D., UNIVERSITY OF MASSACHUSETTS Directed by: Dr. Robert Paul Wolff This dissertation is a critical re-assessment of Latin American philosophical tradition and its quest for an authentic philosophical identity. This re-evaluation is brought about through a distinct reading of the writings of the Peruvian Marxist, Jose Carlos Mariategui (1895-1930). The analysis which is exercised in this inquiry proposes that its philosophical production should not be considered as an obscure or secondary form of European philosophy, or in the most unfortunate case, as a radical denial of the latter's philosophical heritage. In attention to the central question concerning this dissertation it is claimed that a hermeneutic strategy of devising a re-interpretation of a single theorist could yield preferable and more illuminating results than just an extensive survey of the numerous philosophers who belong to the Latin American philosophical tradition. The "case study" which has been performed is that of the Peruvian Marxist Jose Carlos Mariategui (1895-1930). vi This dissertation argues that regardless of the broad range of studies on the writings of this Peruvian revolutionary thinker, there is still much to say about his idiosyncratic interpretation of the Peruvian society of his times and about his eminently anti-dogmatic conception of Marxism. In his own discursive practice he unveiled a critical response to the inherent and rigid determinism of the Marxist dogmatic orthodoxy widely accepted in Latin America and the rest of the world during his lifetime. His self-education and theoretical practice is described as a virtual "ingestion" of the 1920s Marxism and many other non- Marxist philosophical and theoretical notions which were critically transformed into an innovative and effectual thought replete with revolutionary relevance. The purpose in stressing this point in Mariategui's critical "adaptation" of Marxism is to accentuate the undeniable Eurocentric core of Marxism with which the Peruvian thinker had to contend. When the Argentinean philosopher "inaugurated" the [Latin] expression "American philosophy" 1 in 1842 , it was evident that he had meant to raise the question of Latin America’s philosophical identity. He believed that such a project could be accomplished in the precise terms of a reflection focused on the peculiar problems of the emerging new nations in Central and South America. Since then, numerous Latin American (and non-Latin American: e.g. Crawford, 1966; Davis, 1972) philosophers and historians have returned to this topic. How could there be an authentic Latin American philosophy ? It seems, at least at face value, that in Latin America philosophy presents all the characteristics of what we will define as unauthenticity, lack of originality, superficiality, disjointedness, and above all an imitative dependency on the philosophical production of some of the so-called "cultural metropoli" (i.e. Continental Europe, Great Britain, United States). Marcel van der Linden, a labor historian at Amsterdam University and executive editor of theInternational Review of Social History, summarizes an extraordinarily broad range of Western Marxist thinkers in an effort to understand how Marxists who were politically independent of the Soviet Union "theoretically interpreted developments in the Soviet Union" (p. 4). Noting that "in the history of ideas Marxist theories have not received the attention they deserve" (p. 2) and that "the 'Russian Question' was an absolutely central problem for Marxism in the twentieth century" (p. 1), van der Linden seeks simultaneously to shed light on both the Soviet experience and "the historical development of Marxist thought" (p. 1), succeeding perhaps more in the latter goal than the former. STALINISM VERSUS BOLSHEVISM? A Reconsideration Although not of ten openly debated~ the issue I propose to address is probably the deepest and most divisive in Soviet studies. There is good ground for Stephen Cohen's characterization of it as a "quintessential his­ torical and interpretive question"! because it transcends most of the others and has to do with the whole of Russia's historical development since the Bolshevik Revolution. He formulates it as the question of the relationship "between Bolshevism and Stalinism.'' Since the very existence of something properly called Stalinism is at issue here, I prefer a somewhat different mode of formulation. There are two (and curiously, only two) basically opposed positions on the course of development that Soviet Russia took starting around 1929 when Stalin, having ousted his opponents on the Left and the Right, achieved primacy, although not yet autocratic primacy, within the Soviet regime. The first position, Which may be seen as the orthodox one, sees that course of development as the fulfillment, under new conditions, of Lenin's Bolshevism. All the main actions taken by the Soviet regime under Stalin's leadership were, in other words, the fulfillment of what had been prefigured in Leninism (as Lenin's Bolshevism came to be called after Lenin died).

A milestone in this process was the publication in 2006 by Ocean Press and Cuba’s Centro de Estudios Che Guevara of Apuntes criticos a la economía política [Critical Notes on Political Economy], a collection of Che’s writings from the years 1962 to 1965, many of them previously unpublished. The book includes a lengthy excerpt from a letter to Fidel Castro, entitled “Some Thoughts on the Transition to Socialism.” In it, in extremely condensed comments, Che presented his views on economic development in the Soviet Union.[1] In 1965, the Soviet economy stood at the end of a period of rapid growth that had brought improvements to the still very low living standards of working people.

    “Socialism in One Country” Promoting National Identity Based on Class Identification IVAN SZPAKOWSKI The Russian Empire of the Romanovs spanned thousands of miles from the Baltic to the Pacific, with a population of millions drawn from dozens of ethnic groups. Following the Russian Civil War, the Bolsheviks inherited the problem of holding together such a heterogeneous body. At the same time, they were forced to uphold Marxist ideology demanding worldwide revolution of the proletariat while facing the reality that despite the turmoil following the First World War no such revolution was forthcoming. In 1924 the rising Joseph Stalin, along with Nikolai Bukharin, devised the theory of “Socialism in One Country” which would become the solution to many of these problems facing the Bolsheviks. First of all, it proclaimed the ability of socialism to succeed in the Soviet Union alone, without foreign aid. Additionally, it marked a change from Lenin’s policy of self-determination for the Soviet Union’s constituent nations to Stalin’s policy of a compulsory unitary state. These non-Russian ethnics were systematically and firmly incorporated into the Soviet Union by the promotion of a proletariat class mentality. The development of the theory and policy of “Socialism in One Country” thus served to forge the unitary national identity of the Soviet Union around the concept of common Soviet class identity. The examination of this policy’s role in building a new form of national identity is dependant on a variety of sources, grouped into several subject areas. First, the origin of the term “Socialism in One Country,” its original meaning and its interpretation can be found in the speeches and writings of prominent contemporary communist leaders, chief among them: Stalin and Trotsky.

    The Bolshevik Ideal-logical Paradi!! Communist parties have inherited from Lenin and other great bolsheviks an ideal-logical paradigm. In terms of this paradigm the bolsheviks understand themselves and the world, which they try to disqualify ideologically and to change through revolutionary activity. Apart from the ideal of a communist society, the following ideas exerted key influence on the Bolsheviks' (self)understanding: proletarian revolution; a party of (professional) revolutionaries organized in a democratic-centralist manner; dictatorship of the proletariat; the party as the representative of the objective and historical interests of the proletariat; the transition period between capitalism and communism. As Marxists the Bolsheviks faced the problem of how to explain to them­ selves and others the possibility of proletarian, socialist revolution in backward Russia. The idea of a centralized party of professional revolution­ aries did not suffice; they needed a radical revision of the Marxist vision of revolution. This revision transformed a revolutionary philosophical-social theory into a revolutionary ideal-logy. Admittedly, Marx himself was ambivalent: He'saw a real chance for the revolution and the subsequent development of a new society in developed capitalism, but from time to time he lost his patience, hoping that the revolution would soon break out even though capitalism was still i rather undeveloped. Characteristically, Bolshevik ideal-logues believed tliat Marx's goals could be achieved under radicallY changed conditions and through radically 1 2 Changed means.* One could almost say that revolution sets only those goals it cannot aChieve.
