Item 5 Glasgow City Council 23rd January 2020 City Administration Committee Report by Councillor David McDonald, Depute Leader of the Council and City Convener for Culture, Vibrancy and International Co-operation Contact: Stevie Scott Ext: 78292 TRANSFORMING POLLOK COUNTRY PARK Purpose of Report: The purpose of this report is to outline proposals to improve access to and within Pollok Country Park, which prioritise sustainable transport, build high quality, inclusive active travel infrastructure, and which promote and enhance Pollok Country Park’s natural resources. Recommendations: It is recommended that the City Administration Committee: (a) note the contents of this report; (b) approve the creation of an integrated active travel and low carbon transport hub; (c) approve the proposed interventions to control vehicular access and parking; (d) approve funding of up to £3 million to deliver the works; and (e) approve the proposed approach to car parking tariffs. Ward No(s): 2 Citywide: Local member(s) advised: Yes ☒ No Consulted: Yes ☒ No 1. BACKGROUND 1.1 Pollok Country Park is the largest park in Glasgow and was voted Best Park in Europe in 2008. As well as its importance as a green space for leisure and nature conservation, it has outstanding heritage features, including two of Scotland’s most important museums, the Burrell Collection and Pollok House, both of which are Category A Listed buildings. It is owned and managed by Glasgow City Council, with Neighbourhoods and Sustainability managing the Country Park, Glasgow Life managing both the Burrell Collection and Nether Pollok playing fields, and the National Trust for Scotland managing Pollok House. -

Executive Summary The City of Glasgow has a long tradition in the pursuit of a high quality built environment and public realm, continuing to the present day. This strategy represents the next steps in this tradition by setting out how open space should be planned, created, enhanced and managed in order to meet the priorities for Glasgow for the 21st century. This is not just an open space strategy. It is a cross‐cutting vision for delivering a high quality environment that supports economic vitality, improves the health of Glasgow’s residents, provides opportunities for low carbon movement, builds resilience to climate change, supports ecological networks and encourages community cohesion. This is because, when planned well, open space can provide multiple functions that deliver numerous social, economic and environmental benefits. Realising these benefits should be undertaken in a way that is tailored to the needs of the City. As such, this strategy examines the priorities Glasgow has set out and identifies six cross‐cutting strategic priority themes for how open space can contribute to meeting them. -

P arkhead, Dalmarnock and Camlachie Thriving Place October 2017 Welcome to Parkhead, Dalmarnock and Camlachie Thriving Place Thriving Places was introduced in Parkhead, Dalmarnock and Camlachie to help improve the quality of life of people who live and work here. This can mean trying to improve health and wellbeing, community safety, education, employment, income, housing, the local environment or access to services. It can also mean encouraging local involvement in decision making. A key part of Thriving Places is providing services with people, not to people. This means engaging with communities using a grass roots approach to deliver the right services in the right places to meet local needs. A Community Organiser was recruited in October 2014 to help local communities get involved in Thriving Places. As such, the work is just ending its third year. This 10-year plan will tell you more about what Thriving Places is doing in Parkhead, Dalmarnock and Camlachie. It is based on consultation with local people over the last year. This is a living plan, which means that it will change as more local people get involved and the work progresses. Local communities have to be meaningfully involved for the plan to work. Without local communities and our partners working together we cannot achieve what the plan sets out. Local organisations are already involved in the Parkhead, Dalmarnock and Camlachie Steering Group and we are keen for local people to join too. This plan should be relevant for people who live and work in the local area and there are plenty of opportunities to be involved in different ways. -

For the past 3 years, the council as a member of Climate Ready Clyde has participated in the development of an adaptation strategy and action plan for the City Region. The strategy’s purpose is to mitigate the risks arising from the local impact of climate change. The strategy covers a 10 year period with the action plan providing the activity up to 2025. It has a number of key priorities such as the regeneration of Ravenscraig, supported by interventions and flagship actions. Recommendations It is recommended that the Environment and Transportation Committee: 1) Recognise that adaptation is a key aspect of the council’s climate activity 2) Recognise the good work that council officers have facilitated and progressed in partnership with the membership of Climate Ready Clyde 3) Note the summary detail of the Adaptation Strategy and Action Plan 4) As a member organisation of Climate Ready Clyde, approve the implementation of the Adaptation Strategy and Action Plan (subject to GCR Cabinet approval) The Plan for North Lanarkshire Priority All priorities Ambition statement All ambition statements 1. Background 1.1 The council has recognised that achieving net zero emissions is a priority and this is reflected in the timeline to achieve this ambitious target (2030). Glasgow City Region Ready To Go Projects 1 COMMERCIAL INFRASTRUCTURE MIXED USE RESIDENTIAL GLASGOW CITY REGION: READY TO GO PROJECTS Introduction Investing in Glasgow City Region will help to support and grow the economy of one of the largest city regions in the UK and the largest in Scotland. We want to work with the UK Government and the Scottish Government to increase and accelerate investment in infrastructure at this crucial time - to provide vital short term economic stimulus, to protect and create jobs and businesses and to drive green economic growth, as we move towards a post-Covid period. We wish to explore and to secure additional investment opportunities for a selection of major transformative projects that will change the physical, social and economic fabric of our City Region for generations to come, and to accelerate discussions and decisions around the delivery of these projects – including the Clyde Mission, a Regional Metro system, Scottish Events 2 Campus expansion, our new emerging national Advanced Manufacturing Innovation District (AMIDS) and Ravenscraig. These initiatives have the capacity to deliver enormous economic benefits at a Regional and national level in the medium to long term. And as we deal with the more immediate impact of the pandemic, to stimulate the Regional economy, we are seeking additional infrastructure investment for a further 90 ‘ready to go’ projects across the Region that can be implemented quickly. These are a mixture of infrastructure, commercial, and residential projects which can be progressed in the short to medium term, with the funding to complete value ranging from £200,000 to £53 million, and a total funding value of £542 million. -

Glasgow City Region City Deal Guide to Information Available City Deal Publication Scheme The Freedom of Information (Scotland) Act 2002 (the Act) requires Scottish public authorities to produce and maintain a publication scheme. Authorities are under a legal obligation to: • publish the classes of information that they make routinely available • tell the public how to access the information and what it might cost. To comply with their obligations, the eight Member Authorities involved in the City Deal, including Glasgow City Council as lead authority, have each signed up to the Model Publication Scheme 2013 produced by the Scottish Information Commissioner. This scheme can be found on the Scottish Information Commissioner’s website: http://www.itspublicknowledge.info/ScottishPublicAuthorities/PublicationSchemes/PublicationSchemeResources.aspx Whilst each Model Publication Scheme applies to all information published by each Member Authority, this Guide to Information relates specifically and only to information held by Glasgow City Council as Lead Authority in relation to the City Deal. The purpose of this Guide is to: • allow the public to see what information is available (and what is not available) in relation to the Glasgow City Region City Deal • state what charges may be applied • explain how to find the information easily • provide contact details for enquiries and to get help with accessing the information • explain how to request information we hold that has not been published Although we are not under a statutory obligation to publish a separate Publication Scheme for the City Deal, we have chosen to do so in order to demonstrate our commitment to transparency and accountability, and to make it as convenient as possible for City Deal information to be located. -

It is only the start of our ambition. Our regional economic strategy outlines our vision and objectives for the City Region until 2035. This is an Action Plan for communities and businesses and demonstrates our shared commitment to growing the economy, creating jobs, increasing productivity and putting inclusive growth at the heart of all we do. We will only achieve this through a partnership that is broad, open and ambitious.
