a. Write on Sports Summer Camp Opportunity – (Hamilton)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves seven of Houston Academy’s rising 7th graders to apply and participate in Montclair State University’s Write on Sports Summer program from July 7th – 18th, between the hours of 9 a.m. to 3 p.m. at Montclair State University at no cost to the District.

b. STEM Academy Field Day – (DelTufo)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the students and staff to attend the STEM Academy Field Day on Wednesday, June 18, 2014 for 6th grade and Thursday, June 19, 2014 for grades 9th through 12th with no cost to the District.

c. Fifth Grade Social – (Moss-Hasan)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves a social for fifth grade students to celebrate their promotion to middle school. The social will be held on June 17, 2014 from 6 p.m. to 9 p.m. at Cicely Tyson Elementary School. There will be no cost to the District.

d. Morris and Essex Summer Solstice – (Moss-Hasan)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the Cicely Tyson Elementary School to participate in the Morris and Essex Summer Solstice on June 21, 2014 at East Orange City Hall Plaza from 12 p.m. – 4 p.m. There will be no cost to the District.

e. Field Day– (Jacob)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the Johnnie L. Cochran Jr., Academy’s student body, and staff to attend a Field Day to be held in Watssessing Park, East Orange, New Jersey, on June 13, 2014, from 9:00 a.m. to 12:00 noon, at no cost to the District.

f. Renewal Application to Operate a Middle School Alternative Program @ Fresh Start Academy Middle School for the 2014-2015 School Year – (Webb)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the application and acceptance of a Renewal Application to the New Jersey Department of Education to operate a middle school program for grades 6-8 at Fresh Start Academy Middle School for the 2014-2015 school year.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the application and acceptance of a Renewal application to the New Jersey Department of Education to operate the Fresh Start High School Academy, grades 9 – 12 during the 2014-2015 school year.

i. East Orange Campus High School Annual Football Camp – (Cahoon)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves East Orange Campus High School’s Football Summer Camp located in the George Ballard gymnasium from Thursday, August 14, 2014 to Monday, August 18, 2014 at a cost of approximately $5,800 to the District. (Upon quotes vendors).

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the East Orange School District’s athletic department to conduct a mini football camp to be held at East Orange Campus High School and/or Paul Robeson Stadium on July 8, 2014 – July 10, 2014 at no cost to the District.

l. Middle School Social (Grades 6, 7 and 8) at Benjamin Banneker Academy – (Vincent)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, grants permission for the students and staff of Benjamin Banneker Academy to participate in an end of the year, Middle School Social in the Benjamin Banneker Academy Gymnasium on Wednesday, June 18, 2014 from 4:30 p.m. to 7:30 p.m. at an approximate cost to the District of $2,012.50.

Tyson Community Middle/High School to conduct the 2014 Summer Professional Development Institute with NJDOE Regional Achievement Center, New Jersey Performing Arts Center and Scholastic Achievement Partners during the months of July and August 2014 for the Central Office and Tyson Staff to meet to receive professional development to implement SIG Initiatives at a cost not to exceed $38,000. The funds will come from the School Improvement Grant (SIG).

p. 2014-2015 SY Early Childhood Staff’s Summer Employment and Compensation – (DeFrancesco)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the proposal for the Early Childhood Staff: 6 master teachers to be employed and compensated for their 2014-2015 SY summer work (July 17, 2014 through July 31, 2014). In addition 4 PIRT (2 social workers, and 2 behavior specialists), 2 speech therapists, 3 nurses and the doctor to be employed and compensated for their 2014- 2015 SY summer work (July 7, 2014 through July 17, 2014). The cost to the District will not exceed $27,720.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the submission of the Application for Extraordinary Aid in accordance with the Comprehensive Educational Improvement and Financing Act. Following the guidelines outlined in the instructions, the applications will be submitted to the Commissioner of Education for consideration of an award of extraordinary aid.

r. Public School Home Instruction School Year 2014-2015 – (Harvest, Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the contract between the East Orange School District and the Essex Regional Educational Commission for the provision of Public School Home Instructions Services to students within the District at a cost of $41.62 per hour for each instructor during the 2014-2015 school year.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the contract between the East Orange School District and the Essex Regional Educational Services Commission for the provision of Instructional Services to Private and Parochial for those eligible nonpublic schools students for the 2014- 2015 school year.

t. Chapter 226 Nursing Services for NonPublic Schools, SY 2014-2015– (Harvest, Santos)

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the contract between the East Orange School District and the Essex Regional Educational Services Commission for the provision of Nursing Services to eligible Non Public school students based upon the maximum allotted by the State Aid for the 2014-2015 school year.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the contract between East Orange School District and the Essex Regional Educational Services Commission for the provision of Child Study Team Services (including Bilingual Evaluations - $416.16); Regular Educational Evaluations: $312.12; Social Assessments: $312.12; Speech Evaluations: $312.12 and Psychological Evaluations: $312.12 and if projective testing is required $322.52 per evaluation for the 2014- 2015 school year.

BE IT FURTHER RESOLVED: that the East Orange Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant.

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the contract between the East Orange School District and the Essex Regional Educational Services Commission for the provision of speech language services at $78.03 per hour for the 2014-2015 school year. (Effective July 1, 2014 – June 30, 2015).

BE IT RESOLVED: that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the contract with Dean CST Consulting, LLC to complete initial Educational Evaluations at a rate of $367 per case and Re-evaluations at a rate of $327 per case during the 2014-2015 school year. Dean CST Consulting completed RFP # 2337 for Independent Educational Evaluations.

e. T-1 Request for Taxes from the City of East Orange

WHEREAS, N.J.S.A. Title 40 provides for a board of education in a Type I School District to requisition Tax-Levy monies from the municipality in an amount estimated to represent the balance of its projected cash flow needs; and

WHEREAS, the Secretary of the Board has determined this amount to be $1,579,170.87 for the month of June 2014;

n. Submission of an Application for Participation in Local Government Energy Audit Program

WHEREAS, the New Jersey Board of Public Utilities, Office of Clean Energy administers the Local Government Energy Audit Program (Program), an incentive program to assist local government agencies to conduct energy audits and to encourage implementation of energy conservation measures; and

WHEREAS, the East Orange Board of Eduction has decided to apply to participate in the Local Government Energy Audit Program; and

WHEREAS, the facilities to be audited are in New Jersey, are owned by the East Orange Board of Education, are served by a New Jersey regulated public utility, and that the East Orange Board of Education has not already reserved $100,000 in the Program this year as of this application; and

WHEREAS, it is acknowledged that acceptance into the Program is dependent on the Scope of Work and cost proposal and the Program rules will have to be met in order to receive incentive funds; and

WHEREAS, upon acceptance into the Program, the East Orange Board of Education will prepare Facility Data Forms and Scopes of Work for each facility to be audited, solicit quotations from the authorized contractors, and submit the Firm Selection Form; and

WHEREAS, the East Orange Board of Eduction understands that energy audit work cannot proceed until an Application Approval Notice is received from the Program; and

NOW, THEREFORE, BEITRESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, approves the submission of an Application for participation in the Local Government Energy Audit Program of the New Jersey Board of Public Utilities.

NOW THEREFORE BE IT RESOLVED, that the East Orange Board of Education, upon the recommendation of the Superintendent of Schools, grant permission for the Use of Facilities to the organizations on the attached list as long as each organization submit all documents required in accordance to the District’s Policy and Regulation#7510.
