a. 2019-2020 Curriculum Guides - (Dr. Richardson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve adopting curriculum for the following subjects in alignment with the New Jersey Student Learning Standards and the Next Generation Science Standards: PBL and Genius Hour for the 2019‐2020 school year at no cost to the district.

b. Junior Achievement, Biz Town – (Dr. Stallings)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the 6th through 8th grade students from STEM Academy to participate in the program, Junior Achievement Biz Town for Success for the 2019‐2020 academic year at no cost to the district.

c. Test Assessing Secondary Completion (TASC) Memorandum of Understanding with New Jersey Department of Education – (Dr. Webb)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the signing of the Memorandum of Understanding with the New Jersey Department of Education, and subsequent administration of the TASC Test July 2020 through June 30, 2023 at no cost to the district.

d. NJACDA Voices United Choir Festival – (Dr. Estrict/Mrs. Colson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve EOCHS hosting the NJACDA Voices United Choir Festival on November 1, 2019 to include schools from East Orange and other school districts. Location will be at Campus High School at no cost to the district.

e. Renaming Campus HS Guidance & Counseling Department to School Counseling Department – (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Campus High School Guidance and Counseling Department to be renamed to School Counseling Department at no cost to the district.

f. Girls Who Code Club – (Dr. Estrict)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, permits East Orange Campus High School to host a Girls Who Code Club program and hire a club facilitator to run the program from September 5, 2019 to June 24, 2020 at a cost not to exceed $2,079.00. The club will run on Thursdays from 2:45pm to 3:45pm every week.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the curriculum training and technical support provided by Tools of the Mind Consultants for the state approved curriculum, Tools of the Mind for the 2019- 2020 school year to be supported and implemented in district and collaborating centers classrooms at a cost that will not exceed $68,000.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. h. Independent Educational Evaluations – (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the contract with Barbara Wilson (Diagnostic Educational Consultant’s Inc.) to complete Educational Evaluations at a rate of $300 per case during the 2019- 2020 school year not to exceed $10,000.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. i. Independent Psychological Evaluations – (Dr. Harvest/Mrs. Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the contract with Ms. Sanhita Kar to complete psychological evaluations at a rate of $315 per case during the 2019-2020 school year. Ms. Kar has provided RFQ# 3096 for psychological services.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. j. Special Olympics – Unified Young Athletes – (Ms. Champagne/Mrs. Santos/Ms. Aquil/Ms. Tyler/Ms. Lofton-Simpson)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the agreement between the EOSD and New Jersey Special Olympics to implement the Unified Young Athletes program in four elementary schools (Grades PreK-2) during the 2019-2020 school year. Curriculum, training and equipment will be provided at no cost to the district.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve NJPSA to facilitate a workshop session on January 8, 2020 to all District Administrators related to “Understanding State and Federal Guidelines on Student Discipline” at a cost not to exceed $330.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve NJPSA to facilitate a workshop session on November 13, 2019 and December 4, 2019 to all District Administrators related to “Corrective Action Plans and Progressive Supervision” at a cost not to exceed $6,660 for both workshop sessions.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Dr. Alonzo Perry, Sr., RBS Educational and Consulting Services, Nexus Tech LLC, and New Day Project to provide workshops for parents of the Path Afterschool Program from the October 2019 – June 2020 school year at a cost not to exceed $20,000.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve Mrs. Colson, Ms. Richardson, and the EOCHS History and Performing Arts Departments, and Ms. Vega-Moore for U.S. History I & II for regular and bilingual classes, partnering with the Hamilton Project of the Gilder Lehrman Inst., of American History. Partnership focuses on the study of Alexander Hamilton’s role in U.S. History through the Broadway Production, “Hamilton.” Initial cost to the district not to exceed $1,980 for 198 tickets to the matinee on 12/11/19 at the Richard Rodgers Theater in New York City for bus transportation TBD. a. List of Bills (Ratify)

WHEREAS, N.J.S.A. 18A:19.3 and N.J.S.A. 18A:19-4 authorizes the School Business Administrator/Board Secretary to make payments between board meetings for all claims that have been duly audited; and

WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation supporting the attached list of bills;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, ratifies the payment of bills on the attached lists totaling $4,635,577.93. (Attachment 3-a)

b. List of Bills

WHEREAS, N.J.S.A. 18A:19.1 and N.J.S.A. 18:6-31 provides for the Board of Education to authorize the payment of bills; and

WHEREAS, the School Business Administrator/Board Secretary has reviewed the documentation supporting the attached list of bills;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorizes and approves the payment of bills on the attached lists for the Tuesday, September 10, 2019 board meeting in the amount of $6,177,733.53 (Attachment 3-b)

c. Appropriation Transfers

WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and

WHEREAS, Board of Education Policy #6422 delineates the process for transfer of funds between line items; and

WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-c)

d. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and

WHEREAS, the Secretary of the Board has determined this amount to be $1,862,022.83 for the month of September 2019;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, authorize and direct the Board Secretary to execute and serve the T-1 Request for Tax-Levy monies from the City of East Orange. (Attachment 3-d)

e. Acceptance of T-2 Debt Service Taxes from the City of East Orange

WHEREAS, N.J.S.A. 54:4-75 and 76 provides for a board of education in a Type I School District to requisition Debt Service monies from the municipality in an amount deducted from the Equalization Aid for the Qualified School Bonds; and

WHEREAS, the Secretary of the Board has determined this amount to be $941,832.00 for August 1, 2019.

