council’s view, to prevent the site from coming forward in advance of the Neighbourhood Plan being made. It is therefore, realistic to assume that the site will be delivered within the 5 year timeframe.

Destination 5 The Council’s evidence is: Triumph, Birtley • Brownfield Register Road, Bramley The site has been assessed as part of the Council’s LAA (site ref: 976) and has been assessed as being suitable for 5 dwellings within the first five years of the plan period. The site has also been included on the Brownfield Register and has a draft allocation in the Bramley Neighbourhood Plan (Regulation 14) document for 7 dwellings. The Council has been aware of the site since prior to 1 April 2020. A planning application for the redevelopment of the site to provide five dwellings has now been submitted (LPA Ref: WA/2020/1003). The site is previously developed land in a sustainable location and has already been identified in the Council’s Brownfield Register. The current application proposes a modest number of dwellings on the site and there are no major constraints affecting

Land at Wey Hill, 34 The Council’s evidence is: Haslemere • Brownfield Register • Email correspondence with WBC Estates Team The site is identified in the Brownfield Register for 31 dwellings. The site is owned by Waverley Borough Council. Redevelopment of the site will involve relocating two of the existing occupiers on the site and new premises have been found. Discussions with planning officers regarding the proposals for the site are ongoing and submission of a planning application within six months is expected. For the purposes of the five year housing land supply position statement it was decided to include 34 units as there is a reasonable prospect that they will come forward in the next five years. The evidence provided is considered to demonstrate firm progress being made towards submission of an application. The site is therefore, considered to be deliverable.

Fairhaven, Ewhurst 8 In December 2019, a full planning application was submitted for the erection of 2 Road, Cranleigh buildings to provide 8 flats following demolition of existing dwellings and outbuildings (LPA Ref: WA/2019/1995). The application was submitted by Kingswear Homes which is a local construction firm. Full planning permission was granted on 24 July 2020. The site has been included in the five year supply as at the base date the application was underdetermined.. The site had been identified for inclusion in the Land Availability Assessment prior to the base date as part of regular monitoring of current planning applications. The Council is not aware of any reasons why the planning permission would not be implemented. The scheme would deliver a modest number of dwellings in the form of flats which it would be realistic to assume could be completed within five years.

34 Kings Road, 5 The site had been identified prior to the base date as suitable for inclusion in the LAA Haslemere through regular monitoring planning applications. It is a brownfield site and is located within the built up area of Haslemere. In May 2020, a full planning application was received for the erection of a building to provide 6 flats following the demolition of the existing dwelling (LPA ref: WA/2020/0881). There is clear evidence that positive progress is being made to develop the site. The planning application has been submitted by a construction company. Due to the modest number of dwellings proposed for the site and the progress being made towards securing planning permission, the site is considered to be deliverable within five years.

Westbrook Mills 29 The Council’s evidence for this site is: • Minutes from the Meeting of the Eastern Planning Committee on 30 July 2020 A full planning application for an additional 29 dwellings on the site was received by the Council on 17 March 2020. The application was considered at Planning Committee on 29 July 2020. Members resolved to grant planning permission subject to the signing of a S.106 Agreement. The Council is not aware of any reasons why the S.106 agreement would not be signed. The site is therefore, considered to be deliverable and should be counted towards the Council’s five year housing land supply.

Animal Snack and 9 At the base date there was a full planning application pending for the redevelopment Tack, Runfold of the site to provide 9 dwellings on the site (LPA Ref: WA/2019/0063). At the base date officers were considering approving the application. A S.106 Agreement is in the process of being signed and covers SPA mitigation measures and the maintenance of green spaces on sites. The site is therefore, considered to be deliverable and should be counted towards the Council’s five year housing land supply.
