This Guide has been prepared for use across PWD for the rural road network in Vanuatu. The Public Works Department Standard Technical Specification for Road and Bridge Works and Standard Drawings are complementary documents addressing how the work shall be undertaken. They have been prepared as separate documents. This Guide does not include urban roads. The Austroads Road Design Series is the basis for this Vanuatu Rural Roads Design Guide. Situation Analysis Description of the disaster In November 2016, the Ministry of Health (MOH) has observed an increased reported cases of dengue infection in the country. Like other Pacific Island countries and territories, Vanuatu is prone to dengue outbreaks and epidemics. The country has experienced five major outbreaks since 1970 – the worst occurred in 1989 with over 3,000 admissions and 12 deaths. Since the 1989 outbreak, the government has upgraded its surveillance and control system and developed dengue preparedness plans.

    Situation report issued by NDMO Vanuatu This report covers the period from 18 March 2015 Highlights The Vanuatu Government continues to manage and coordinate relief efforts across all affected areas. Joint Rapid Assessments carried out in Tanna, Erromango, Anatom, Futuna, Epi, and Emae on 18 March. Australian Defense Force, ADF compiled and issued a national damage assessment in support of coordination 1.0 Situation Overview The Vanuatu Government continues to manage and coordinate relief efforts. It has issued a directive that all international assistance must be approved before it can be mobilized, and then coordinated through official government channels. The commitment to coordination aims to ensure needs are identified and responded to in a systematic, efficient way as quickly as possible, avoiding duplication and ensuring that resources are targeted to communities in areas where they are most needed. The National Disaster Management Office is expanding its coordination structures and systems to provide support to the Government and responding relief agencies. United Nations has set up a Humanitarian Response Page as the central repository of documents generated in support of the coordination effort related to Tropical Cyclone Pam. The government-led joint initial rapid assessments continued on 18 March, broadening the reach to include islands in Tafea, Penama, Malampa and Shefa Provinces. The information collected will inform further response decisions. Islands assessed are: Tanna, Erromango, Anatom, Futuna, Epi, and Emae Results of aerial assessments of Tafea, Penama, Malampa and Shefa were published on 17 March. The ADF compiled and issued a national damage assessment report based on aerial reconnaissance. It details the impact of the cyclone of housing, infrastructure, communication assets, agriculture, water storage facilities, key public infrastructure and air and sea ports of entry.

    Interisland Shipping Support Project (RRP VAN 42392) ECONOMIC ASSESSMENT A. S ummary 1. This document assesses the factors constraining and contributing to Vanuatu’s economic growth and outlines the economic rationale for intervention in the domestic shipping sector. It analyses the projected economic returns for the support and infrastructure recommendations and concludes that investment in these proposed interventions will bring positive returns from supporting and facilitating interisland transport and trade, and thus increasing economic development. 2. There are three main issues surrounding domestic sea transport and trade: • A key barrier to economic growth in Vanuatu is the lack of efficient and reliable transport services for moving goods and people about the archipelago. This has caused people to produce only what is needed for short term local consumption with little thought to creating surplus for exchange, savings and growth. • Shipping services are hindered by poor support infrastructure, lack of compliance with safety requirements and an under resourced Ministry of Infrastructure and Public Utilities (MIPU). Neither the few remaining infrastructure facilities nor many of the ships in the aging domestic fleet receive proper maintenance. All need to be addressed if economic development is to occur and be sustained. • Over the last 30 years there has been numerous domestic shipping studies and recommendations, but little investment, reform, or improvement. There is a mounting risk that mistrust between ship operators and users of shipping services towards donors and central government that already exists will strengthen if action is not taken directly. 3. An effort has been made to evaluate the various project components or subprojects on their own merit individually as best as possible given specific site information and data availability.

On 25 March, Prime Minister Joe Natuman visited cyclone-affected Malampa and Penama provinces. On 24 March in Port Vila, the Prime Minister and the Humanitarian Coordinator for Vanuatu launched a Flash Appeal, which seeks US$29.9 million for humanitarian operations until 24 June. As of 25 March, OCHA’s Financial Tracking Service recorded a total of US$16 million in financial contributions from donors. Situation Overview The Honourable Prime Minister Joe Natuman continued his tour of cyclone-affected islands on 25 March, visiting Malampa and Penama provinces after visiting Shefa Outer Islands on 23 March. On 24 March the Prime Minister and the Humanitarian Coordinator for Vanuatu Ms Osnat Lubrani launched a humanitarian response Flash Appeal. The Appeal seeks US$29.9 million for humanitarian operations until 24 June. As at 25 March, OCHA’s Financial Tracking Service (FTS) recorded US$$16 million in financial contributions from donors. Of this total, US$2.3 million was contributed to the Flash Appeal. Governments continue to support the cyclone response, including with military air and sea assets and personnel. Australian Defence Force, New Zealand Defence Force and the French Military, among others, have played important roles in the response.

VRCS has 32 staff and 500 active volunteers, 120 of which are Emergency Response Team (ERT) members and 15 of are National Emergency Response Team (NERT) trained and 5 are Pacific Disaster Response Team (PDRT) rained. VRCS also has a vast network of community volunteers. The Community Disaster and Climate Change Committee (CDCCC) is set up in almost all communities around Vanuatu to assist in the dissemination of Early Warning and Early Action (EWEA) measures. Red Cross Red Crescent Movement partners actively involved in the operation: The National Society is working with the International Federation of Red Cross and Red Crescent Societies (IFRC), and the International Committee of the Red Cross (ICRC) through their offices in Suva, Fiji. There are no in-country Red Cross Red Crescent partners in Vanuatu, however through the coordination of the IFRC Country Cluster Support Team (CCST) in Suva, support can be mobilised from the wider Pacific National Societies.
