Part-A (EMD Details), Part-B (Tech. bid) & Part-C (Price bid) for deployment of 01 (One) No. 27 Seated Mini Bus (0 to 05 years old) on hired basis from reliable and re- puted transport contractors having their own carriage with valid vehicle Registration Book or certificate of fitness for transportation of workmen of JPC on the following routes. The vehicle will be hired for the period for three years. P.O.L. will not be issued by the Company for the vehicle during engagement. P.O.L. should be arranged by the contractor himself and reimbursement will be made as per rate of Indian Oil Company. DETAILS OF ROUTES : - Route Details of Route Distance No. 1 From J.K. Nagar colliery via- Andal More to 3&4 Incl. 80 K.m. Jhanjra Project Colliery & back to J.K. Nagar Colliery via – Andal More (1up & 1 Down)- by one 27 seated Mini Bus. 1. The estimated cost is Rs 12,50,928/- 2. Vehicle Registration Book, Road Tax, Insurance paper, Fitness & Pollution certificate should be produced at the time of opening of Part-B in original for verification. 3. Route length will be measured by the Area Committee members, if required. The engagement shall be normally on all days except Holidays. Tenderers should submit the tender in 3 (three) parts i.e. Part-A will be the details of EMD, Part-B will be commercial terms and conditions as mentioned in the tender, any other conditions will not be taken into consider- ation and tender may be liable for rejection. Part-C shall contain the rates only. A) Earnest Money for 27 seated Bus - Rs. 12,510 /- respectively should be deposited in the form of A/C Payee Demand Draft in favour of ‘EASTERN COALFIELDS LIMITED’, JHANJRA PROJECT, payable at S.B.I., Asansol in separate Envelope in Part-A B) Information in Part-B should include the following:- 1. Registration number of the Vehicle. 2. Make & Model 3. Seating Capacity 4. Vehicle should be registered in the name of bidder. 5. Validity of Road Tax (Photo copy duly countersigned by the tenderer). 6. Validity of Insurance (Photo copy duly countersigned by the tenderer). 7. Validity of Insurance for Driver & Khalashi (Photo copy duly countersigned by the tenderer). 8. Xerox copy of Registration Book (Photo copy duly countersigned by the tenderer). 9. In case of partnership Firm, copy of partnership deed prior to the date of opening of tender. (Co-ownership is acceptable only, if the tender is submitted on the name of partnership firm.) 10. Validity certificate of pollution control. (Photo copy duly countersigned by the tenderer). 11. Xerox copy of PAN card duly countersigned by the tenderer 12. Validity driving license for passenger transport/bus driver to be deployed for aforesaid job. (Photo copy duly countersigned by the tenderer). 13. Registration of the firm/Tendere under CMPF/EPF (Photo copy duly countersigned by the tenderer) 14. Validity of Road Permit (Photo copy duly countersigned by the tenderer). 15. Validity of fitness certificate (Photo copy duly countersigned by the tenderer) 16. Affidavit as per clause 12 of general terms on page 3. 17. S.N: All the documents mentioned above should be valid at least for six month from the date of open- ing of part-B. Contd …. 2 - 2 - C) Bids of successful tenders in Part-B only will be considered for opening of Part-C of tender. Infor- mation in Part-C should include only information regarding charges for hire per day excluding P.O.L and the consumption of Diesel and Engine Oil per K.M should be indicated in the following manner :- 1. Hiring charges per day excluding P.O.L. 2. 1 (one) Liter of Diesel for 4.5 K.M run. 3. 1(one) Liter of Mobil for 200.K.M run. (Loose / Sealed) Any other condition in Part-C of the tender will not be taken into consideration and tender may be liable for rejection. D) ISSUE OF TENDER DOCUMENTS : The date of Sale of tender documents will be from 17.02.2015 to 19.02.2015 between 10.00 a.m. to 1:00 p.m. from Administration department after deposition of Rs. 500 + Rs.68 = Rs. 568.00 including VAT (Rupees five hundred sixty eight only) with the Ch. Cashier, Jhanjra Area Office (On working days except on Sunday & Holiday). Tender documents will be displayed through Web site from 17.02.2015 to 19.02.2015 27 seater Mini Bus documents can also be downloaded from website www.easterncoal.gov.in for partici- pation in the tender process. Cost of tender documents shall be paid in cash, which is non- refundable. In case of tender documents obtained by downloading from the web site, cost of the tender documents shall have to be deposited by the tenderers in the form of demand draft at the time of submission of the tender alongwith the EMD. Tenderers shall be solely responsible for the correctness of the downloaded tender documents. Submission of incomplete down loaded tender document will be rejected. No tender document will be issued or received by post. E) DATE & TIME OF SUBMISSION OF TENDER : On 23.02.2015 from 9.30 a.m. to 11.30 A.M. at the Office