CITIZEN CHARTER

I. INTRODUCTION The Administrative office of Tamil Nadu Veterinary and Animal Sciences University is located at Milk Colony, – 600 051 and houses the office of the Vice-Chancellor, Registrar, Finance Officer, Controller of Examinations, Director of Research, Director of Extension Education and Director, Centre for Animal Production Studies.

Objectives  To impart education in different branches of veterinary and animal sciences and fisheries science  To further advancement of learning and research in veterinary and animal sciences and fisheries science  To undertake the extension of such research to the rural people in co-operation with the Government departments and various agencies

Mission The Tamil Nadu Veterinary and Animal Sciences University

(TANUVAS), Chennai was established on 20th September 1989 with a mandate to impart education, advancement of learning and prosecution of research and undertake extension to rural people in cooperation with the government departments in different branches of veterinary, animal and fisheries.

1 Our Vision

Tamil Nadu Veterinary and Animal Sciences University (TANUVAS) desires to be an institution of international excellence in Veterinary, animal and Fisheries Sciences Education and Research and to develop, disseminate scientific knowledge and skill for enhanced livestock, poultry and fisheries productivity through the use of technologies of social, economic and environmental relevance developed by adopting team approach.

Establishment and Growth

The establishment and growth of TANUVAS is directly linked with the existence of 100 years old Madras Veterinary College. This institute had a modest beginning as an Agricultural School at , Chennai in the year 1876 offering diploma and certificate courses in the field of veterinary science. Over the years of successful governance, the institute attained the status of a college in 1903 and started functioning at , Chennai. In 1974, the college was affiliated to the Tamil Nadu Agricultural University (TNAU) and in 1976 it became a constituent unit of TNAU. The Fisheries College and Research Institute, Thoothukudi was started in the year 1977. A second veterinary college was started at Namakkal in the year 1985. All these units were brought under TANUVAS by Act 42 of 1989.

2 II. EDUCATION

Graduate degree B.V.Sc. & A.H. (Bachelor of Veterinary Science & Animal Husbandry) The degree requires four and half years of full time study (Nine Semesters) and an intensive internship programme for a period of six months. Every year 226 students are being admitted for this programme. (At Madras Veterinary College 146 students and at Veterinary College and Research Institute, Namakkal 80 are admitted every year).

B.F.Sc. (Bachelor of Fisheries Science) The degree requires three and half years of full time study (Seven Semesters) and fisheries work experience of 105 days. Every year 35 students are being admitted.

B.Tech. (Food Processing and Technology) The degree is of four years full time study (Eight Semesters) and 20 students are being admitted every year. The graduate degrees are open to students with higher secondary qualification (10 +2). The minimum requirement of marks and reservations are as per the norms fixed by the Government of Tamil Nadu.

B. Tech. (Poultry Production Technology) From the academic year 2011-12 a new degree course B.Tech in Poultry Production Technology is to be started. The degree is of four years full time duration (8 Semesters) and 20 students will being admitted every year.

3 Postgraduate degree (M.V.Sc. / M.F.Sc.) The degrees require two years of full time study (Four Semesters). Candidates qualified with B.V.Sc., & A.H. / B.F.Sc., are eligible for admission for M.V.Sc., / M.F.Sc.

Foreign Nationals : 5 Seats for M.V.Sc., & M.F.Sc., are allotted from the year 2009-2010 Doctoral degree Ph.D. (Veterinary/Fisheries sciences) The degree normally requires three years of full time study (Six Semesters).

The postgraduate and doctoral degrees are open to students with a graduate (B.V.Sc. / B.F.Sc.) and postgraduate degree (M.V.Sc. / M.F.Sc.) in the concerned subject respectively with an OGPA of not less than 7.00/10.00 or 3.00/4.00. For SC/ST candidates a minimum pass is sufficient.

Reservation of seats for NRI candidates in B.V.Sc. & A.H and B.F.Sc.

Government of Tamil Nadu has sanctioned NRI and foreign Nationals Quota seats as given below:

The Veterinary Teaching Hospitals attached to Madras Veterinary College and Veterinary College and Research Institute, Namakkal are equipped with advanced clinical facilities for diagnosis and treatment of small and large animals. The hospital has three major units viz. Medicine, Surgery, Gynaecology and Obstetrics with out-patient and in- patient facilities. Another hospital, the Veterinary University Peripheral Hospital is functioning at the Head quarters in Madhavaram Milk Colony.

5 Centralised Instrumentation Laboratory The Madras Veterinary College has a well equipped Centralised Instrumentation Laboratory which is utilised by both student researchers and faculty. This facility is also extended to the staff and students of other universities and colleges.

Bio-Informatics Centre The Bio-informatics Centre was established at Madras Veterinary College in 1991 with the financial support of Dept. of Bio-technology, Government of . The centre have IBM Servers, number of computers, hardware and software to enable online retrieval of literature using Internet, Nicnet and Medlars and off-line retrieval through CD-ROM based databases with VSAT micro earth station.

III. RESEARCH

The university is actively engaged in sponsored research programmes by constantly exploring the various sources of external funding agencies at State, National and International levels.

The university is actively engaged in various research programmes that are relevant to the needs of the livestock, poultry and fish farmers, entrepreneurs and the society at large. The Research farms are catering to the needs of students, researchers by providing livestock inputs,

7 IV. EXTENSION

The university caters to the needs of the farming community by reaching them through its constituent extension centres and colleges. A chain of fifteen Veterinary University Training and Research Centres, three Farmers Training Centres, three Krishi Vigyan Kendras, two Veterinary University Training and Research Centres (Fisheries), seven Research stations and one Agricultural Technology Information Centre are functioning in various districts of Tamil Nadu for creating proper link between the scientists and the end users. Dissemination of technical know-how by way of Radio programmes, television programmes, press releases, bulletins, folders, pamphlets, books, journals and news letters are carried out regularly.

Publication Division

A printing press is available at University head quarters with all facilities for printing. Books related to livestock and fisheries are published and distributed for sale. This division brings out a bi-monthly Tamil popular journal 'Kalnadai Kathir', a bi-monthly research journal ‘Tamil Nadu Journal of Veterinary and Animal Sciences’, a quarterly Tamil popular journal ‘Meenvala Kathir’ and a monthly News letter in English and Tamil on priority basis.

Distance Education Cell The Distance Education Cell was started on 06.11.2003 for capacity building of women, unemployed youth, entrepreneurs

8 and staff of line departments by providing self learning opportunities through suitable modes (print, interactive CD ROMs, web based). The following courses are being offered through the distance education cell:

9 VI. UNIVERSITY STUDENTS COUNSELING AND PLACEMENT CELL

In order to provide the best possible career option, personality development, creating scope for improving skills and other human resource development activities to the aspiring graduates, the University Students Counseling and Placement Cell (USCPC) was established at MVC on 13.12.2007 and on 01.04.2011 at VC&RI, Namakkal with the following objectives:  To collect information about job opportunity prospects for students both within / outside the state and also abroad.

 To collect information about opportunities available within India and outside for higher studies.

 To explore the possibilities of getting financial assistance from various organizations for prosecuting higher studies in India / Abroad.

 Giving suitable advice to the students to improve their academic excellence, training for self employment programme, conducting periodical coaching classes for competitive examination and for securing scholarship and fellowships offered by various agencies.

The cell regularly arranges for motivational programmes, externship programmes etc., besides both on-campus and off- campus recruitment interviews for the benefit of the aspiring graduates.
