Latar Belakang Laporan Kinerja (LKj) merupakan suatu bentuk akuntabilitas dari pelaksanaan tugas dan fungsi yang dipercayakan kepada setiap instansi pemerintah atas penggunaan anggaran. LKj berisikan ikhtisar yang menjelaskan secara ringkas dan lengkap tentang capaian kinerja yang disusun berdasarkan rencana kerja yang ditetapkan dalam rangka pelaksanaan APBN. KBRI Phnom Penh sebagai salah satu Perwakilan RI di Kementerian Luar Negeri diwajibkan untuk menyusun Laporan Kinerja (LKj) sebagai pertanggungjawaban pelaksanaan tugas, fungsi, dan peranannya dalam pengelolaan sumber daya dan kebijakan berdasarkan perencanaan strategis yang ditetapkan. LKj juga dilakukan untuk menyampaikan capaian, evaluasi, dan analisis terhadap pengukuran kinerja untuk setiap sasaran strategis atau hasil program/kegiatan agar setiap penyelenggara negara melaksanakan kinerjanya secara akuntabel, transparan, dan mampu melaksanakan tata kelola pemerintah yang baik (good governance) dengan berkomitmen dalam menjunjung integritas, etos kerja, profesionalisme, dan moralitas yang tinggi. Penyusunan LKj KBRI Phnom Penh Tahun 2019 mengacu pada Peraturan Presiden No. 29 Tahun 2014 tentang Sistem Akuntabilitas Kinerja Instansi Pemerintah dan Peraturan Menteri Pemberdayaan Aparatur Negara dan Reformasi Birokrasi Nomor 53 Tahun 2014 tentang Petunjuk Teknis Perjanjian Kinerja, Pelaporan Kinerja, dan Tata Cara Reviu Atas Laporan Kinerja Instansi Pemerintah dan Peraturan Menteri Luar Negeri Nomor 4 Tahun 2019 tentang Pedoman Sistem Manajemen Kinerja. B. Organisasi dan Sumber Daya Tugas pokok KBRI Phnom Penh adalah untuk mewakili dan memperjuangkan kepentingan Bangsa, Negara, dan Pemerintah Republik Indonesia serta melindungi setiap WNI/BHI di Kamboja sesuai dengan kebijakan Pemerintah RI berdasarkan peraturan perundang-undangan yang berlaku. Hal ini sudah tertuang dalam Pasal 4 dan 5 Keputusan Presiden RI Nomor 108 Tahun 2003 tentang Organisasi Perwakilan Republik Indonesia di Luar Negeri. “Setiap Perwakilan Republik Indonesia di Luar Negeri mempunyai tugas pokok untuk mewakili dan memperjuangkan kepentingan Bangsa, Negara, dan Pemerintah Republik Indonesia serta melindungi Warga Negara Indonesia (WNI), Badan Hukum Indonesia (BHI) di Negara Penerima dan atau Organisasi Internasional sesuai dengan kebijakan politik dan hubungan luar negeri Pemerintah Indonesia, peraturan perundang-undangan nasional, hukum internasional, dan kebiasaan internasional." 1 Sesuai dengan Keputusan Presiden Republik Indonesia Nomor 108 Tahun 2003 tentang Organisasi Perwakilan RI di Luar Negeri, KBRI Phnom Penh menyelenggarakan fungsi sebagai berikut. 1. peningkatan dan pengembangan kerja sama politik dan keamanan, ekonomi, sosial, dan budaya dengan Kamboja; 2. peningkatan persatuan dan kesatuan, serta kerukunan antar sesama Warga Negara Indonesia di Kamboja; 3. pengayoman, pelayanan, perlindungan, dan pemberian bantuan hukum dan fisik kepada WNI dan BHI dalam hal terjadi ancaman dan/atau masalah hukum di Kamboja sesuai dengan peraturan perundang-undangan nasional, hukum internasional, dan kebiasaan internasional; 4. pengamatan penilaian dan pelaporan mengenai situasi dan kondisi di Kamboja; 5. protokoler dan kekonsuleran di Kamboja. 6. perbuatan hukum untuk dan atas nama Negara dan Pemerintah Republik Indonesia dengan Kamboja; 7. kegiatan manajemen, kepegawaian, keuangan, perlengkapan, pengamanan internal perwakilan, komunikasi, dan persandian; 8. fungsi-fungsi lain sesuai dengan hukum dan praktek internasional. Sesuai keputusan Menteri Luar Negeri No. SK.06/A/OT/VI/2004/01 Tahun 2004 tentang Organisasi dan Tata Kerja Perwakilan RI di Luar Negeri dan dalam melaksanakan tugas pokok sebagaimana dimaksud di atas, KBRI Phnom Penh menyelenggarakan fungsi sebagai berikut. 1. Fungsi Politik 2. Fungsi Ekonomi 3. Fungsi Penerangan, Sosial, dan Budaya 4. Fungsi Protokol dan Konsuler 5. Fungsi/Atase Pertahanan 6. Fungsi Komunikasi 7. Fungsi Administrasi Untuk melaksanakan tugas dan fungsi tersebut di atas, dapat diuraikan tugas masing- masing Fungsi sebagai berikut. 1. Fungsi Politik mempunyai tugas membantu Kepala Perwakilan RI dalam menjalin, meningkatkan hubungan dan kerja sama di bidang politik dan keamanan antara Indonesia dan Kamboja. Di samping itu, dengan adanya penugasan Atase Pertahanan pada KBRI Phnom Penh, juga mempunyai tugas dalam menjalin dan meningkatkan hubungan dan kerja sama militer, pertahanan, dan keamanan antara Indonesia dan Kamboja. Dalam melaksanakan tugas tersebut, menyelenggarakan tusi sebagai berikut. a. Peningkatan hubungan dan kerja sama bilateral, regional, dan multilateral. b. Perwakilan pemerintah RI dalam meperjuangkan kepentingan nasional di negara penerima dan/atau organisasi internasional. c. Perwakilan pemerintah RI dalam berbagai forum bilateral, regional dan multilateral. d. Pengembangan jejaring dan