The overall goal of RESCCUE is to contribute to increasing the resilience of Pacific Island Countries and Territories (PICTs) in the context of global changes. To this end, RESCCUE aims to support adaptation to climate change (ACC) through integrated coastal management (ICM), resorting especially to economic analysis and economic and financial mechanisms. The RESCCUE project operates both at the regional level and in one to two pilot sites in four countries and territories: New Caledonia, Vanuatu, Fiji, and French Polynesia. RESCCUE is funded primarily by the French Development Agency (AFD) and the French Global Environment Facility (FFEM) for5 years (01/01/2014 to 31/12/2018). The total project budget is 13 million Euros, including 6.5 million Euros from AFD/FFEM and about the same in co-funding. Brief summary of RESCCUE Project in Vanuatu The Vanuatu RESCCUE Project covers the northern side of the island of Efate beginning at the village Mangaliliu and ending with the village of Epao (inclusive). The islands of Nguna, Pele, Lelepa, Emao and Moso are also included in the project site. In total, the site covers around 50 km2 of marine ecosystems (coral reefs, seagrass beds, lagoons, mangroves and beaches), 180 km2 of terrestrial ecosystems (including forests) with a total population of approximately 8,000 (VNSO 2009). The project area also includes an established network of marine protected areas at Nguna-Pele, as well as multiple community-managed marine protected areas. The RESCCUE Project is structured around five components: Component 1: Integrated coastal management. This component aims to support ICM implementation “from ridge to reef” through ICM plans, ICM committees, coastal management activities concerning both terrestrial and marine ecosystems, capacity building, and income-generating activities. Component 2: Economic analysis. This component aims to use the economic analysis toolbox to (i) demonstrate the added-value of ICM activities, and (ii) inform coastal management and policy decisions. Component 3: Economic and financial mechanisms. This component aims to set up economic and financial mechanisms to generate additional and sustainable funding for ICM: review of options (payment for ecosystem services, taxes, user fees, trust funds, quota markets, biodiversity offsets, carbon finance, labels…); feasibility studies; implementation; monitoring. Component 4: Capitalization, communication, dissemination of project outcomes in the Pacific. This component aims to go beyond pilot sites activities to make RESCCUE a truly regional project, to have impacts at the national and regional levels. This is done through fostering experience between sites, providing cross- sectoral expertise, and communicating/disseminating the project outcomes. Component 5: Project management. This component aims to implement and coordinate the project, by providing technical assistance, organizing local and regional steering committees, and conducting audits and evaluations (mid-term and The review scoped the extent of Pacific collections in Scotland and identified key strengths and resources for future research. It also compiled Collections Level Descriptions for each regional island group and to highlight significance. The review was undertaken as a partnership across four museums in Scotland with significant or extensive collections from the Pacific region. These partners were National Museums Scotland (Edinburgh); Glasgow Museums; Perth Museum and Art Gallery and Aberdeen University Museums. Each of these museums hold collections from Vanuatu that have clear associations with islands or regions in Vanuatu and relate to well known Scottish missionaries. How to use this finding aid This finding aid provides an overview of Ni-Vanuatu artefact collections in Scotland and where possible related archives or photographs. The following list provides the names of key individuals through which the collections were acquired. The finding aid enables an initial overview of collections and resources and provides contact details for each of the major museums and libraries so that requests for further information can be made. The finding aid should also be used in conjunction with Excel spreadsheets and photographs of artefacts also deposited with the National Archives of Vanuatu.

The country has experienced five major outbreaks since 1970 – the worst occurred in 1989 with over 3,000 admissions and 12 deaths. Since the 1989 outbreak, the government has upgraded its surveillance and control system and developed dengue preparedness plans.

Barker-Hudson O.,;^, /ZO. ^ ll pUG-^Y^ South Pacific Commission Noumea, New Caledonia April 1989 UBHArt/ SOUTH PACIFIC COMMISSION EXECUTIVE SUMMARY This project was carried out to assess the distribution, abundance, cultural importance and threats to the dugong in Vanuatu. The study was carried out by a postal questionnaire survey and an aerial survey, commencing in October 1987. About 600 copies of the questionnaire were circulated in Vanuatu, and about 1000 kilometres of coastline surveyed from the air. Dugongs were reported or seen to occur in nearly 100 localities, including all the major islands and island groups of Vanuatu. The animals were generally reported to occur in small groups; only in three instances were groups of more than 10 animals reported. Most people reported that dugong numbers were either unchanged or were increasing. There was no evidence that dugongs migrate large distances or between islands in the archipelago, although movements may occur along the coasts of islands and between closely associated islands. Dugong hunting was reported from only a few localities, although it is caught in more areas if the chance occurs. Most hunting methods use traditional means, mainly the spear. Overall, hunting mortality is low, even in areas reported to regularly hunt dugongs. Accordingly, the dugong does not seem to be an important component of the subsistence diet in any part of Vanuatu, even though it is killed mainly for food.

