(2) On behalf of the Union, the Commission has negotiated an Agreement with the Government of the Republic of the Philippines on certain aspects of air services (‘the Agreement’). The negotiations were successfully concluded by the initialling of the Agreement on 10 February 2016. (3) The objective of the Agreement is to bring bilateral air services agreements between ten Member States and the Republic of the Philippines in line with Union law. (4) The Agreement should be signed on behalf of the Union, subject to its conclusion at a later date. (5) In order to bring about the benefits of the Agreement as soon as possible, it should be applied on a provisional basis, HAS ADOPTED THIS DECISION: Article 1 The signing on behalf of the Union of the Agreement between the European Union and the Government of the Republic of the Philippines on certain aspects of air services is hereby authorised, subject to the conclusion of the said Agreement. The text of the Agreement is attached to this Decision. Article 2 The President of the Council is hereby authorised to designate the person(s) empowered to sign the Agreement on behalf of the Union, subject to its conclusion. L 322/2 EN Official Journal of the European Union 18.12.2018 Article 3 Pending its entry into force, the Agreement shall be applied on a provisional basis as from the first day of the month following the date on which the parties have notified each other of the completion of the procedures necessary for this purpose (1). Article 4 The President of the Council shall, on behalf of the Union, give the notification provided for in Article 8(2) of the Agreement. Article 5 This Decision shall enter into force on the date of its adoption. Done at Brussels, 20 September 2016. For the Council The President I. KORČOK (1) The date from which the Agreement will be provisionally applied will be published in the Official Journal of the European Union by the General Secretariat of the Council. 18.12.2018 EN Official Journal of the European Union L 322/3 AGREEMENT between the European Union and the Government of the Republic of the Philippines on certain aspects of air services THE EUROPEAN UNION of the one part, and THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES (hereinafter referred to as ‘the Philippines’) of the other part (hereinafter referred to as ‘the Parties’) NOTING that bilateral air service agreements have been concluded between some Member States of the European Union and the Philippines containing provisions contrary to the law of the European Union, NOTING that the European Union has exclusive competence with respect to several aspects that may be included in bilateral air service agreements between Member States of the European Union and third countries, NOTING that under the law of the European Union Union air carriers established in a Member State of the European Union have the right to non-discriminatory access to air routes between the Member States of the European Union and third countries, HAVING REGARD to the agreements between the European Union and certain third countries providing for the possibility for the nationals of such third countries to acquire ownership in air carriers licensed in accordance with the law of the European Union, RECOGNISING that certain provisions of the bilateral air service agreements between Member States of the European Union and the Philippines, which are contrary to the law of the European Union, must be brought into conformity with it in order to establish a sound legal basis for air services between the European Union and the Philippines and to preserve the continuity of such air services, NOTING that under the law of the European Union air carriers may not, in principle, conclude agreements which may affect trade between Member States of the European Union and which have as their object or effect the prevention, restriction or distortion of

Określa się: 1. plan sieci publicznych szkół podstawowych z oddziałami przedszkolnymi, mających siedzibę na obszarze Gminy Trzeszczany, prowadzonych przez Gminę Trzeszczany a także inne organy oraz granice ich obwodów, na okres od dnia 1 września 2017 r. do dnia 31 sierpnia 2019 r., zgodnie z załącznikiem nr 1 do uchwały; 2. plan sieci publicznego gimnazjum oraz granice obwodu publicznego gimnazjum prowadzonego przez Gminę Trzeszczany, na okres od dnia 1 września 2017 r. do dnia 31 sierpnia 2019 r., zgodnie z załącznikiem nr 2 do uchwały; 3. planu sieci publicznych ośmioletnich szkół podstawowych z oddziałami przedszkolnymi, mających siedzibę na obszarze Gminy Trzeszczany, prowadzonych przez Gminę Trzeszczany a także inne organy oraz granice ich obwodów od dnia 1 września 2019 r. zgodnie z załącznikiem nr 3 do uchwały. § 2. Powinna spełniać dwa podstawowe kryteria – zapewniać bezpieczną i komfortową jazdę. Wzrastające wymagania społeczeństwa wobec infrastruktury drogowej stawiają przed zarządcami dróg coraz wyższe wymagania. Stan techniczny nawierzchni drogi i towarzyszących jej elementów ma niezaprzeczalny wpływ na bezpieczeństwo i wygodę korzystających z niej użytkowników. Wieloletnie doświadczenie zarządców dróg wskazuje, iż utrzymanie dróg w dobrym stanie wiąże się z systematycznym ponoszeniem nakładów finansowych na modernizację oraz utrzymanie nawierzchni drogowych. Drogi stanowią pokaźny majątek, w który należy angażować proporcjonalnie wysokie środki finansowe. Prezentowany raport o stanie dróg powiatowych powiatu hrubieszowskiego w 2019 roku jest kontynuacją opracowań z lat poprzednich. Przedstawiono w nim aktualne wyniki oceny stanu technicznego ponad 561,428km dróg powiatowych z podziałem na nawierzchnie utwardzone i gruntowe, przeprowadzonej przez pracowników Powiatowego Zarządu Dróg w Hrubieszowie.