negosiasi dengan berbagai pihak, meliputi kalangan pemerintah, parlemen, akademisi, media massa dan organisasi/lembaga non pemerintah, mengenai kepentingan nasional di Negara Penerima dan/atau Organisasi Internasional. e. Pelaksanaan tugas seremonial kenegaraan dan kepemerintahan, pemeliharan dan peningkatan hubungan secara umum dengan organisasi/lembaga non 2 pemerintah, kelompok masyarakat dan/atau kelompok kepentingan di bidang politik, keamanan, hukum, dan HAM. f. Peningkatan kerja sama dan penanganan masalah di bidang politik, keamanan, hukum, dan HAM yang mencakup isu kontemporer seperti terorisme, kejahatan transnasional yang terorganisir, kepemerintahan yang baik, pencucian uang, penyelendupan barang dan manusia, narkoba, dan imigran gelap. g. Penjajakan dan peningkatan kerja sama mengenai penanganan isu-isu spesifik di bidang politik, keamanan, hukum, dan HAM. h. Pemantapan dukungan seluas-luasnya bagi kepentingan nasional, terutama keutuhan dan kesatuan wilayah NKRI, baik di Negara Penerima dan/atau Organisasi Internasional. i. Penyiapan dan pembuatan perjanjian internasional. j. Pengamatan, analisis, dan pelaporan perkembangan politik di Negara Penerima dan/atau Organisasi Internasional yang berkaitan dengan/atau berdampak langsung terhadap kepentingan nasional Indonesia dan penyampaian rekomendasi kepada

Drawing on the post-colonial discourses of Geertz(1980)and Vickers(1989), this paper adopts tourism as a cultural arena which contributes to the deconstruction of the landscape of a country through the exposure to the wider global gaze. This is achieved by taking the case study of Prumsodun Ok & NATYARASA in its calculated promotion of social transgression in the classical arts. Prumsodun Ok & NATYARASA is the Cambodia’s first gay classical dance company(hereafter the Company)established in 2015, and sets a manifestation of their continuing commitment to social transformation through artistic dialogue both inside and outside of Cambodia.     KHMER DANCE PROJECT 1 KHMER DANCE PROJECT Royal Khmer Dance robam preah reachea trop Past and Present In 1906, two years after succeeding his half-brother Norodom, King Sisowath of Cambodia, accompanied by the Royal Ballet, embarked on a long trip to Marseilles for the French Colonial Exposition. France responded warmly to the charming dancers and the king’s entourage. The famous sculptor Rodin was so enchanted by the dancers that he traveled with them and drew evocative sketches of their fluid, graceful movements. Lamenting their inevitable departure, Rodin, profoundly moved, confessed: “What emptiness they left me with. I thought they had taken away the beauty of the world. I followed them to Marseilles; I would have followed them as far as Cairo.” Under the Khmer Rouge regime from 1975 to 1979, Royal Khmer dance was banned from the soil of Cambodia. Its artists were executed or died from malnutrition, illness and forced labor. After the regime's collapse in 1979, Royal Khmer dance had almost disappeared; few former dancers had survived. Ever since this brutal period, Royal Khmer dance has slowly 2 and painstakingly struggled to retrieve memories. Former dance masters have tried to revive the gestures, music, and artistry that are part of Khmer classical dance’s heritage. Their long-lasting and devoted efforts were finally recognized and honored when UNESCO proclaimed the Royal Ballet of Cambodia (or Royal Khmer dance) a Masterpiece of Oral and Intangible Heritage of Humanity in 2003. Yet, two years later, the campus of Royal University of Fine Arts which is devoted to the Arts was moved out of the center of the capital Phnom Penh.

In this class, we will explore how the category of “classical dance” was defined in 20th and 21st century in Asia and investigate the performative value of the concept—that is, we will look into what the idea of “classical dance” does, how it is deployed, and examine the circumstances of its production and reception. Out of the many established classical and contemporary forms, our focus will be on,wayang wong and shadow puppet in Bali and Java, Kathak and Bharatanatyam in India, Peking Opera, Yangge, Ethnic Dances and “Revolution” Ballet in China and Classical Dance in Cambodia. We will explore the key sources upon which the dances are based; survey the histories of the forms that comprise the classical canon; and situate the revival, reconstruction, and institutionalization of classical dance as a symbol of national identity and heritage in these four nations. We will also look at “folk,” “social,” “popular,” “Bollywood,” “modern,” and “contemporary” dance as categories distinguished from—and which interrogate—classical structures. Throughout, we will critically consider the relationship between dance, colonialism, nationalism, religion, and social history. COURSE LEARNING OUTCOMES: 1.