    FIFTH NATIONAL REPORT Executive Summary Vanuatu is an array of 83 volcanic islands that were formed during the Miocene Era. Her geographical location means that Vanuatu’s biological diversity has developed commonalities with Pacific Island Countries in close proximity such as that of Fiji and Solomon Islands. Vanuatu is fundamentally an agricultural society, where the majority of the population is involved in farm and fishing activities, either for subsistence, livelihood or cash income. The Overarching Productive Sector Policy 2012-2017 also identifies agriculture, forestry and fisheries as priority areas for economic development. In 2013, the Vanuatu National Statistics Office estimated the population of Vanuatu to be 264,000 people, with 75% of the population living in the rural areas. A large portion of the population still depends heavily on the Vanuatu productive sector therefore, the Government has a crucial role to play in defining a policy and institutional framework which both enables and encourages good participation and high performance from all sector stakeholders. The country’s development goals and priorities in the Priorities and Action Agenda (PAA) 2006-2015 identify the productive sector as an engine for investment, economic growth and employment. The sector’s contribution to the overall economic growth has required a strategic commitment by the Government. This is so the Government can support and facilitate an enabling environment for private sector operators. The need to protect and conserve the resources that are critical elements of the productive sector saw Vanuatu commit itself internationally to the Convention on Biological Diversity in the 1992. Since its ratification of this Convention, Vanuatu has made significant progress in ensuring it meets all of its obligations.

It covers the period from 19 to 20 March 2015. The next report will be issued on or around 21 March 2015. Highlights Around 166,000 people, more than half of Vanuatu’s population, have been affected by Tropical Cyclone Pam on 22 islands. Food stocks and water reserves are being exhausted and will not last more than a couple of weeks across the affected islands. The Government-led joint Initial Rapid Needs Assessments concluded on 20 March. Access to affected communities is still hindered in Emae Island and in the eastern part of Pentecote Island. An estimated 50-90 per cent of local dwellings have been damaged by gale-force winds. Fuel stocks are running low across the affected islands in Vanuatu while electricity is mostly unavailable and generators are essential. Around 65,000 people are in need of temporary emergency shelter. Schools postponed classes for two weeks with a start date of 30 March.     KASTOM AND CONSERVATION: A CASE STUDY OF THE NGUNA-PELE MARINE PROTECTED AREA NETWORK by DANYEL ADDES (Under the Direction of Peter Brosius) ABSTRACT In Vanuatu, the Melanesian archipelago formally known as New Hebrides, traditional marine tenure has become a center piece of marine conservation efforts. However, its influence is relatively slight in the area of the Nguna-Pele Marine Protected Area Network (NPMPA), a village-based conservation organization. The NPMPA has therefore adopted a westernized conservation model of Marine Protected Areas, or MPAs. As it pursues its conservation goals, the NPMPA must continually negotiate between the expectations, tools, and methodologies, of two powerful normative discourses: traditional knowledge and national indigenous identity, and marine biology and conservation ecology. This case study uses discourse analysis to investigate the interactions of western conservation discourse and traditional forms of knowledge surrounding the management of marine resources. Findings suggest that the adaptation of western conservation practice has resulted in conservation discourse that situates agency in documents and conservation tools more often than in human action. As we prepare for the Cyclone Pam recovery operations to come to a close in 2017, we are focusing on our future and how we can continue to work towards our mandate of helping Vanuatu’s most vulnerable. 2016 was a particularly strong year in regards to the relationship between VRCS and the Government of Vanuatu. In our role as auxiliary to the government, we have a commitment to support relevant government departments such as the National Disaster Management Office in the provision of services to the community. During 2016 we dedicated ourselves to ensuring this unique relationship with the government is well understood and defined for both parties. Moving forward, in collaboration with the government, we have the potential to greatly benefit the people of Vanuatu if we continue to work together towards shared goals.
