Throughout the twentieth and early twenty-first centuries the Ebro has been used and perceived by Aragonese regionalism, nationalism and aragonesismo in a variety of ways. This gives rise to the possibility that opposition to the transfer of water from the Ebro goes beyond purely economic and environmental considerations and evokes deeper nationalistic aspects which see it as an essential element of Aragonese identity, patrimonial wealth and natural national heritage. The Ebro had a prominent place in the thinking of the early twentieth century nationalist group as a life-giver and father figure of Aragonese identity and a symbol of territory, homeland, regional development and patrimonial wealth. This was one way of projecting the movement abroad and seeking strategic models and international support, even though only occasionally and with no lasting ties except Catalonia’s participation in the Congress of European Nationalities starting in 1926. This organisation encompassed the national minorities which were theoretically safeguarded by the League of Nations. The time span of this article ranges from 1885 to 1939. The Irish and Czech national movements were the most influential ones outside the sphere of Marxist ideol- ogy. In the 1930s, curiosity about and admiration for the status of the nationalities within the Union of Soviet Socialist Republics was based on an idealised image which the circumstances of the 1936 Spanish Civil War contributed to feeding. These are related to the core values of national identity chosen by nationalist elites. However, this choice cannot be arbitrary, but is based on pre-existing cultural material. As language is the key value of most European nationalisms, the degree of language maintenance has a direct influence on the patterns of nationalist mobilization. These two patterns are tested against the different attitudes towards immigrants: early Basque nationalism was isolationist and exclusive, early Catalan nationalism was more integrationist and inclusive.
