CANADA'S SOVEREIGNTY OVER THE NORTHWEST PASSAGE Donat Pharand* In 1968, when this writer published "Innocent Passage in the Arc- tic,"' Canada had yet to assert its sovereignty over the Northwest Pas- sage. It has since done so by establishing, in 1985, straight baselines around the whole of its Arctic Archipelago. In August of that year, the U. S. Coast Guard vessel PolarSea made a transit of the North- west Passage on its voyage from Thule, Greenland, to the Chukchi Sea (see Route 1 on Figure 1). Having been notified of the impending transit, Canada informed the United States that it considered all the waters of the Canadian Arctic Archipelago as historic internal waters and that a request for authorization to transit the Northwest Passage would be necessary. -

OPPORTUNITIES AND CHALLENGES OF DEVELOPING THE NORTHERN SHIPPING PASSAGES Halia Valladares Montemayor, Ph.D., Bissett School of Business, Mount Royal University Kelly Moorhead, Bissett School of Business, Mount Royal University Introduction The aim of this research is to study the implications of the topographical changes in the Arctic and how this affects the NSP, this will also include all the historical countries involved by bordering this territory. It is said that, due to climate change and global warming, the Arctic Ocean is undergoing some significant topographical changes. There increasingly less ice, and this is opening up new opportunities for shipping routes. It has been proposed by Kefferpütz (2010) that, before the end of the twenty first century, the temperatures in the Arctic are expected to increase from four to seven degrees Celsius (p. 1). The earlier models predicted that the Arctic could be ice free by the summer of 2030. Evidence showed that in 2008 there was a 65 percent decrease in Arctic ice. The greatest decrease in the summer Arctic ice caps on record was from 2007 to 2009. Although, there is not a 100 percent accurate date as to when the Arctic will be free of ice, Canada and other Northern countries should begin to strategize how to utilize the new Arctic passages that will becoming available. This could involve setting up new shipping routes, navigational aids, ports, and developing new equipment to deal with icy conditions. Not only does the Arctic offer new shipping routes, but also, 13 percent of the world’s oil reserves and 30 percent of the world natural gas resources are said to be in the Arctic. -

Paul Dittmann, 3 Canadian Forces Flying Training School Since the Second World War, Canada‟s armed forces have often represented the most prominent federal organization in the occupation and use of the Canadian Arctic. Economic development in the region came in fits and starts, hindered by remoteness and the lack of any long-term industry base. Today the Arctic‟s resource potential, fuelled by innovative technological advances, has fed to demands for infrastructure development. New opportunities in Canada‟s Arctic have, in turn, influenced a growing young population and their need for increased social development. Simultaneously, the fragile environment becomes a global focal point as the realities of climate change are increasingly accepted, diplomatically drawing together circumpolar nations attempting to address common issues. A unipolar world order developed with the geopolitical imbalance caused by the fall of the Soviet Union. This left the world‟s sole superpower, the United States (US), and its allies facing increased regional power struggles, international terrorism, and trans-national crime. Given the combination of tremendous growth in the developing world, its appetite for commodities, and the accessibility to resource-rich polar regions facilitated by climate change, Canada faces security and sovereignty issues that are both remnants of the Cold War era and newly emerging. The response to these challenges has been a resurgence of military initiatives to empower Canadian security and sovereignty in the region. Arctic Square оf Opportunities North Pole and “Shelf” of Svalbard Can not Be Norwegian Alexander Oreshenkov The Treaty between the Kingdom of Norway and the Russian Federation concerning Maritime Delimitation and Cooperation in the Barents Sea and the Arctic Ocean, which Russia and Norway signed on September 15, 2010, is regarded by the officialdom as a great diplomatic success. It is believed that the sides removed all the obstacles to the exploration of hydrocarbon wealth of the Arctic oceanic shelf as they attained a compromise solution. However, the treaty disregards a whole range of vital legal aspects, which may be detrimental to the operation of Russian state companies in the region, including possible weighty losses due to discrepancies in tax treatment. The Russian-Norwegian treaty came as the most recent international legislative step on the part of Moscow in the long chain of moves to cede the geographic spaces – or claims to them – to which Russia had priority rights compared with its neighbors (as is widely known, these are the U.S. and Norway). The total area of the land surface ceded by Russia in North America – mostly to the U.S. – has been estimated in Sergei Pykhtin’s article “How Russian America Was Sold” (Russ. Ed). According to his data, Russia lost a total 3.2 million square kilometers without getting a single dollar for it. In the utmost North of Europe, Russia transferred to Norway the so-called “common region” between the Kola Peninsula and the Scandinavian Peninsula and Spitsbergen (Svalbard), with the total area standing at 65,000 sq.