NOW, THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, accepts the T-2 Debt Service monies from the City of East Orange in the amount of $941,832.00. (Attachment 3-e)

f. Recommendation to Approve Fund Raising Requests

WHEREAS, in accordance with Policy #2430 - Extracurricular Activities, fund-raising activities of extracurricular groups must be approved by the Board upon review by the Superintendent; and

WHEREAS, the Superintendent of Schools has reviewed and supported the attached requests for Fund Raising Activities;

NOW, THEREFORE, BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approve the Fund Raising Requests on the attached list. (Attachment 3-f)

g. A-148 Secretary’s Report

WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and

WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148;

BE IT RESOLVED: the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the Preschool Education Program Budget (Revision) and Contract (Revision) for the 2019-2020 school year, in an amount not to exceed $1,117,012.00.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant. n. Recommendation for Approval of Purchasing Manual for 2019-2020 SY

RESOLVED, that the East Orange Board of Education approves the adoption of the 2019-2020 East Orange Board of Education Purchasing Manual. (Attachment 3-n)

o. Resolution of the East Orange Board of Education in the County of Essex, determining to finance IT Infrastructure and Related Acquisitions through the Competitive Bid, recommendation of award and execution of a Lease Purchase Agreement, approving the form of certain agreements including a lease purchase agreement, authorizing certain officials of the Board to execute such agreements and authorizing other actions necessary to accomplish the transaction.

WHEREAS, The East Orange Board of Education in the County of Essex, New Jersey (the “Board” when referring to the governing body, and the “School District” when referring to the legal entity and the territorial boundaries that are governed by the Board) has determined to lease purchase finance the acquisition of IT Infrastructure, and other miscellaneous costs required to enter into a Lease Purchase Agreement (“Lease, Agreement”) for an amount of not to exceed $7,306,500.00, and a term not to exceed five-years (collectively, the “Acquisition”); and

Resolution of the East Orange Board of Education in the County of Essex, determining to finance IT Infrastructure and related acquisitions through the competitive bid, recommendation of award and execution of a Lease Purchase Agreement, approving the form of certain agreements including a lease purchase agreement, authorizing certain officials of the Board to execute such agreements and authorizing other actions necessary to accomplish the transaction. – Cont’d

WHEREAS, Educational Services Commission of New Jersey Lease Purchase (ESCNJ) will serve as bid coordinator to conduct a competitive bid (Bid) for the Lease Purchase to finance the cost of the Acquisition pursuant to the attached contract; and

WHEREAS, ESCNJ will conduct the Bid for the Lease Purchase on or before August 28th, 2019 and will make its recommendation to the Board prior to the November Board meeting; and

WHEREAS, The Board wishes to expedite the payment of the respective vendors of the Acquisition;

NOW, THEREFORE, BE IT RESOLVED that by the Board of Education of East Orange in the County of Essex, New Jersey, As Follows:

The Board authorizes the Board President and the Board Secretary to award the Bid for the Lease Purchase upon the written recommendation of the Lease Purchase Coordinator and to enter into Lease with the successful bidder after Board Counsel has reviewed the Agreement; and

The Board hereby approves the execution of the Lease to the Lessor in order to finance the Acquisition and authorizes the sale of the Lease to the recommended low bidder as Lessor. This award is to be made in accordance with the proposal form submitted by the Lessor to the Board Secretary as of the date of the Bid, said proposal shall be attached hereto, and kept on file with the Board Secretary; and

The Board authorizes the Board President or the Board Secretary to approve any changes or deletions to the Lease Agreement or related documents as may, in the judgment of Counsel be necessary, advisable and in the best interest of the Board; and

The Board authorizes the Board President or the Board Secretary to establish an escrow account for the deposit of the lease proceeds in accordance with the Governmental Unit Deposit Protection Act (GUDPA), and to direct the deposit and investment of the lease proceeds in escrow for the term of the lease; and

The Board hereby delegates the Board President and the Board Secretary the ability to execute the lease purchase agreement and other related financing documents with recommended low bidder, serving as the Lessor and purchaser of the lease purchase agreement (the “Lessor” and “Purchaser”), and Escrow Agent (Escrow Agent); and

The Lease is hereby designated as a “qualified tax-exempt obligation” for purposes of Section 265 (b) (3) (ii) of the Internal Revenue Code of 1986, as amended. This resolution shall take effect immediately.

p. Resolution Authorizing Contract with Certain Approved State Contract Vendors for Boards of Education Pursuant to N.J.S.A. 18A:18A-10a

WHEREAS, the East Orange Board of Education, pursuant to N.J.S.A. 18A:18A-10a and N.J.A.C. 5:34-7.29(c), met by resolution and without advertising for bids, purchase any goods or services under the State of New Jersey Cooperative Purchasing Program for any State contracts entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury; and

WHEREAS, the East Orange Board of Education has the need on a timely basis to purchase goods or services utilizing State contracts; and

WHEREAS, the East Orange Board of Education intends to enter into a contract with Beyer Chrysler Dodge, Jeep, Ram of Morristown NJ through this resolution for the purchase of a 2020 Ram ProMaster Cargo Van 1500 as per NJ State Contract No. 88212, and properly executed contracts, which shall be subject to all the conditions applicable to the current State contracts;

NOW, THEREFORE, BE IT RESOLVED, the East Orange Board of Education authorizes the Purchasing Agent and the School Business Administrator to purchase certain goods or services on behalf of the Manager of Facilities for the Department of Maintenance Services, in the amount not to exceed $25,344.50, from the above mentioned approved New Jersey State Contract Vendor for the 2019-2020 school year pursuant to all conditions of the individual State contract; and

BE IT FURTHER RESOLVED, that the East Orange Board of Education’s School Business Administrator shall certify to the availability of sufficient funds prior to the expenditure of funds for such goods or services; and

BE IT FURTHER RESOLVED, that the duration of the contract between the East Orange Board of Education and the Referenced State Contract Vendor shall be from September 10, 2019 to June 30, 2020. (Attachment 3-p)