of the General Manager, Jhanjra Area (Personnel Department) in the tender box kept for the purpose in any tender document. F) DATE & TIME OF OPENING OF TENDER (PART-A &B): On 23.02.2015 at 12:00 p.m. onward at the Office of the General Manager, Jhanjra Area. If the Office happens to be closed on the date of opening of tender as specified, the tender will be opened on the next working day at the same time and venue. G) Handwriting tender will be rejected. Tender must be typed/ printed. Tenders will be received in three parts i.e., Part-A, Part-B and Part-C, each in separate sealed covers. Part-A contain earnest money. Part-B shall contain the PAN No. documents, status of the firm showing type of formation (Proprietorship, Partnership, Limited Company / any other type), the commercial & technical condition, etc. and Part-C shall contain Price Bid only. All the three covers of Part-A, Part-B and Part-C are to be put under another cover duly sealed while submitting the tender super scrib- ing on it the NIT No., Name of work, Name & address of the tenderers and clearly mentioning that this sealed cover contains Part-A, Part-B & Part-C. GENERAL TERMS : 1. The vehicle should be in good operational condition. 2. The vehicles must be available on all working days for 24 hours from morning to cover all duties on each working day. 3. It will be the responsibility on the part of the Contractor’s employee to ensure safety to the travel- ers /passengers 4. In the event of breakdown contractor will be responsible to provide suitable /similar type of ve- hicle. 5. Unauthorized persons will not be allowed to travel in the vehicles. 6. All bidders qualified for opening of price bid have to produce their vehicles for inspection before Technical Committee. Price Bid of there will be opened after satisfactory inspection report by the Technical Committee. Contd …. 3 -3- 7. If under any circumstances, vehicle does not report for duty any day, penalty at the rate four times of hiring charges or actual hiring charges if hired from open market whichever is maximum will be deducted from the bill and no hire charges will be paid for that day. Alternative arrangement will also be made by management at the risk of the contractor. 8. It is presumed that the tenderers have made themselves aware of all rules and regulations of all statutory bodies and local Government bodies likely to be complied with. The feigning or ignor- ance on this account shall not be taken as excuse. 9. Canvassing in connection with tenders in any shape or form is strictly prohibited and tenders submitted by such tenderers who resort to canvassing shall be liable to rejection. 10. If the tenderers deliberately give wrong information in their tenders and create circumstances for acceptance of the tender, the Company reserves the right to reject such tenders and company may execute for banning of business for the period as deem fit. 11. In case more than one tenderer quotes same rate for a particular vehicle, the latest model will be considered. 12. Owner of the Vehicle shall indemnify Jhanjra, ECL on non Judicial Stamp paper that following will be the responsibility of the owner of the Vehicle: a) Damage cause due to any accident of the vehicle b) Payment for any legal action/ Court Cases of compensation payable arising out of any act of the ve- hicle. c) Payment of taxes/ surcharges levied by Central/ State Govt. d) Vehicle may be used beyond office hours for that purpose no overtime allowance will be paid. 13. The owner of the Vehicle will be liable to pay the compensation if any in case of accident as per Workmen’s Compensation Act. 14. If the performance of the Vehicle or the behavior of the driver is not found satisfactory the com- pany may terminate the contract.

    Agenda No. 3 F. No. 8-101/2014-FC Sub: Diversion of 78.00 ha of forest land in favour of the Eastern Coalfields Ltd., Burdwan for Jhanjra Underground Coal Mining Project at Raniganj Coalfield under Durgapur Forest Division, West Bengal. The State Government of West Bengal vide their letter No. 494-For/O/L/10T-04/14 dated 5th March, 2014 submitted a fresh proposal for diversion of 78.00 ha of forest land in favour of the Eastern Coalfields Ltd., Burdwan for Jhanjra Underground Coal Mining Project at Raniganj Coalfield under Durgapur Forest Division, West Bengal. The proposal was considered by the Forest Advisory Committee in its meeting on 22nd December, 2014. The State Government has reported subsidence in earlier mining areas and, accordingly, the user agency has been requested to submit a detailed 3-D subsidence report from CMPDI on the likelihood of subsidence of the proposed area. Now, in response to Ministry’s letter of even number dated 30.01.2015, the State Government of West Bengal vide their letter No. 699-For/O/L/10T-04/14 dated 07th April, 2015 have sent a copy of the detailed 3D subsidence report from CMPDI furnished by the ECL Authority (ps.302-325/c).
